In this regard, the role of specialists with the ability to detect problems and find systematic ways to solve them in a situation of information uncertainty, that is typical for forensic fire-technical expertise, is increasing. To solve this problem, it is necessary to focus modern education on expert thinking formation, maximum development and effective application of students’ individual skills. Approaches and ways of expert thinking formation should correspond to cause-effect relations in the model of ensuring fire safety. The purpose of the analysis is to develop a practical approach to students’ expert thinking formation in the specialty “Forensic fire-technical expertise”. The objectives of the study are to identify the essence of expert thinking phenomenon in relation to experts in the specialty “Forensic fire-technical expertise”, to describe expert thinking process as a technique to solve inverse problems, to analyze educational subjects included in the syllabus of the educational program “Forensic fire-technical expertise” in terms of their involvement in expert thinking formation. Methods. The system analysis, information synthesis methods, expert analysis methods served as a scientific basis for the research. Findings. An approach to expert thinking formation in the process of training future specialists in the field of forensic fire-technical expertise focused on the formation of skills to identify cause-effect relations in the complex model of fire safety was suggested. Research application field. The results obtained can be used in the development of basic vocational curricula that will increase the effectiveness of future experts training and allow them to solve successfully professional tasks in the conditions of general intellectualization of expert’s work. METHODS. The authors conducted an analytical review of experimental methods for studying the toxicity of substances and materials during fires. The database of a standard fire load was analyzed in terms of carbon monoxide evacuation route blocking. FINDINGS. The analysis of experimental methods for studying the toxicity of substances and materials, as well as the database of a standard fire load, showed that standard tests do not allow for a correct assessment of combustion products toxicity in view of ensuring safe evacuation of people at fires. A new criterion for determining the level of toxicity of combustion products has been proposed, and a new approach to toxicity testing has been justified. RESEARCH APPLICATION FIELD. The results can be used to rank the toxicity of combustion products of substances and materials during fires based on the criterion of ensuring safe evacuation of people. CONCLUSIONS. It has been determined that standard tests cannot correctly assess the toxicity of substances or materials as regards safe evacuation of people. None of the existing installations can determine the toxicological hazard criterion KТО. Dialektova","doi":"10.25257/fe.2023.1.14-21","DOIUrl":"https://doi.org/10.25257/fe.2023.1.14-21","url":null,"abstract":"Purpose. Pulse extinction of a standardized fire (heptane) in a combustion chamber with a dry powder based on sodium bicarbonate (hydrocarbonate) and sodium carbonate is considered. The minimum dry powder concentration for extinction of internal fires with different parameters is determined. Dependences of powder fire-extinguishing properties on average volumetric temperature of а mock-up room and on combustible liquid temperature are obtained. Methods. The authors carried out a series of laboratory experiments in order to obtain dependence of minimum and optimal values of inerting concentration at various temperatures of internal environment and standardized fire (combustible liquid) temperature. Findings. Dependences of minimum dry powder concentration on temperature parameters of a standardized fire are obtained. The highest value of minimum inerting dry powder concentration turned out to be in the temperature range of gas-air medium from 20 to 35 °С, and the lowest values were at temperatures above 40 °С. A similar picture was observed when determining the values of minimum inerting dry powder concentration on the combustible liquid temperature. The highest value of minimum inerting powder concentration turned out to be in heptane temperature range approximately from 48 to 80 °С. Research application field. It is advisable to include study results in the educational process, as well as in research work in order to develop recommendations for choosing a rational method for supplying powder to fire area in rooms with different fire load. Conclusions. Based on the numerical value of inerting concentration in analyzing extinguishment efficiency for all cases of temperature changes in the mock-up room, the authors found an ambiguous behaviour pattern of minimum fire extinguishing dry powders concentration. This is explained by the fact that as the combustible liquid is burning out, combustion products (CO2 and H2O) are accumulating in the room and oxygen concentration decreases. It is also possible that at higher temperatures the decomposition of the powder into inhibiting gases occurs faster, which leads to less losses and a decrease in the inerting concentration. The article analyzes EMERCOM of Russia investigators’duties performance as well as issues related to investigation unit structure. The problem of determining the optimal level of unit staff, who are in charge of investigating fires, is touched upon. Enlarging service area due to forming interdistrict units does not allow ensuring timely arrival at a fire scene. This directly affects fire investigation quality and timing. Methods. On the basis of statistical and general scientific methods, a comparative study of structures of other agencies also responsible for investigating fires, is carried out. Findings. The author proposes the concept of a new structure of EMERCOM of Russia investigation unit, namely taking it out of control of State Fire Supervision. If an investigation unit is located at a considerable distance from a regional directorate of EMERCOM of Russia, it is proposed to form interdistrict investigation units in large settlements. The staff size and authority of such units should allow the person in charge to perform the functions of investigation unit head and provide assistance in investigating complicated fires in neighboring regional (interdistrict) investigation units. Research application field. The results of the study will make it possible to form the optimal structure and staff size of EMERCOM of Russia regional investigation unit. Conclusions. The article proposes a typical managerial structure of EMERCOM of Russia regional investigation unit. Changes in investigation unit structure will allow solving current problems, improving the overall level of the organization and fire investigation quality. Pigusov","doi":"10.25257/fe.2023.2.44-55","DOIUrl":"https://doi.org/10.25257/fe.2023.2.44-55","url":null,"abstract":"PURPOSE. The given article is the first to consider a new model of the main general-purpose fire truck WT 3,2 40/4 (43253), developed by the manufacturer by the order of EMERCOM of Russia and supplied to fire departments for their technical equipment within the framework of the “Programs for the development of the armament with military and special equipment in the part of EMERCOM of Russia until 2035”. The article is based on the outcomes of the scientific research carried out by a group of authors in 2022 by the order of the Central Office of EMERCOM of Russia. The authors paid attention to the methodology of calculating indicators (parameters) of the tactical capabilities of a crew on the main general-purpose fire truck (fire tanker), combat using tactical capabilities of fire service units when extinguishing fires and conducting emergency rescue operations, as well as combat (tactical) use of the main fire truck. METHODS. The research provides analytical (mathematical) calculations of indicators of the tactical capabilities of a crew on the main general-purpose fire truck (fire tanker) based on tactical tasks that need to be solved by this crew when extinguishing a fire. FINDINGS. The authors identified analytical (calculated) indicators (parameters) of the department tactical capabilities of a crew on the main general-purpose fire truck (fire tanker), outlined methods of these indicators practical application in fire extinguishment along with the main schemes for a fire tanker combat use. RESEARCH APPLICATION FIELD. Based on this scientific material, a group of authors developed “Recommendations for using fire services units’ tactical capabilities when extinguishing fires and conducting emergency rescue operations”. Based on the indicators of a fire tanker tactical capabilities, the incident commander is able to determine the required amount of forces and means for extinguishing fires quickly and accurately, namely the number (rank) of the fire, as well as organize the non-stop supply of extinguishing agents by the fire tankers crews when extinguishing fires. CONCLUSIONS. Knowledge of the tactical capabilities of the crews on the main fire trucks and the schemes for their tactical (combat) use, both autonomously (independently) and as part of the guard, allows the incident commander to determine and concentrate a sufficient amount of means and forces to extinguish fires within the shortest possible time, as well as use them effectively in rescuing people, protecting and evacuating (rescue) property, and the elimination of fires.
