Empirical evidence from five towns demonstrates diverse forms of local economic transition and supports arguments that, as in post-Communist Russia and in Eastern and Central Europe, local conditions in China matter a great deal in social formation and local accumulation. The existing framework of town-based transition (“urbanization from below”) is revised to account for the spectrum of town-based transition in - the last two decades. In this paper, we examine the divergent residential and economic development of Niujie and Madian, two Hui enclaves in the city of Beijing. Our analysis is based on archival and historical materials, census data, and information collected from recent field work. We show that in addition to social perspectives, geographic factors-location relative to the northward urban expansion of Beijing, and the character of urban administrative geography in China-are important for understanding the evolution of ethnic enclaves. This paper investigates the linkages between that declining infrastructure, major workplace accidents, and environmental quality across the Russian economy and in four major industry groups. It concludes by suggesting that the potential for future industrial performance in Russia will depend largely on the relationships between growth, capital investment, industry reform, and the development of a safety culture. Afghanistan's natural environment serves as habitat for its population and has provided both opportunities and limitations for human activity over the region's long history.
