Design/methodology/approach – By conducting a case study analysis of the city of Ghent, this study investigates how users are engaged in the development of mobile applications on a city-hosted platform. Findings – Findings show that public service delivery, related to the urban space, can be co-designed between the city and its citizens, if different toolkits aligned with the specific capacities and skills of the citizens are provided. Research limitations/implications – Data were collected between August 2012 and December 2013. Some preliminary findings are presented on the (design of the) dynamic co-creation ecosystem and the citizens’ capacities to participate on the city-hosted platform. In addition, while the examination is still ongoing some insights can be offered in the learning dynamics underpinning how the cities are setting up such a bottom-up process and how local participation for different citizen groups can be optimized in the context of design capabilities and the design space. Originality/value – This study yields relevant insights for policymakers, city administrations, as well as Living Lab practitioners into how public service delivery, supported by an inclusive participatory governance by design framework at the local level, can be co-designed between the city and citizens, if different toolkits aligned with the specific capacities and skills of the users are provided. Increasingly, empowerment is put forward as one of the main goals of digital inclusion. By applying user-centric and participatory approaches, assumptions are made that individuals will be empowered and, as such, will be re-included in society. Design/methodology/approach – These assumptions, however, tend to ignore the social, economic, political and technical conditions within which individual choices are made and within which individuals must inevitably act. Instead of attempting to narrow the existing social gap between class-divided societies, and of probing the limitations given at the macro-level by questioning the wider social structure, digital inclusion policies tend to individualize problems that are in fact social in their nature. Design/methodology/approach – A secondary data analysis of the National Information Society Agency’s Digital Divide Index was conducted between 2003 and 2012. Findings – The differences in the changes in the access, skills and utilisation dimensions of the digital divide indicate that a second-level digital divide emerges as penetration increases. The gap in access has been minimised concurrently with the rapid adoption of broadband. Reduction of gaps in skills and effective uses has not followed accordingly. Social implications – Countries adopting broadband policies to achieve high connectivity can learn from this case and devise preventive policies that can overcome inequalities in skills and utilisation among digitally disadvantaged groups. The study further applies this methodology on business expenditures on R&D (BERD) data across all sectors and estimate ICT BERD within each of them. Then the study assesses the evolution of these expenditures in the context of the Digital Agenda for Europe (DAE) and its specific target to double them by 2020. Design/methodology/approach – The study assumes that the share of public ICT R&D expenditures in total public R&D expenditures is similar to the share of ICT R&D labour costs. The study bases its estimation on government budget appropriations or outlays on R&D (GBAORD). Findings – EU public ICT R&D expenditures grew steadily over the period 2004-2010 and in 2010 reached 5.9 billion.
