These reforms are technological innovations whose primary purpose is to increase the power and dignity of people using social care; however, it is possible that these innovations could be extended to other areas of the welfare state. In particular, personalisation may change (a) support to people with complex needs, (b) healthcare and the boundary between health and social care, (c) education, (d) the role of local government, and (e) the tax and benefit system. But there is nothing inevitable about this shift in practice and the current policy framework does not guarantee the normalisation of these new approaches.","PeriodicalId":89406,"journal":{"name":"Journal of care services management","volume":"4 1","pages":"202-216"},"PeriodicalIF":0.0,"publicationDate":"2010-06-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1179/175016810X12676214008969","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"65651340","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Fundamental to the future of care at home is a high-quality social care workforce. With this in mind, in Autumn 2008 the Care Council for Wales commissioned an 18-month study to examine the care at home workforce — and what is needed to make it fit for the increasing demands of providing care at home in the future. The study was undertaken by researchers from the Welsh Institute for Health and Social Care, the University of Glamorgan, Insight Social Research and the Management Standards Consultancy, and resulted in a report ‘Care at home: challenges, possibilities and implications for the workforce in Wales’ published by the Care Council in May 2010. This paper describes the drivers for the study, the findings and recommendations, and the crucial next steps.","PeriodicalId":89406,"journal":{"name":"Journal of care services management","volume":"5 1","pages":"65-69"},"PeriodicalIF":0.0,"publicationDate":"2010-05-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1179/175016811X12955443670103","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"65652064","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

For England to successfully introduce a system of long-term care that is primarily home-based, there must be careful consideration and open debate about the intended and unintended consequences of policy. For instance, families would need to be motivated and supported to care for their relatives with dementia and increasing disability; as carer responsibilities increase, employees would need support from employers and possibly review of industrial frameworks to protect their positions while undertaking the dual roles of carer and worker; quality home-based nursing care would need to be enhanced and fully supported so that services are delivered and maintained at an acceptable standard of quali...","PeriodicalId":89406,"journal":{"name":"Journal of care services management","volume":"4 1","pages":"157-166"},"PeriodicalIF":0.0,"publicationDate":"2010-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1179/175016810X12670238442066","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"65650839","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This has physical, social, emotional and financial consequences for patients and their carers. Governments across the four UK home countries recognise that much more needs to be done in providing support to patients not just around the time of diagnosis and when the end of life is approaching, but after their treatment has finished and when the patient is well and living either with or beyond cancer. Cancer is just as much a social care concern as it is a health priority, with health and social care commissioners encouraged by government to be more 'joined up' in catering for local needs. The economic downturn requires every available route to be explored to ensure that patients and their carers are given the support they are entitled to expect. Cross-sector working involving the third and independent sectors opens the door to innovation and new ways of working. The 'vision for the future' outlined in Shaping the Future of Care Together includes a proposal that is specifically designed to achieve this — a national assessment.
