{"title":"“Do frogs jump as a result of privatisation?” Impact of privatisation on buyer–supplier relationships","authors":"G.Les Anderson","doi":"10.1016/S0969-7012(00)00003-4","DOIUrl":"https://doi.org/10.1016/S0969-7012(00)00003-4","url":null,"abstract":"<div><p>As the cornerstone of the Conservative Government between 1979 and 1996, privatisation has undoubtedly had an enormous impact on the UK economy. On the whole, privatised companies have improved their performance in an ever increasing competitive environment by focusing on, among other things, a drive to reduce costs through bought-out goods and services. Research into Japanese companies, meanwhile, has highlighted the key role that supplier relationships play in their success. It has stressed the advantages of co-operative over adversarial relationships with suppliers, and evidence shows that an increasing number of Western companies are adopting this practice. This has raised the profile of purchasing in these companies with a change towards `better practice’ and improved management of the supplier base. From this new research a model of Feature and Construct Evaluation and Aggregation (FCEA) has been developed, in the search for a link to support the proposition that privatisation has an influence on purchasing strategies concerning supplier relationships. The research has shown that only a very limited link exists. Whilst Purchasing as an activity has increased in its importance and control, it has not become strategic. Purchasing strategies have not evolved or supported the business strategy as a result of privatisation, nor does privatisation encourage the development of purchasing strategies towards closer relationships with suppliers. This research reviews the literature base and development of supply chain management from two separate paths that eventually merged into the modern era of a holistic and strategic approach to operations, materials and logistics management. In addition, this article attempts to clearly describe supply chain management since the literature is replete with buzzwords that address elements or stages of this new management philosophy. The terrain scanning methodology, which is a supply chain diagnostic, is used to gain an in-depth understanding of various business participants and supply chain processes. A quasi-Delphi study is used to identify areas for improving business and supply chain processes. The findings reveal that a change of “mind-set”, a shift toward process orientation and improved communications, are essential actions that need to be addressed by the UK housing sector to improve its performance and competitiveness. {"title":"Purchasing leverage considerations in the outsourcing decision","authors":"Lisa Ellram , Corey Billington","doi":"10.1016/S0969-7012(00)00004-6","DOIUrl":"https://doi.org/10.1016/S0969-7012(00)00004-6","url":null,"abstract":"<div><p>As outsourcing has increased, an unanticipated problem has come to light for many manufacturers: as they reduce their purchase volume with their materials and parts suppliers for inputs to items that are now outsourced, these manufacturers lose their volume and price leverage for the inputs. As a result, they may have to pay more for parts and materials that they continue to buy from suppliers. In addition, the contract manufactures to whom they outsource may also be paying a higher material/part price or may get a lower price by consolidating volume from a number of customers, but may retain the volume discount as part of their profit. This paper uses the transaction cost literature to explore how purchasing can best manage the potential loss of volume/purchase leverage for the inputs to items that are outsourced. In exploring this issue, case studies are used to demonstrate both unsuccessful and successful attempts at managing this loss of purchasing leverage. A prescriptive framework is developed that suggests how to best manage the risk of losing purchasing leverage when outsourcing. As the purchasing function takes on a more strategic role in forming trading partnerships with others in their supply chains, it is in a critical position to influence responses to concerns about the natural environment. Definitions of environmental supply chain management and environmental purchasing are offered and the literature is reviewed.
