Although there is an extensive literature on the digital divide in broadband access and use, zero research efforts have addressed the digital divide in mobile phone usage. Therefore, this research study aims to fill the gap in the literature by looking into new dimensions of the smartphone divide. Design/methodology/approach – Data were collected from a college student sample through an online survey and some hypotheses were framed and tested for intergroup (smartphone users vs non-users) and intragroup (active smartphone users vs inactive users) differences based on access, experience and persistence of usage. Design/methodology/approach – The paper identifies the cost structure of radio access networks and explicitly models the network costs as a function of data traffic, both in the short-run (current network) and in the long-run (future capacity expansion scenarios). In the short-run model, the operating cost of the current network is calculated, highlighting the energy cost and its dynamics. In the long-run model, assuming unchanged site infrastructure, the cost analysis provides information for decision-making on network evolution. Design/methodology/approach – Using actor-network theory (ANT) as a theoretical framework, multi-level analyses are presented to explain the process of adoption of LTE TDD at a global level. Findings – Findings identified the complex interaction between the social and technical aspects of fourth-generation (4G) by highlighting the co-evolving nature, diversity and interface that constitute the next-generation network environment. Research limitations/implications – ANT provides a framework of ideas for describing the process of technology adoption and for developing stories that explain it. Design/methodology/approach – Two cases of toll/ticketing RFID technologies are explored: the mature AutoPASS (tolling on public roads) and the newly implemented Flexus/Ruter Travelcard (public transport) in Norway. A methodologically triangulation of qualitative data is applied to trace the history of RFID implementation, and to compare the benefits proclaimed by suppliers with the hands-on experience of users. Findings – The RFID benefits proclaimed by suppliers were, to a large extent, shared by users in the case of AutoPASS, but to a lesser extent in the case of Flexus/Ruter Travelcard. Design/methodology/approach – The paper uses systematic and comparative legal analyses of the European Union (EU)’s universal service rules and contrasts them with Information Society policy measures. Findings – There are strong commonalities between the DAE and universal service on the level of objectives. However, due to heavy reliance on the measures stimulating supply-side, there are discrepancies in the mechanisms of their achievement. At the same time, an effective use of universal service instrument by the DAE is not reasonable.
