Особое внимание уделяется определению сущности культуры в разные времена. От эволюционного взгляда на культуру до нормального метода адаптации и создания социальной среды посредством культуры. Первоначально термин «культура» использовался для обозначения процесса формирования личности человека посредством обучения. Древние греки определяли это испытание понятием «пайдея». В этом контексте культурный человек определяется как преуспевший в усвоении знаний и ценностей, передаваемых в обществе, для воплощения их в личные качества. Определение культуры претерпело драматические изменения и в статье упомянуты отдельные исторические события в Англии и других странах, объясняющие интерпретации термина культура в контексте формирования человека вообще. В истории науки всегда подчеркивают особую роль в интерпретации термина «культура» в трудах Э. Б. Тайлора и Мэтью Арнольда. Первый является основателем культурной антропологии, и рассматривает культуру как «как целостный образ жизни», второй придает значение изучению ценности гуманитарных наук в высшем образовании и считает, что к этому надо стремиться. Кроме того, рассматривается китайский «богодухновенной» вариант своеобразия культуры. Философы и социологи усердно работали над преодолением социального дарвинизма, и теперь рассматривают каждую культуру как ценную саму по себе, а не по отношению к другой культуре. Это есть культурный релятивизм. В новое время были всевозможные идеи и классические труды, касающиеся особенностей языка, истории и политической философии. А мудрые рассуждения И. Канта о том, что человек рассматривает культуры не как разрыв с природой, а как развитие специфической природы человека. И это путь к просвещенному человечеству.\u0000 The article is devoted to the historical significance of culture, its scholarly measurements, generalizations, analysis of values. Particular attention is paid to the definition of the essence of culture at different times. From an evolutionary view of culture to a normal method of adapting and creating a social environment through culture. Initially, the term “culture” was used to refer to the process of forming a person’s personality through learning. The ancient Greeks defined this test with the concept of “paidea”. In this context, a cultured person is defined as one who has succeeded in assimilating the knowledge and values transmitted in society in order to translate them into personal qualities. The definition of culture has undergone dramatic changes and the article mentions certain historical events in England and other countries, explaining the interpretation of the term culture in the context of the formation of man in general. На сегодняшний день кредитные организации основную прибыль получают за счет процентных и комиссионных доходов. Процентные доходы в основном формируются за счет выдачи кредитов физическим и юридическим лицам. Коммерческие банки на постоянной основе должны проводить анализ кредитного портфеля, для того чтобы сохранить его «качество». Главным критерием успеха кредитной организации является качество кредитного портфеля, так как от качества кредитного портфеля зависит, насколько работа в кредитной организации будет эффективной. В данной работе был проанализирован кредитный портфель частной кредитной организации Акционерное Общество «Экспобанк». Опорой для проведения исследования послужили федеральные акты, подзаконные акты, нормативные акты Банка России, также статистическая и финансовая отчетность АО «Экспобанк». Проанализированы основные показатели, дающие представление о качестве и динамике изменения кредитного портфеля за период 2019˗2020 гг. Рассмотрена просроченная задолженность кредитного портфеля, а также рассчитаны основные коэффициенты кредитного портфеля, которые показывают долю риска: общая кредитная активность, использование привлеченных средств, сомнительная задолженность и другие. Даны мероприятия по минимизации рисков и увеличения уровня дохода кредитной организации, так как от качества кредитного портфеля во многом зависит степень развития кредитной организации.\u0000 The goal of any financial institution is to make profit. To date, credit institutions receive the main profit from interest and commission income. Interest income is mainly formed by issuing loans to individuals and legal entities. Commercial banks must constantly analyze the loan portfolio in order to maintain its “quality”. The main criterion for the success of a credit institution is the quality of the loan portfolio, since the quality of the loan portfolio determines how effective the work in the credit institution will be. This article analyzed the loan portfolio of a private credit organization Joint Stock Company “Expobank”. The study was based on federal acts, by-laws, regulations of the Bank of Russia, as well as statistical and financial reporting of Expobank JSC. The main indicators are analyzed that give an idea of ​​the quality and dynamics of changes in the loan portfolio for the period 2019-2020. The overdue debt of the loan portfolio was considered, as well as the main coefficients of the loan portfolio were calculated, which show the share of risk: total credit activity, use of borrowed funds, doubtful debts, and others. Measures are given to minimize risks and increase the level of income of a credit institution. Данное исследование на основе анализа сообщений в социальной сети ВКонтакте направлено на выявление ключевых проблем студенческого сообщества в рамках осуществления образовательного процесса высшими учебными заведениями. Выявляется субъективная оценка проблем организационного, образовательного, социального характера, основанная на текстовом анализе сообщений с построением облака ключевых слов и семантических графов, отображающих связи между ключевыми словами, а также на определении эмоциональной тональности сообщений. Анализ проводится с использованием платформы класса DSML PolyAnalist. В данной статье приводятся результаты исследования финансового положения студентов за два учебных года (2020‒2021 и 2021‒2022). В результате текстового анализа были выделены основные тематические категории, относящиеся к финансовым проблемам студентов. Сопоставление тональности высказываний показало, что выявленные проблемы актуальны весь промежуток исследования, но с течением времени оценка приобретает более нейтральный характер, фокус напряженности смещается на другие объекты. Но выявленные в первый год проблемы имеют продолжающийся характер, к ним добавляются новые, а решение их не всегда своевременно или зависит от учебного заведения.\u0000 Since 2020, the author has been participating in the study “Education in the context of coronavirus: big data as a tool for measuring society’s response” as part of a project of the Ministry of Education and Science of the Russian Federation. Based on the analysis of messages in the social network VKontakte, this study is aimed at identifying the key problems of the student community in the framework of the educational process by higher educational institutions. A subjective assessment of problems of an organizational, educational, social nature is revealed, based on textual analysis of messages with the construction of a cloud of keywords and semantic graphs that display relationships between keywords, as well as on determining the emotional tone of messages. The analysis is carried out using the DSML PolyAnalist class platform. This article presents the results of a study of the financial situation of students for two academic years (2020-21 and 2021-22). As a result of the text analysis, main thematic categories related to the financial problems of students were identified. The comparison of the tonality of statements showed that the identified problems are relevant for the entire period of the study; however, over time, the assessment becomes more neutral, the focus of tension shifts to other objects. В то же время объем финансирования в части воспроизводства отдельных видов твердых полезных ископаемых, общераспространенные полезных ископаемых, подземных вод, не всегда позволяет выполнять соответствующие поисковые и разведочные работы в необходимом объеме. В этом смысле весьма значительный ресурс для информационного обеспечения процесса недропользования представляют собой уже имеющиеся отчеты, протоколы, обзорные документы по состоянию минерально-сырьевой базы отдельного региона и на государственном уровне. Значительное количество таких информационных ресурсов, их разрозненность в части форматов данных, архитектуры, особенностей изложения практически не позволяет выполнять ручной анализ и выборку необходимой информации. В таких условиях альтернативным вариантом является использование автоматизированных средств для работы с геолого-экономической информацией. Достаточно распространенным инструментом для решения поставленной задачи, но в иных предметных областях, является использование механизма онтологического инжиниринга. Онтология позволяет обнаруживать скрытые зависимости и взаимосвязи элементов при наличии подробного описания уже имеющихся фактов на основе правил дескрипционной логики. Цель данной работы – изучить отдельные методические аспекты формирования онтологической модели применительно к процессу воспроизводства минерально-сырьевых активов.\u0000 The problems of reproduction of mineral resources currently remains relevant. At the same time, the amount of financing in terms of reproduction of certain types of solid minerals, common minerals, groundwater, does not always allow performing the appropriate prospecting and exploration work in the required volume. In this sense, a very significant resource for information support of the subsoil use process is already available reports, protocols, review documents on the state of the mineral resource base of a particular region and at the state level. A significant number of such information resources, their disparity in terms of data formats, architecture, and presentation features practically does not allow manual analysis and selection of the necessary information. In such conditions, an alternative option is the use of automated tools for working with geological and economic information. A fairly common tool for solving the task, however, in other subject areas, is the use of the mechanism of ontological engineering. The ontology allows detecting hidden dependencies and relationships of elements in the presence of a detailed description of existing facts based on the rules of descriptive logic. К внешним факторам относят макроэкономические показатели, бюджетно-налоговую политику государства, уровень развития финансовых рынков и наличие конкурентной среды. Внутренние факторы включают в себя эффективность управления финансовыми ресурсами, их направление использования и расходования. В результате проведения анализа выявляется эффективность управления финансовыми ресурсами, его ликвидности и рентабельности. Цель исследования заключается в проведении факторного анализа на примере ПАО «ЛОРП», оказывающего транспортные услуги по перевозке грузов на Северо-Восток России. Для достижения поставленной цели необходимо решить ряд задач, связанных с расчетом влияния абсолютной ликвидности и рентабельности капитала на финансовое состояние предприятия, и формированием вытекающих из него выводов. В качестве исследуемого периода были взяты три последних года, предшествующих отчетному периоду, позволяющие оценить тенденции в изменении финансового положения предприятия. По итогам проведенного исследования была выявлена отрицательная динамика рассчитанных показателей, неминуемо приводящие к риску банкротства. Тем самым осуществление эффективного финансового управления во многом зависит от проведения качественного финансового анализа, позволяющего избежать вероятности несостоятельного положения и устранить негативные тенденции. Рациональное применение результатов по проведенному анализу позволит хозяйствующего субъекта достичь устойчивого финансового положения и удержания своей позиции в условиях конкурентной среды.\u0000 The assessment of the financial condition of a company is carried out taking into account external and internal factors that have an impact on the final financial result. External factors include macroeconomic indicators, the state’s fiscal policy, the level of development of financial markets, and the presence of a competitive environment. Internal factors include the effectiveness of financial resource management, their direction of use and spending. As a result of the analysis, the effectiveness of financial resource management, its liquidity and profitability is revealed. The purpose of the study is to conduct a factor analysis on the example of “LORP PJSC, which provides transport services for the delivery of goods to the Russian northeast. To achieve this goal, it is necessary to solve a number of issues related to the calculation of the impact of absolute liquidity and return on capital on the financial condition of the company, and the formation of the conclusions arising from it. The last three years preceding the reporting period were taken as the study period, allowing to assess trends in the change in the financial position of the company. Данные обстоятельства усугубляются отсутствием экономических стимулов для внедрения энергоэффективных технологий и мероприятий в бюджетной сфере, в жилищной сфере и системах коммунальной инфраструктуры. Анализ показал, что за последние годы в республике большое внимание уделялось развитию коммунального хозяйства, разработаны и реализованы республиканские и муниципальные целевые программы. Объектом исследования является муниципальное образование городское поселение «Поселок Беркакит» Нерюнгринского района Республики Саха (Якутия). Цель исследования ‒ проанализировать коммунальную инфраструктуру городского поселения, выявить ключевые проблемы и пути дальнейшего развития. Для общей оценки уровня развития коммунального хозяйства рассмотрены основные показатели за период с 2017 по 2021 гг., включая численность населения, жилищный фонд, объемы потребления тепловой энергии и другие. The objective reasons are the harsh climate, long distances and underdeveloped infrastructure. The goal of the study is to analyze the communal infrastructure of the urban settlement, identify key problems and ways for further development. For a general assessment of the level of development of public utilities, the main indicators for the period from 2017 to 2021 were considered, including the number of population, housing stock, volume of heat energy consumption and others. Статья посвящена освещению истории путешествий в Республике Саха (Якутия), которые в той или иной форме были связаны с опасностью и риском, но были совершены до возникновения экстремального туризма как устойчивой практики. Экстремальный туризм, на основе предложенной М.С. Каганом концепции системного понимания явлений культуры и теории социологии игры Роже Кайуа, понимается автором как вид туризма, основанный на игровой деятельности, связанной с риском и опасностью и получивший свою популярность в условиях техногенной цивилизации. В статье на основе исторического и историко-нарративного методов сделана первая попытка освещения страниц истории Якутии в свете проблематики изучения экстремальных практик. Впервые уделено внимание интересным, но не отраженным в истории региона фактам посещения Якутии известными зарубежными путешественниками прошлого. Изучение предыстории экстремального туризма актуализировано также тем, что в современных формах экстрима часто обращаются к воссозданию и имитации событий и практик прошлого, чтобы придать ценностное отношение современным формам экстремальной деятельности. Поэтому предыстория экстремального туризма может быть использована для разработки новых маршрутов, а также в маркетинговых целях для привлечения туриста-экстремала и для легендирования туристских брендов Республики Саха (Якутия). The article is devoted to the coverage of the history of tourism in the Republic of Sakha (Yakutia), which in one form or another were associated with danger and risk, but were practiced before the emergence of extreme tourism as a sustainable practice. Based on the Kagan’s concept of systematic understanding of cultural phenomena and the Roger Caillois’s play theory, extreme tourism is understood by the author as a type of tourism based on gaming activities associated with risk and danger and gained its popularity in the conditions of man-made civilization. Based on historical and historical-narrative methods, the article is the first attempt to illuminate the history of Yakutia in the light of studying extreme practices. For the first time, attention is paid to interesting, but not reflected in the history of the region, facts of visits to Yakutia by famous foreign travelers of the past. При этом существующая проблема топливно-энергетического обеспечения играет большую роль в социально-экономическом развитии северных регионов. В статье представлены результаты анализа тенденций и особенностей трансформации основных подходов к определению понятия «нефтепродуктообеспечение» для труднодоступных территорий северных регионов. Обеспечение топливно-энергетическими ресурсами территории арктических и северных населенных пунктов в условиях переходной экономики характеризуется многочисленными инфраструктурными и системными проблемами. В целях определения устоявшихся факторов и особенностей управления системой обеспечения нефтепродуктами территорий северных регионов авторами были выявлены основные этапы реформирования системы топливного обеспечения территорий Севера России. Отсутствие унифицированного подхода в управлении системой обеспечения нефтепродуктами приводит к возникновению рисков срыва доставки и угрозы энергетической безопасности населенных пунктов. В рамках данной статьи представлены результаты анализа возрастания роли государства в сфере совершенствования системы обеспечения нефтепродуктами и усиления его системоорганизующей и системоформирующей функции. Авторами выделены основные проблемы организации «северного завоза» топливно-энергетических ресурсов, в том числе нефтепродуктов.\u0000 Currently, there is a growing interest in the exploration of the northern territories on the part of the state, which is expressed in the development of the regulatory framework for programs aimed at creating favorable conditions for the development of the northern and Arctic territories of the country. At the same time, the existing problem of fuel and energy supply plays an important role in the socio-economic development of the northern regions. The article presents the results of the analysis of trends and peculiarities of transformation of the main approaches to the definition of the concept of “oil product supply” for hard-to-reach territories of the northern districts. The provision of fuel and energy resources for the territory of Arctic and northern settlements in a transitional economy is characterized by numerous infrastructural and systemic problems. In order to determine the established factors and features of the management of the oil products supply system for the territories of the northern regions, the authors identified the main stages of reforming the fuel supply system for the territories of the North of Russia. The lack of a unified approach in the management of the oil products supply system leads to the emergence of risks of delivery disruption and threats to the energy security of settlements. Распространение и развитие коронавирусной инфекции в России привело к введению ряда ограничительных и профилактичских мер: введение локдауна, перевод на дистанционный формат работы, вакцинация населения и др. В результате ограничительных мер ряд хозяйствующих субъектов были вынуждены либо остановить, либо прекратить свою деятельность, что привело к росту безработицы практически во всех регионах нашей страны и, как следствие, снижению уровня доходов и заработной платы населения. Основной гипотезой исследования является влияние эпидемиологического фактора (развитие коронавирусной инфекции Covid-19) на характер взаимосвязи между показателями уровня безработицы и заработной платы. В качестве эмпирической базы исследования послужили данные по показателям уровня безработицы и средней заработной платы по регионам федеральных округов России за период 2018‒2020 гг. Основными методами исследования послужили инструменты корреляционного анализа, которые позволили выявить направление и тесноту связи между изучаемыми показателями. Использование критерия Стьюдента подтвердило с вероятностью 0,95 статистическую значимость и надежность коэффициента корреляции только по показателям 2020 г. По результатам корреляционного анализа выдвинутая гипотеза о влиянии пандемии на характер взаимосвязи между показателями безработицы и заработной платы подтвердилась. В период развития пандемии увеличение темпов роста безработицы приводило к замедлению темпов роста заработной платы, что соответствует концепции кривой Филлипса. Корреляционный анализ выявил обратное направление связи между показателями. Теснота связи увеличилась именно в период развития пандемии и наиболее ярко она наблюдалась в двух федеральных округах: Уральском и Сибирском. Одной из реакций предприятий комплекса является разработка и введение антикризисных программ с целью сохранения жизнедеятельности и восстановление стабильности предприятия в критической ситуации. В то же время формируется потребность в разработке альтернативных сценариев развития предприятия с учетом сложившейся ситуации на рынке, выбор стратегии и принципов действия. Особенность функционирования системы алмазно-бриллиантового комплекса заключается в том, что реализуемый продукт ‒ алмазы-бриллианты ‒ является предметом роскоши и носит дискреционный характер, следовательно в кризисный период необходимо стимулировать и мотивировать спрос потребителей. В данной статье рассмотрена взаимосвязь «санкции‒предприятие» в кризисной ситуации и то, каким образом она повлияет на жизнестойкость предприятия. В результирующей части даны предложения к выполнению антикризисных мероприятий, способных восстановить и стабилизировать предприятие.\u0000 The functioning of the socio-economic system of the Russian diamond complex is currently complicated by the imposed external sanctions, which have limited or terminated relations with some market participants. One of the reactions of the enterprises of the complex is the development and introduction of anti-crisis programs in order to preserve life and restore the stability of the enterprise in a critical situation. At the same time, there is a need to develop alternative scenarios for the development of the enterprise, taking into account the current market situation, the choice of strategy and principles of action. The peculiarity of the functioning of the system of the diamond complex lies in the fact that the product being sold: diamonds is a luxury item and is discretionary, therefore, in a crisis period, it is necessary to stimulate and motivate consumer demand. This article discusses the relationship “sanctions-enterprise” in a crisis situation and how it will affect the viability of the enterprise.
