{"title":"The Misinformation Threat: A Techno-Governance Approach for Curbing the Fake News of Tomorrow","authors":"Daniel Cassar","doi":"10.1145/3631615","DOIUrl":"https://doi.org/10.1145/3631615","url":null,"abstract":"Recent internationally relevant diplomatic and economic developments have placed a bright spotlight on the relevance of genuine and false claims. In a post-truth era, or as it is more commonly known as the era of fake news, an increasing interest has manifested in relation to how this phenomenon can and has been applied to thwart people's reasoning and behaviour. The advancements in modern technology have pushed scientists to question the scale and impact of fake news on humanity. Since technology has become closely integrated with the lives of humankind over the years, its pervasiveness is required to be taken into account to analyse how fake news is being generated and widely shared. For a first-hand impression of the issue, a survey was designed and distributed to the general public to take part in. Additionally, a set of interviews were conducted with specialists from a number of fields in which participants expressed their views on the issue and their suggestions on curbing it. Despite differences in their views, a general consensus was reached that a multidisciplinary approach is needed to reduce the threat, and better educate and inform the public. In doing so, multiple entities and skilled individuals must be roped in to play their part in safeguarding information veracity and supporting end-users. The study also provides research insight into this impending threat which should give a clearer understanding of the fate of tomorrow's cyberspace as well as the societies we form part of. The proposed recommendations, which combine both regulatory and technology fields, aim to bolster the capacity of nations and better equip governments in tackling the evolving state of fake news. It is envisioned that through these recommendations, societies move towards an age where both people and technology become part of the solution rather than the cause of such threats.","PeriodicalId":93488,"journal":{"name":"Proceedings of the ... In the initial chapters of the book, she first introduces the complexity of developing effective digital services considering technology, institutional and organizational factors. She argues that one way of re-conceptualizing government includes simpler policy and requirements, increased discretion to public managers in implementing policy, and skilled leaders that collaborate with stakeholders in developing lean services supported by product management tools. That is, switching into a mindset that places the citizen at the center and works continuously towards the services that we all need. Although key proposals are controversial and may lead to increased inequality, the book is challenging and a worth read for both practitioners and researchers of digital government.","PeriodicalId":93488,"journal":{"name":"Proceedings of the ... Applying AI to process analysis poses several challenges, including information extraction from legacy information systems and analysis of legal documents, process modeling with a particular emphasis on temporal analysis, real-time process monitoring, conformance and compliance checking, predictive techniques for accurate predictions, and analysis of judges’ workload. Solutions to these challenges include methods and tools for data identification and collection, innovative approaches to process modeling, reactive techniques for real-time monitoring, conformance checking with explainability, language models adapted to specific domains, and the identification of suitable indicators for the analysis of case handling efficiency and case classification.","PeriodicalId":93488,"journal":{"name":"Proceedings of the ... Thus, the development of approaches to deal with such data is relevant since the analysis of them allows to expand of the inclusion of people as they have more access to public decisions and expenditures, increase transparency in the public sector and give citizens a greater sense of responsibility for having different points of view on the government’s performance in meeting its public policy goals. In this context, we propose PLUS, a semi-automated pipeline for fraud detection in public bids. PLUS comprises a heuristic meta-classifier for bidding documents and a data quality module. Both modules present promising results after a proof of concept, reinforcing the relevance of PLUS for automating the bidding process investigation. Then, we present two applications of PLUS on real-world data: the construction of audit trails for fraud detection and a price database for overpricing detection. Such applications evidence a significant reduction of specialists’ work searching for irregularities in public bids.","PeriodicalId":93488,"journal":{"name":"Proceedings of the ... However, this rapid change has also posed challenges to individuals' online rights. Protecting these rights is not only legally essential but also crucial for nurturing digital economic growth. This investigation delves into the impact of education on people's inclination to uphold their online rights. It also explores the intermediary role of two key factors: the ability to acquire digital information and the skill to effectively utilize such information. The findings reveal three essential points: Firstly, education both have directly and indirectly positive influence on citizens' Internet rights protection willingness. Secondly, digital information acquisition ability and digital information utilization ability play a parallel intermediary role in education and Internet rights protection willingness. Thirdly, in comparison to the ability to utilize digital information, education has a more pronounced impact on the ability to acquire digital information. This study underscores the necessity for governmental bodies to assign significant importance to enhancing citizens' competence in both acquisition and utilization digital information. Such efforts are pivotal in bolstering individuals' determination to safeguard their internet rights effectively.","PeriodicalId":93488,"journal":{"name":"Proceedings of the ... Nevertheless, this transformation is mainly technology oriented. Although there have been several interesting and impactful outcomes, like solutions for enhancing municipal efficiency and local living, the results lag behind expectations. Real transformation should also change structures and address the whole range from social to technical aspects. People-centricity in this transformation is an emerging topic that is attracting attention and some initiatives have launched. People-centric transformation can be defined as a multi-stakeholder approach to digital transformation that realizes sustainability, inclusiveness, prosperity, and human rights for the benefit of all. The aim of this special issue is to better understand all aspects of citizen centricity and how it can change the orientation of city digital transformation process. The special issue highlights the main elements of people-centricity in cities: inclusiveness, openness, engagement and empowerment via securing citizen awareness, data privacy, service simplification and transparency, and technological availability and observability.","PeriodicalId":93488,"journal":{"name":"Proceedings of the ... The analyzed public service corresponds to the SISRGP 4.0 system for registering fishermen in federal public policies. In a context in which Brazil is undergoing a process of digital transformation of public services, it is relevant to analyze the impact of this implementation on populations in a scenario of socio-digital exclusion, such as that of artisanal fishermen. We hypothesize that the implementation of digital transformation processes in communities with intense socio-digital exclusion drives collective organization practices based on the mobilization of capital and habitus instituted. As a method, it is a case study of the implementation of digital public services for artisanal fishermen in the riverside communities of Chaves/PA using the key concepts of Bourdieu's Theory of Practice. As a result, we can observe that social agents mobilize their capital and that of other agents present in the field to reverse situations of socio-digital exclusion and provide access to digital services, generating changes not standardized by state agents.","PeriodicalId":93488,"journal":{"name":"Proceedings of the ...
