The analyzed public service corresponds to the SISRGP 4.0 system for registering fishermen in federal public policies. In a context in which Brazil is undergoing a process of digital transformation of public services, it is relevant to analyze the impact of this implementation on populations in a scenario of socio-digital exclusion, such as that of artisanal fishermen. We hypothesize that the implementation of digital transformation processes in communities with intense socio-digital exclusion drives collective organization practices based on the mobilization of capital and habitus instituted. As a method, it is a case study of the implementation of digital public services for artisanal fishermen in the riverside communities of Chaves/PA using the key concepts of Bourdieu's Theory of Practice. As a result, we can observe that social agents mobilize their capital and that of other agents present in the field to reverse situations of socio-digital exclusion and provide access to digital services, generating changes not standardized by state agents.","PeriodicalId":93488,"journal":{"name":"Proceedings of the ...
