The medium- to long-term planning function of the Group was strengthened in 1978, and the author argues that substantial progress in this area has been achieved. Its profitability is sound, it has ample financial resources, and its view of the market is global. It is the only non-American tourist organisation to have made significant incursions into the North American market, and it sees much of its future both there and in the Far East. The Group has some of France's most powerful financial institutions among its shareholders and board members, and is led by an individualistic entrepreneur. US tourism policy is located within its economic and political contexts, and the major tourism and travel issues raised in the 96th Congress are analysed. From examination of Congress Members' voting records and findings from questionnaires to TTC members and industry representatives, the influence of the TTC and its role in the legislative process are assessed.
