It discusses strategic decisions on data collection and the integration of information technology – including geospatial data, data collection techniques, machine learning, record linkage and monitoring system – to overcome the challenges posed by the census. The paper addresses the census undercoverage, explores the use of administrative data for item imputation, and examines the development of a statistical population register. The study demonstrates the benefits of adopting a digital-census approach: significant improvement of accuracy, cost reduction and acquired expeditiousness. {"title":"Zastosowanie jednowskaźnikowego semiparametrycznego modelu ekonometrycznego w analizie ryzyka inwestycyjnego","authors":"Dominik Krężołek","doi":"10.59139/ws.2023.10.1","DOIUrl":"https://doi.org/10.59139/ws.2023.10.1","url":null,"abstract":"One of the tasks of applied econometrics and statistics is the estimation of the conditional mean function of the assumed model. The available methods for estimating such a function and the estimation results depend mostly on the a priori assumptions about the population or process that generates the data. The aim of the research presented in this paper is to apply single-index semiparametric econometric model to measure investment risk on the Warsaw Stock Exchange (WSE). Such a model is characterised by some assumptions less restrictive than in the case of other parametric models for the conditional mean function, such as a linear model or a binary probit model. At the same time, a single-index model retains many of the desirable features of a linear model and a least squares method. The presented model was used to measure investment risk for 10 IT companies quoted on the WSE in the period from 2018 to 2021. The data came from the Bloomberg financial service. Rates of return of two stock market indices, WIG20 (Poland) and S&P 500 (USA), were adopted as risk factors. The results indicate that the Polish market determines the volatility of returns of the analysed companies to a much larger extent than is the case with the US market. {"title":"Mass appraisal: a statistical approach to determining the impact of a property’s attributes on its value","authors":"Anna Gdakowicz, Ewa Putek-Szeląg","doi":"10.59139/ws.2023.10.2","DOIUrl":"https://doi.org/10.59139/ws.2023.10.2","url":null,"abstract":"One of the problems occurring when estimating the value of a property is determining how the individual attributes of a property affect its value. Until now, this was estimated either on the basis of analyses of prices and market features of similar properties, or by analogy to other properties in terms of the type and area of markets, by examining or observing the preferences of potential buyers, or in other ways (Polska Federacja Stowarzyszeń Rzeczoznawców Majątkowych, 2008). This article refers to the last option and presents an alternative way of dealing with the aforementioned issue. An approach based on statistical methods, using dependency coefficients is introduced as an objective proposal to determine the impact of individual attributes on the value of real estate. The idea of including statistical methods (dependency coefficients) in the procedure of mass real estate valuation is the basis of the statistical approach of the Szczecin Mass Real Estate Valuation Algorithm (Pol. Szczeciński Algorytm Masowej Wyceny Nieruchomości – SAMWN). Considering the specificity of the features (attributes) describing real estate, which in most cases may be presented on an ordinal scale, four coefficients measuring the strength of the relationship between the features and the value of the property were proposed. Since previous studies, e.g. Dmytrów et al. (2020), indicated that the results obtained for partial coefficients reflect the relationships found on the market more efficiently, the analysis was extended to include partial variants of selected coefficients. Then, six procedures for calculating weights in SAMWN were proposed. The obtained results were subsequently ordered on the basis of linear ordering procedures, as described in the work by Strahl (1978) and Pawlukowicz (2010). The aim of the article was twofold. Firstly, to identify the coefficients of dependencies that can be used in property valuation based on SAMWN, and also in the analysis of those properties whose attributes are often described on an ordinal scale. {"title":"Zmiany wartości polskiego eksportu w ujęciu Trade in Value Added na tle krajów Grupy Wyszehradzkiej","authors":"Michał Nowicki","doi":"10.59139/ws.2023.09.3","DOIUrl":"https://doi.org/10.59139/ws.2023.09.3","url":null,"abstract":"Research on export based on domestic value added greatly complements the knowledge about the gross export of a given country. This measure provides not only information on trade flows, but also makes it possible to determine how much they are the result of work carried out in a given country and to what extent they depend on other links of value chains. The Trade in Value Added (TiVA) database, created by OECD and the WTO, provides such information. However, the data tend to be rarely analysed and presented in public discourse. The aim of the study presented in the paper is to show the changes in Polish export based on TiVA. In order to create a complete picture of the situation of Poland, the data covering TiVA for Poland were compared with analogous results obtained for the other Visegrad Group countries, whose economies share similar historical and geopolitical conditions: the Czech Republic, Slovakia and Hungary. The study uses data covering the period between 2004 (the year Poland joined the EU) and 2018 (the last year available in the database) and applies descriptive and statistical methods. The main hypothesis of the paper, stating that TiVA in Polish export grows relatively slower than the value of export measured in the traditional way, was verified. Additionally, a supporting hypothesis, assuming that TiVA in Polish export increases relatively slower than in the other researched countries, was also examined. The analysis shows that Poland has a significantly higher percentage of domestic value added in export and the dynamics of the changes in this factor is higher compared to the other Visegrad Group countries. This includes eliminating evasion of the payment of excise duty on tobacco products, especially traditional cigarettes and tobacco used for roll-your-own cigarettes. The aim of the research described in the article is to estimate the excise duty gap on tobacco products in Poland on the basis of a survey addressed directly to consumers. The data were drawn from reports prepared for the Polish Chief Sanitary Inspectorate (Pol. Główny Inspektorat Sanitarny – GIS), covering the years 2013, 2015, 2017 and 2019. The number of consumed traditional and roll-your-own cigarettes was calculated. Therefore, the estimates are more consistent with the definition of a tax gap as they include the consumption of roll-your-own cigarettes. According to the research, the excise duty gap on tobacco products was relatively stable between 2013 and 2017 (fluctuating from PLN 5.69 bn to PLN 6.98 bn) and then dropped considerably in 2019 (to PLN 0.94 bn). Nonetheless, increasing the state budget revenue from excise duty on tobacco products is still possible. As online shopping grows in popularity, it became an abundant source of information on the prices of goods sold by retailers. The use of scraped data usually allows, in addition to a significant reduction of costs of price research, the improvement of the precision of inflation estimates and real-time tracking. For this reason, web scraping is a popular research tool both for statistical centers (Eurostat, British Office of National Statistics, Belgian Statbel) and universities (e.g. the Billion Prices Project conducted at Massachusetts Institute of Technology). However, the use of scraped data to calculate inflation brings about many challenges at the stage of their collection, processing, and aggregation. The aim of the study is to compare various methods of calculating price indices of clothing and footwear on the basis of scraped data. Using data from one of the largest online stores selling clothing and footwear for the period of February 2018–November 2019, the author compared the results of the Jevons chain index, the GEKS-J index and the GEKS-J expanding and updating window methods.
