This article examines the transferability of Texas and Florida legislation, which stipulates the persons eligible to serve as health care decision makers for unbefriended, incapacitated adults in the absence of an advance directive. Texas §313.004 allows for a clergyperson to serve in this role, whereas Florida Ann. §765.401 allows for a social worker with the requisite licensure or training. The authors provide a critical comparative value-committed analysis of the factors that influence state legislation that addresses the needs of unbefriended adults.","PeriodicalId":91762,"journal":{"name":"Journal of policy practice","volume":"16 1","pages":"311 - 331"},"PeriodicalIF":0.0,"publicationDate":"2017-10-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/15588742.2016.1222925","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"49454951","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

States have considerable discretion in implementing the ABAWD provision, resulting in differential access to SNAP benefits. This article provides an analysis of the historical and political context of the ABAWD provision and its relevance to social work. An examination of several states’ different approaches to implementing the ABAWD rule underscores the limits of this policy and the consequent need for social work engagement and advocacy.","PeriodicalId":91762,"journal":{"name":"Journal of policy practice","volume":"16 1","pages":"452 - 471"},"PeriodicalIF":0.0,"publicationDate":"2017-07-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/15588742.2017.1344604","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"45872243","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This makes the global society a culturally and racially diverse one. Although unpopular with some residents, immigrants are the reality of contemporary society. This study discusses immigration as a global phenomenon and the creation of immigrant-friendly society as a necessity. The study utilizes data from the 2014 General Social Survey on American attitudes toward immigrants to create the feelings toward immigrants (FTI) index and investigates the determinants of the feelings toward immigrants in the United States. The study finds that college education, income, political views, citizens, and residing in the West and the Northeast United States affect feelings toward immigrants. Interestingly, the study reveals that college education enhances the positive perception of liberals and moderates the negative views that conservatives and citizens might have. The study concludes that policymakers seeking to create immigrant-friendly society should focus on the above factors rather than race, attendance, and participation at religious events and other variables that were not significant.","PeriodicalId":91762,"journal":{"name":"Journal of policy practice","volume":"16 1","pages":"472 - 492"},"PeriodicalIF":0.0,"publicationDate":"2017-07-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/15588742.2017.1344605","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"41471704","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In general, the programs respond as we would expect based on the program laws and regulations, with some important exceptions, including that benefits received under some programs take much longer to fully adjust to earned-income increases than we would expect. We explore the reasons for these departures from our expectations and discuss the implications for policymakers’ efforts to balance the programs’ goals of poverty alleviation, cost effectiveness, and work promotion.","PeriodicalId":91762,"journal":{"name":"Journal of policy practice","volume":"16 1","pages":"432 - 451"},"PeriodicalIF":0.0,"publicationDate":"2017-07-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/15588742.2017.1344603","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"46570920","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Nonetheless, the literature on social workers’ policy engagement has yet to clearly explicate the range of options open to social workers seeking to realize this obligation. This article discusses six policy routes through which social workers in democratic societies can affect the policy process: voluntary political participation, holding elected office, policy practice, policy involvement by and through professional organizations, academic policy involvement, and street-level policy involvement. This conceptualization of policy routes can serve as map of options for social workers and as a heuristic tool for students.","PeriodicalId":91762,"journal":{"name":"Journal of policy practice","volume":"16 1","pages":"247 - 260"},"PeriodicalIF":0.0,"publicationDate":"2017-07-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/15588742.2016.1234955","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"42741259","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Although poverty and sudden financial shock faced by households via unanticipated adverse events, such as sudden loss of income, are among major contributors, the findings of our study suggest that having an adequate stock of savings and financial assets might reduce the probability of household SNAP participation. Using data from the Panel Study of Income Dynamics, we tested whether a household’s emergency savings, asset poverty, and debt burden could predict SNAP participation separately from the effects of income and program participation. Results demonstrate that a household’s lack of emergency savings and asset inadequacy increased the probability of its SNAP participation. Implications for financial practitioners and policy makers are discussed.","PeriodicalId":91762,"journal":{"name":"Journal of policy practice","volume":"16 1","pages":"221 - 246"},"PeriodicalIF":0.0,"publicationDate":"2017-07-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/15588742.2016.1222924","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"60434641","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Using a fully comparable longitudinal data file from nationally representative household surveys, we estimate the poverty rate and poverty gap before and after social welfare transfers and taxes in order to identify the direct effects of social welfare on poverty. In general, the findings reveal that countries with conservative welfare regimes demonstrate higher poverty performance than do countries with liberal welfare regimes. In particular, the United States lagged behind through all periods under investigation, whereas Germany exhibited the highest performance in poverty reduction.","PeriodicalId":91762,"journal":{"name":"Journal of policy practice","volume":"16 1","pages":"205 - 220"},"PeriodicalIF":0.0,"publicationDate":"2017-07-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/15588742.2016.1214944","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"48682150","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
