On this basis, the application of various methods of emergency relief reserve is analyzed through bargaining model in game theory. We conclude that the emergency supplies reserve strategy in the form of ex-ante government and enterprise co-reserve is superior to the strategy in the form of ex-post emergency procurement and emergency production with fund limitation and high social cost. Therefore, the analysis of economic forecasts, which is about total output value of China's logistics engineering, has some practical significance for some countries’ logistics engineering research and financial budget. It is that five models are used to predict China's logistics total output value. The first is linear analysis based on China's GDP between 1978 and 2006. Next, four time-series models constructed using the same time range. Predictions of the logistics total output value from each of the 5 models are compared using actual data from years 2007-2009.The Holt-Winters non-seasonal model gives the least error between actual value and predicted values. Using this model, we predict the total logistics values for years 2010-2015. But this algorithm is easy to fall into the local minimum points and has slow convergence speed, According to the semantic relations, an improved PSO algorithm has been proposed in this paper. In contrast with the traditional algorithm, the improved algorithm is added with a new operator to update its crucial parameters. The new operator is to find out the potential semantic relations behind the history information based on the ontology technology. Particle swarm optimization can be applied to many engineering fields, taking Traveling Salesman Problem (TSP) as example.
