Murray","doi":"10.1016/0951-8312(91)90014-S","DOIUrl":"10.1016/0951-8312(91)90014-S","url":null,"abstract":"<div><p>The origins of the Crown Estate go back at least to the reign of King Edward the Confessor, and until the time of King George III, the reigning Sovereign received its rents and profits. Since then, however, these revenues have been surrendered by the Sovereign to Parliament as part of the arrangement for the provision of a Civil List. Included within the Crown Estate is the seabed. In 1989, about 27 × 10<sup>6</sup> tonnes of sand and gravel were extracted from the seabed, representing about 17% of the total UK supply. The Crown Estate Commissioners license the extraction in accordance with the Government View Procedure which is administered by the Department of the Environment. The revised Government View Procedure published by the Department of the Environment in May 1989 has led to a substantial increase in the consultation with other seabed user interests, and incorporates the requirements under the 1988 EC Directive on Environmental Impact Assessment. The production of marine aggregate has grown consistently since licences were first issued in the 1960s. {"title":"The North Sea legal regime","authors":"P.W. Birnie","doi":"10.1016/0951-8312(91)90004-L","DOIUrl":"10.1016/0951-8312(91)90004-L","url":null,"abstract":"<div><p>If conflicts of uses in, and further degradation of, the marine environment of the North Sea occur by the year 2000 this will not be for want of a framework for the international legal regime. This now exists at the global, regional and sub-regional level. During the past 20 years, in response to the impetus provided by the United Nations Stockholm Conference on the Human Environment held in 1972, not only have longstanding international bodies such as the IMO (International Maritime Organization), the OECD (Organization for Economic Co-operation and Development), the Nordic Council, the Council of Europe and the European Community adopted active programmes for protection of the marine environment which had led to the adoption of treaties, regulations, guidelines and codes of practice, but also many new regional commissions and organizations have been established, to develop the measures concerning specific aspects of the required regime. Thus, the Oslo Commission now deals with measures to control and prevent ocean dumping; the Paris Commission with Land-based Sources of Marine Pollution; the Bonn Agreements with Co-operation in dealing with oil and other spillages. Even NATO has established a Committee on the Challenges of Modern Society (CCMS) to promote environmental protection in its area. {"title":"Estimating the value of beach recreation from property values: An exploration with comparisons to nourishment costs","authors":"Steven F. Edwards, Frank J. Gable","doi":"10.1016/0951-8312(91)90048-7","DOIUrl":"10.1016/0951-8312(91)90048-7","url":null,"abstract":"<div><p>This paper explores how the economic value of recreation at local public beaches can be estimated from nearby property values. The negative effect of distance from the nearest public beach on coastal property values was used to reveal recreational value. Estimates of recreational value were also compared to the costs of beach nourishment that were calculated from a simulation of beach erosion caused, in part, by increases in relative sea-level. In particular, the paper describes the disposal operations of Lothian Region and Thames Water, the sewage disposal authorities respectively serving the cities of Edinburgh and London. A summary is given of the data from monitoring programmes which are carried out as a condition of licences issued for disposal at three sites in the western North Sea.
