The policy proposal is to establish a (regional) wealth fund in which all the royalty revenues from non-renewable natural resource exploitation in Basilicata would be stored and fully converted into low-risk financial assets. The scope is to give priority to long-run investments as to better exploit revenues from large-scale extraction of natural capital. Establishing a wealth fund at the regional sub-national level is a novel approach that can be applied to other resource-rich regions in the world. I label the fund as the Basilicata Wealth Fund (BWF). The BWF would be a regionally owned investment fund, however independently administered from national authorities (for instance, as an independent legal entity under the jurisdiction of the Bank of Italy). In addition, the paper posits a transparent and clear-cut spending fiscal rule in order to let regional authorities use the resource revenues to finance economic policy. The estimated variables in this research based on energy and economic indicators in the period of 2000 - 2013. To get the better result, the estimation used a model of a logarithm natural in forms of doublelog and linearlog. The estimation of household energy consumption used doublelog model and the estimation of intensity of final energy per capita used linearlog model . The results based on the simple regression analysis show that variables individually : gross domestic product , the number of population, the number of households , and the final energy consumption per capita has positive and significant effect (α = 1 % ) on the energy consumption of households. The number of population and the number of household are the most dominant variables affect the energy consumption of households. It means the more the number of population and households the higher energy consumption of households. Then individually, variables of gross domestic product , the number of population, the number of households, the final energy consumption per capita has positive and significant effect ( α = 1 % ) on the intensity of final energy per capita . The intensity of final energy per capita in the period of 2000 - 2013 continues to rise, which implies that the price or the cost of energy conversion to gross domestic product to be higher and inefficient . The key to sustainability would therefore appear to be to identify what enables a water supply to remain operational over a long period of time. However, it is important that the sustainability of a single hand pump is separated from that of the project or programme under which it was. The community management model remains by far the most widespread for rural water supply in sub-Saharan Africa, and yet has failed to deliver the levels of sustainability that were initially anticipated. As described above, experience suggests that there may often be better alternatives to community management and the authors aim to encourage pilot studies that test new and innovative models. It is accepted, however, that community management is currently the most common model implemented and is likely to remain so for the short-term future at least installed. The role of the communities in the operation, maintenance and management of rural water supplies was first described in Sessional Paper No. 1 of 1999 on National Policy for Water Resources Management and Development. The paper defined the involvement of communities in project development in all stages including planning, implementation and operation and maintenance in light of the changing economic conditions and increasing burden to government. The paper further recommended institutional steps to be taken to facilitate the role of the communities in the operation and maintenance of rural water supplies. An enduring challenge in any model of other-regarding preferences is to identify heterogeneity within the population. Using data from a common pool resource (CPR) game in the field with 1,095 individuals (21% students and 79% villagers, users of a CPR) we estimate a structural model including preferences for altruism, reciprocity and equity. We identify behavioral types using a latent class logit model. Exogenous determinants of type are examined such as socio-economic characteristics, perceptions on the CPR, perceived interest in cooperation among the community, whether the participant does volunteer work and whether the CPR is the household main economic activity of the household.A competing explanation of deviations from Nash equilibrium is the existence of a cognitive factor: the construction of a best reply might make rational expectations about other players’ mistakes (e.g. quantal response equilibrium). Whilst a cognitive aspect would help the model better fit the data, we do not find much evidence for cognitive heterogeneity, and instead a great deal of behavioral heterogeneity. A large volume of Nigeria's gas reserves is found as ‘associated natural gas’ along with crude oil. In most cases, such associated gas is burnt off during oil field operations through a process that is commonly referred to as ‘gas flaring’. Recent statistics indicate that Nigeria is the second highest gas-flaring country in the world. Gas flaring has also been a major cause of environmental pollution and a waste of non-renewable resources that has resulted to a huge loss of revenue for the country. This article analyses the legal and policy regime to tackle gas flaring and enhance gas utilisation and re-injection or conservation in Nigeria. It reveals several obstacles that have hindered the success of such legal and policy regimes and suggests measures to reverse the trend. The article suggests inter alia that existing legal and policy regimes to tackle gas flaring and promote gas utilisation and re-injection have not been successful due to the absence of attractive incentives that will encourage oil-producing companies to invest in gas utilisation or re-injection facilities. It also suggests that the enforcement of existing anti-gas flaring regimes has not been successful due to the absence of deterrent sanctions and also as a result of Nigeria's heavy dependence on oil revenues. The turbine would reduce excess water pressure and would generate clean, low-cost electricity for the city’s residents. Federal funding was available, and the city qualified for a grant under the American Recovery and Reinvestment Act. Unfortunately, Logan City found that a complex and costly federal nexus of regulatory requirements must be met before any hydropower project can be licensed with the Federal Energy Regulatory Commission. This regulation drove up costs in terms of time and money and, as a result, Logan City is not planning to undertake any similar projects in the future. Other cities have had similar experiences to Logan’s, and we briefly explore these as well. WPP 571 is one of eleven management zone, which is including the waters of Andaman Sea and Malacca Strait and administratively included a part of Aceh province territory (eastern coast), Riau and North Sumatra province (eastern coast). Fisheries status of this WPP 571 are consisting a status of fisheries resources and its utilization status, and also status of its fisheries infrastructure. A high proportion of the proceeds from these exports accrue directly to the government. Over the 8 years preceding 2011, total government revenue increased from 11% to over 19% of gross domestic product, due almost entirely to revenues derived from mining and hydropower. The effect on the Lao people depends on how the government uses these revenues.
