It is less vulnerable than other export industries to recessions and trade barriers, and even in the latter case the industry can seek new markets more quickly than the traditional sectors can. The shadow prices estimated are for those categories into which the UNIDO manual recommends that all the outpus and inputs of a project should be decomposed, namely, foreign exchange, domestic materials, labour (of varying skills), and transfer payments.
