The purpose of this study is to find out about community empowerment in improving the quality of slum settlements in various regions. This research is conducted using the literature review method carried out by rereading and reviewing the main ideas on the same topic. The focus of this research is literature studies that have the same theme. The data source used is a document from the Scopus database and others which is then processed by using the VOSViewer application. Data analysis techniques used are data collection, data condensation, data presentation, and concluding. The results of the study show that the implementation of community empowerment, especially in improving the quality of slum settlements, has obstacles such as the lack of public awareness in participating in the program and developing themselves and changing their lifestyle that has become a habit, which is inherent and difficult to change instantly. Thus, the implementation of community empowerment will not run well if there is no harmonious collaboration between the central and local governments, as well as private parties and especially the community.","PeriodicalId":106162,"journal":{"name":"MIMBAR : Jurnal Sosial dan Pembangunan","volume":"272 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-12-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115686801","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Education and training indicators used are needs indicators, training programs, and evaluation of training programs. By using qualitative research methods, this study shows the education and training process carried out by the Personnel and Human Resources Development Agency of Takalar Regency conducts training needs analysis based on organizational analysis, employee analysis, and individual analysis. Furthermore, in the training program, development indicators classify education and training into two categories: information methods and experimental methods; however, this is not optimal because only a partnership agency (external training) is developing the training programs. In the evaluation stage, the training program is evaluated based on information at five levels: reaction, learning, behavior, organization, results, and cost-effectivity. However, so far, this has not been effective.","PeriodicalId":106162,"journal":{"name":"MIMBAR : Jurnal Sosial dan Pembangunan","volume":"30 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-12-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129143921","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The arrangement and development of the border area as a strategic area are needed to synchronize the policies of the central and regional governments. Even though it has several problems, currently, the development of the border area has become one of the development priorities by the government. The Development Index of Land Border Area was built to analyze development dynamics in border areas during 2018 - 2019 using Linear Aggregation Model (OECD 2008). It is used as a reference in program preparation and evaluation of central and regional government policies related to border development and management. This research was conducted in twenty-one districts in the land border area of Indonesia, covering five provinces, namely West Kalimantan (Kalimantan Barat), East Kalimantan, North Kalimantan, East Nusa Tenggara, and Papua. The dimensions used in this calculation are economic, social, infrastructure, communication technology, and the environment, as well as eleven sub-dimensions and twenty-nine variables. All observation areas have economic resources in the agricultural sector, but some areas are also tourist areas. Over ten years, the development index for Indonesia’s land border areas was quite volatile but still ranged from 10- 20. During 2010 - 2019, Berau (East Kalimantan) achieved the highest development composite index of 25.4, and the lowest was Sabu Raijua (East Nusa Tenggara) achieved the lowest composite index of 19.8.","PeriodicalId":106162,"journal":{"name":"MIMBAR : Jurnal Sosial dan Pembangunan","volume":"29 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-12-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123610081","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This requires community participation, and one of the factors that correlate is social capital. This study aims to determine the condition of existing social capital in the area of implementation of the Citarum Harum Program. A quantitative approach with the survey is used in this study and a questionnaire becomes the instrument of data collection. Afterward, quantitative descriptive techniques are applied to analyze the collected data. The results show that the social capital of the studied community corresponding to the dimensions of groups and networks, collective action and cooperation, social cohesion, and inclusiveness are moderate; while the dimension of trust and solidarity is high. Based on typology, the study finds two types of social capital: Bonding Social Capital and Bridging Social Capital. Meanwhile, the Linking Social Capital characteristic is not identified. The optimization of social capital to support the Citarum Harum Program can be intervened through their village organizational/institutional empowerment with emphasis on capacity building focused on religious and youth leaders. This study aims to profoundly examine the Governance of Waste Management in Pekanbaru City. The method used is qualitative research with a descriptive approach. The results of the study show that the involvement of the private sector in waste management in Pekanbaru City has not been maximized since the relevant agencies are slow in delegating the administrative waste management authority in the auction process. Not only that but there are also budget constraints that caused the facilities and infrastructure owned by Pekanbaru City Government inadequate. Moreover, the lack of public awareness about environmental cleanliness leads to the emergence of illegal waste disposal sites (TPS). This study concludes that the responsibility of the relevant agencies for waste management has been running optimally, but there are still obstacles in the process of transporting waste.","PeriodicalId":106162,"journal":{"name":"MIMBAR : Jurnal Sosial dan Pembangunan","volume":"150 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-12-27","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123371559","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, such condition is not always available, especially for children whose mothers have to work abroad as migrant workers. Children who should be in the care of their mothers are forced to be cared for by other parties in the family. Family care for migrant workers’ children is strongly influenced by the culture in which they live. Habits and uniqueness that come up in parenting will colour the collective parenting carried out by the family environment. This paper aims to analyze the role of the family in child care and the parenting culture established, as well as to build communication in the collective parenting of children. The research method used is Ethnography of communication to explore the culture that emerges in the upbringing process. The data collection technique used is observation and interviews with the families of migrant workers. The results of the study indicate that collective care for children whose mothers work as migrant workers requires the support and contribution of the extended family.
