Причина заключается в необходимости учитывать специфику сферы недропользования. Маркетинговые информационные системы по своему функциональному составу ориентированы по большей части на предприятия сферы торговли / услуг, в то время как деятельность геологических организаций направлена на изучение недр и получение особой продукции в виде геологических отчетов, иных сопроводительных документов и вещественных носителей информации. Поэтому при проектировании маркетинговой информационной системы необходимо не применять стандартный подход с поиском и выбором «коробочного» продукта, а проектировать данную систему, начиная с ее функциональной подсистемы, т. е. с понимания факторов, которыми руководствуются потенциальные недропользователи при формировании портфеля проектов. Для решения данной задачи нами предлагается применять онтологический подход. Суть данного подхода состоит в попытке разложить систему поддержки принятия решений в данной сфере на группы факторов принятия решений. При принятии решений в сфере недропользования необходимо учитывать перспективность участков недр, которая преимущественно выполняется экспертным путем. Для реализации процессов консолидации экспертных мнений нами предлагается применять модель с нечеткой логикой. В результате проработаны методические аспекты применения онтологического подхода к построению маркетинговой информационной системы в сфере недропользования.\u0000 . In our opinion, marketing information systems in subsurface use are not used actively enough. The reason is the need to take into account the specifics of the sphere of subsoil use. Marketing information systems, by their functional composition, are mainly focused on enterprises in the field of trade / services, while the activities of geological organizations are aimed at studying the subsurface and obtaining special products in the form of geological reports, other accompanying documents and material media. Therefore, when designing a marketing information system, it is necessary to apply not a standard approach with the search and selection of a “boxed” product, but to design this system, starting with its functional subsystem, i.e. with an understanding of the factors that guide potential subsoil users when forming a portfolio of projects. To solve this problem, we propose to apply an ontological approach. The essence of this approach is an attempt to decompose the decision support system in this area into groups of decision-making factors. When making decisions in the field of subsurface use, it is necessary to take into account the prospects of subsurface areas, which is mainly carried out by expert means. To implement the processes of consolidation of expert opinions, we propose to use a model with fuzzy logic. М. К. Аммосова. СВФУ рассматривается как организация, призванная социализировать российских и зарубежных студентов, в том числе и посредством кросс-культурных коммуникаций. В мае 2022 г. было опрошено 116 китайских и 116 российских студентов, обучающихся в СВФУ. Рассматривались такие направления обучения, как филология, управление персоналом, экономика, это три наиболее востребованные образовательные ниши у китайских студентов. Впервые в региональной социологии нами также была изучена степень мотивированности китайских и российских студентов в процессе обучения в вузе, исходя из национального менталитета, проводился сравнительный анализ. Использовались методики Д. МакКлелланда, Е.П. Ильина, Г. Хофстеде, а также методы анкетирования, аналитической индукции. Выявилось, что иностранные студенты демонстрируют более высокие достижительные мотивации, нежели российские студенты. Китайские студенты в процессе обучения в вузе опираются на такие черты национального характера, как трудолюбие, дисциплинированность и прагматичность. В то же время россияне (якутяне) проявляют при обучении такие черты национального менталитета, как жизнестойкость, открытость и коммуникабельность. Ответственность за установление эффективных кросс-культурных коммуникаций в вузе лежит в основном на россиянах, и сами иностранцы ожидают от них такой деятельности.\u0000 The article analyzes the regional aspect of internationalization in the system of higher education in Russia on the example of the M.K. Ammosov North-Eastern Federal University (Yakutsk, Yakutia). NEFU is considered as an institution that socializes Russian and foreign students through facilitating cross-cultural communication between them. In May 2022, 116 Chinese and 116 Russian students studying at NEFU were interviewed. Philology, Human Resource Management, and Economics as fields of study were considered. These were the three more popular niches of study among the Chinese students. Preparing of high level specialists by the different specializations of Economics, in the field of management will help to strength personnel pool for the regional economy. Also, for the first time in the regional sociology, the motivation of Russian and Chinese students in the process of studying in the university was studied, a comparative analysis was carried out. The methods of McClelland, Ilyin, and Hofstede, as well as the methods of questionnaires and analytical induction were used. It was revealed that the foreign students demonstrated higher achievement motivation than Russian students. The Chinese students rely on such national character traits as industriousness, discipline, and pragmatism in the process of higher education. В статье приводится обзор подходов и теорий в определении категорий международной торговли и экономического роста. Также систематизированы мнения ученых о влиянии международной торговли на экономический рост и определены основные тезисы каждой группы авторов о характере влияния международной торговли на экономический рост. Исходя из определения роли влияния международной торговли на экономический были выдвинуты три гипотезы: международная торговля способствует экономическому росту (факторы имеют прямую зависимость), международная торговля приводит к экономическому спаду (факторы находятся в обратной зависимости друг от друга), международная торговля не оказывает никакого влияния на экономический рост. Определяя категории международной торговли и экономического роста через количественные значения показателей экспорта и ВВП на душу населения соответственно, была сформирована эмпирическая база исследования, которую составили статистические сведения о величине экспорта и ВВП на душу населения по России за период 1995‒2021 гг. В динамике изучаемых показателей были выявления существенные различия. Так в период до 2013 г. и с 2017 г. показатель ВВП на душу населения изменялся в соответствии с динамикой экспорта, в период 2014‒2016 гг. показатели изменяются в разных направлениях, что обусловлено влиянием введенных Западом санкций против российской экономики. В процессе эконометрического моделирования были использованы линейная и степенная модели, но наиболее подходящей моделью для описания взаимосвязи между изучаемыми признаками явилась степенная модель. Оценка статистической значимости и надежности позволяет использовать степенную модель для анализа. Показатели тесноты связи свидетельствуют о наличии сильной связи между показателями экспорта и ВВП на душу населения. Оцениваемый коэффициент при факторе регрессионной модели равен более 1 % и свидетельствует об эластичности изменения ВВП на душу населения при изменении объемов экспорта. Показано, что «новейшие» условия создают возможности для расширения цепочек добавленной стоимости в минерально-ресурсном секторе региона. Это предполагает консолидацию производственной цепочки «от сырья до высокотехнологичного изделия» внутри страны вместо экспорта сырья и продуктов низких переделов. Отмечено, что цепочки добавленной стоимости находятся под влиянием разнонаправленных процессов – фрагментации и консолидации. Фрагментация относится к глобальным цепочкам, фрагментация – к локальным. Консолидация цепочек отражает подход Китая к концентрации высокотехнологичных производств внутри страны, в нынешних условиях этому пути будет следовать и Россия. Одним из подходов к расширению технологических цепочек является использование синергетических эффектов от реализации проектов в рамках формирования минерально-сырьевых центров (кластеров). Синергия может обеспечить снижение издержек проектов (логистика, энергообеспечение) при использовании общей инфраструктуры. Подобная синергия возможна в рамках реализации проектов Томтор и Попигай, которые могут быть объединены в перспективный минерально-сырьевой центр. Расширение цепочек также возможно и для газовых проектов Якутии – может быть рассмотрена возможность выработки аммиака на месте и транспортировки его для последующего экспорта. Приведен исторический пример подхода к формированию цепочек по экспорту якутского газа в 70-х годах прошлого века.\u0000 The article analyzes the issues of development of the resource sector of the northern region (on the example of the Republic of Sakha (Yakutia) in the context of export and sanctions restrictions. The “newest” conditions create opportunities for expanding value chains in the mineral resource sector of the region. This implies the consolidation of the production chain “from raw materials to high-tech products” within the country instead of exporting raw materials and low-added products. It is noted that value chains are influenced by multidirectional processes – fragmentation and consolidation. Fragmentation refers to global chains, fragmentation – to local chains. Consolidation of chains is a China’s approach to concentration of high-tech industries within the country; in the current conditions Russia will follow this path. One of the approaches to expanding technological chains is the use of synergistic effects from the implementation of projects in the framework of the formation of mineral resource centers (clusters). Synergy can provide cost savings for projects (logistics, energy supply) when using a common infrastructure. Wild plants, being renewable resources, along with other natural resources, are important in socio-economic development. With an irrational approach to their use, the consequences can be catastrophic for the environment, which in turn will contribute to the deterioration of the quality of human life. The article presents and characterizes the main obstacles to the development of harvesting and processing of wild plants in the territory of Yakutia, also what changes followed after they were fixed in strategic documents. С учетом значительного наличия разрабатываемых месторождений полезных ископаемых в арктических регионах вырисовывается большой потенциал конвертации налогового потенциала бюджетов регионов в проекты, направленные в целом на сглаживание пространственной поляризации в социально-экономической сфере арктических регионов. Цель настоящего исследования состоит в оценке влияния доходного потенциала арктических регионов на динамику уровня бедности населения. Выполнены сравнительный анализ поступлений ключевых, бюджетообразующих видов налогов в бюджеты арктических регионов за период 2018‒2022 гг. Установлено, что в Чукотском, Ямало-Ненецком и Ненецком автономных округах, лидирующих по размеру доходов бюджета на душу населения, уровень бедности населения ниже среднероссийского значения. В ходе исследования рассмотрена взаимосвязь прироста доходов бюджета на душу населения и динамики уровня бедности населения в группе арктических регионов. Показано влияние промышленного освоения Арктики на показатели доходов бюджетов регионов. В фокусе внимания государственной политики в АЗРФ должно быть снижение уровня бедности в арктических регионах.\u0000 The Arctic zone of the Russian Federation (AZ RF) is characterized by a low population density, a high index of budget expenditures, and a rich mineral resource base. Taking into account the significant presence of mineral deposits being developed in the Arctic regions, there is a great potential for converting the tax potential of regional budgets into projects aimed at smoothing spatial polarization in the socio-economic sphere of the Arctic regions in general. The purpose of this study is to assess the impact of the income potential in the Arctic regions on the dynamics of the poverty rate of the population. A comparative analysis of receiving the key budget-forming types of taxes to the budgets of the Arctic regions for the period 2018-2022 was carried out. It is established that in Chukotka, Yamal-Nenets and Nenets Autonomous Okrugs, which are leading in terms of budget revenues per capita, the poverty rates of the population were below the national average. The study examines the relationship between the increase in budget revenues per capita and the dynamics of the poverty rate of the population in the group of Arctic regions. The influence of industrial development of the Arctic on the indicators of regional budget revenues is shown. Анализ особенностей формирования сферы социального предпринимательства по улусам (районам) РС(Я) в период с 2017 по 2023 гг. включает рассмотрение количественных характеристик и структурных изменений, оценку уровня активности в территориальном разрезе и по видам деятельности. Социальное предпринимательство приобретает особую актуальность в России в связи с введением в действие специального налогового режима «Налог на профессиональный доход», поскольку меры поддержки предусмотрены и для самозанятых граждан, если они осуществляют социально полезную деятельность. Как показали результаты проведенного исследования, распространение социально ориентированных предприятий на территории республики крайне неравномерно, размещение социальных бизнес-структур, как и любых других, тяготеет к городам, нуждаясь в развитой инфраструктуре. Тем не менее, учитывая специфику социального предпринимательства, его предназначение, большая потребность в нем, возможно, ощущается, напротив, в местах, лишенных в полной мере комфорта и благ цивилизации, таких, как, например, Арктическая зона РС(Я), где больше социальных и экономических проблем, которые социально ориентированная деятельность помогла бы решить. Подобные территории не являются особо привлекательными для коммерческих бизнес-структур, даже позиционирующих себя как социально ориентированные. Analysis of the features of the formation of the sphere of social entrepreneurship by districts of the RS (Y) in the period from 2017 to 2023 includes consideration of quantitative characteristics and structural changes, assessment of the level of activity in the territorial context and by type of activity. Social entrepreneurship is of particular relevance in Russia in connection with the introduction of a special tax regime “Tax on professional income”, since support measures are also provided for self-employed citizens if they carry out socially useful activities. As the results of the study showed, the distribution of socially oriented enterprises in the territory of the republic is extremely uneven, the placement of social business structures, like any other, gravitates towards cities, requiring a developed infrastructure. Наступает период, когда возникает необходимость во внедрении новых подходов в концепции управления, чтобы противостоять изменениям во внешней среде. Наиболее эффективным способом объективно взвесить финансовое состояние предприятия является анализ, что дает возможность отслеживать развитие предприятия в динамике, комплексно оценивать выполнение плана по поступлению финансовых ресурсов и их использованию с точки зрения улучшения его материального положения. Целью исследования является проведение анализа финансовой устойчивости на примере АО «Саханефтегазсбыт», осуществляющего завоз нефтепродуктов для нужд населения и предприятий на территории Республики Саха (Якутия). Достичь поставленной цели поможет расчет показателей финансовой устойчивости и платежеспособности предприятия. Использование результатов данного анализа в разработке стратегии развития предприятия позволит удержать положение на рынке, повысить показатели рентабельности.\u0000 The current economic situation in the country, associated with the imposed sanctions against the Russian energy industry, dictates new conditions for the implementation of economic activities of oil and gas enterprises. The market is unbalanced, with sharp fluctuations in fuel prices, and it will take a long time before it stabilizes. There comes a time when it becomes necessary to introduce new approaches to the management concept in order to resist changes in the external environment. The most effective way to objectively assess the financial condition of an enterprise is the analysis, which makes it possible to track the development of an enterprise in dynamics, to comprehensively assess the implementation of the plan for the receipt of financial resources and their use in terms of improving its financial condition. The purpose of the study is to analyze the financial stability on the example of Sakhaneftegazsbyt JSC, which imports fuels and petrol oils for the needs of the population and enterprises in the Sakha Republic (Yakutia). The calculation of financial stability indicators and solvency of the enterprise will help to achieve this goal. Определены зоны контроля лесных пожаров в республике, выявлены причины возгораний, проанализированы экономические последствия лесных пожаров, рассмотрены меры профилактики для их предотвращения. Информационной базой исследования послужила статистическая обработка данных о лесных пожарах. Подсчитан экономический ущерб, составлена карта пожаров в улусах республики. Отмечено, что особо пострадавшие улусы расположены в Центрально-Якутской лесопожарной области с равнинным рельефом и характеризующуюся наличием светлохвойных лесов сухих местопроизрастаний, обладающих повышенной пожароопасностью. Выявлено отсутствие единой методики определения ущерба, причиняемого лесными пожарами. Показана прямая зависимость лесных пожаров от эффективности противопожарных мероприятий. Полученные результаты могут быть использованы в системе среднего образования при изучении предмета «Экономика», так как экономическое образование является необходимым фактором для определения связей между различными процессами и их последствиями, что ведет к формированию адекватного отношения человека к обществу.\u0000 The article studies the economic consequences of forest fires in Yakutia during two fire-hazardous periods. Forest fire control zones in the republic were identified, the causes of fires were revealed, the economic consequences of forest fires were analyzed, and preventive measures for their prevention were considered. The statistical processing of the data on forest fires served as an information base. The economic damage was calculated, a map of fires in the districts of the republic was compiled. It was established that the particularly affected districts are located in the Central Yakutia area with a flat relief and characterized by the presence of light coniferous forests of dry areas with increased fire hazard. The absence of a unified methodology for determining the damage caused by forest fires was revealed. The direct dependence of forest fires on the effectiveness of fire-fighting measures ws shown. The obtained results can be used at schools for teaching Economics, as economic education is a necessary factor for the formation of an adequate attitude of a person to the society.","PeriodicalId":104426,"journal":{"name":"Vestnik of North-Eastern Federal University.
