The process of implementing regional elections in several regions involving bureaucrats is still not maximal, so that many elected regional heads have not been able to carry out their duties to serve the community properly. On the other hand, bureaucrats must be neutral and supported by qualifications, scientific competence, and fair and reasonable performance without prioritizing political interests, so that their duties can be carried out rationally. The writing of this article was based on juridical aspects, namely Law Number 32 of 2004 concerning Regional Government and Regulation of the Minister of Home Affairs Number 9 of 2005 concerning Guidelines for Regional Government in the Implementation of Regional Head and Deputy Regional Head Elections. This writing intended to describe and analyze the neutrality attitude of government bureaucratic officials to the practice of Regional election power in Jember Regency. The writing method used a normative juridical approach with primary and secondary observation data collection techniques and document analysis. The conclusions of this study were: First, the neutrality of the government apparatus has not yet been carried out. Second, the problem of pressure from the writerities is still common. The excessive and often misunderstood spirit of village autonomy for most village governments seems to have resulted in a disharmony relationship with the local government above it. Therefore, it is necessary to integrate authority in order to produce strategic policy outputs that are needed to advance and improve people's welfare. The integration of the implementation of village development between local and village governments needs to be addressed. Integration can be built in two ways, namely: communication and coordination. There are 3 ways of integration that must be done by local governments, among others; integrated in the field of authority, integrated in the financial sector, and integrated in the field of public services-SDA. Through this research, it will be studied how the direction of Government policy in developing startup startups in Indonesia, as well as what government support is in keeping the eco-digital movement of innovative products stable in the new normal era, and what kind of startups can survive during a pandemic and new normal. This research method uses qualitative descriptive and literature studies based on primary data and secondary data from the results of data analysis from pilot business groups, groups of start-up policy makers, community policy users and startup business consumers. The results of the research show that the policy directions that must be the attention of the Indonesian government regarding the development of startups in Indonesia are as follows: Increasing Broadband access; Helping SMEs to switch to the online realm; Expanding the electronic payment system; Expanding access to finance (investment); Extending e-government services; socializing the Job Creation Law, which was recently passed to provide various impacts on the startup business ecosystem; The Creative Economy Agency (Bekraf), currently the government through the Indonesian Creative Economy Agency (Bekraf) is trying to build infrastructure to support the presence of startups in Indonesia. BEKuP (Bekraf for pre startup); In collaboration with MIKTI (IT Creative Industry Society) and Telkom Bekraf will hold intensive workshops for people who intend to build startups in 15 big cities; Making the University as a Startup Startup Incubator; Protecting MSME products from Curent Account Deficits (CAD) problems; Disseminating Government Regulation (PP) Number 74 of 2017; Prepare an electronic-based national trade road map (E-Commerce Road Map), hereinafter referred to as the 2017-2019 SPNBE Road Map; Funding programs, taxation, consumer protection, education and human resources (HR). In addition, this study also aims to provide an overview of the inhibiting factors in the implementation of supervision of the licensing of karaoke business operators in the City of Jember. The results showed that there were still many violations in the supervision of karaoke businesses in Jember City, such as violations of business licenses, and even many karaoke businesses that did not have a license and had not extended their business licenses. The results of this study also indicate the lack of awareness of karaoke owners about the applicable policies and in the process of making karaoke licenses. Relevant agencies responsible for supervising karaoke businesses are also less strict in making decisions or imposing sanctions on karaoke businesses that violate the rules. In such an environment the procurement of goods and services must be responsive and clever in anticipating to maintain their existence and function. For an organization to maintain its existence and function, it must be effective to support this the South Tangerang City Procurement Service Section has an important contribution in the implementation of the goods or services procurement process. Based on these conditions a research was conducted with the title: \"Organizational Effectiveness of The Procurement Services Section of South Tangerang City\". The theory used in this study from Richard M. Steers (1985: 206), the capability of adaptability, productivity, and job satisfaction. The method used in this research is descriptive research with a qualitative approach. This research uses the determination or selection of informants by using Purposive methods. Data sources were obtained from interviews, documentation, and observations with the validity of the data used in this research were Triangulation techniques. The result of this research explained that the effectiveness of the Procurement Service Section of South Tangerang City in adaptability is optimal, productivity is optimal, and job satisfaction is good, overall it is effective to do the jobs and the functions. On the one hand, there is an issue of protection of domestic workers, and on the other hand, there is an issue of power succession in the Yogyakarta Palace. It is about two different issues; it is not only to settle them in one process, but also to save one of the policy agendas.  This study uses a case study. Data was collected using interviews, focus group discussions (FGD) and secondary sources. In-depth interviews and FGDs were conducted with internal parties, kingdom relatives, community leaders and activists for women's movements outside the palace. The findings of this study show that the agenda point, which brings the two issues, is gender issue, especially the role of women in the public domain. The meeting of these two issues, which leads to the opening of the policy window, involves various dynamics, including advocacy coalition, succeeded in moving policy-making rails from higher level of government, and focused more on issues at the practical-operational level. The special features of Yogyakarta actually act as a platform for actualizing local wisdom, showing the strength of cultural factors. This type of research is qualitative, with data collection techniques in the form of documentation and interviews. The analysis technique used is data reduction, data presentation, and data verification. Bantul Regency in the representation of women has fulfilled the quota of 30% or more and is precisely inversely proportional to the choice of women who did not reach the 30% quota. Therefore, researchers are interested in making Bantul Regency a case study in this research. The results of this study show that firstly, there was a gap in the number and percentage between women's representation totaling 204 people or equivalent to 46% with the electability of women in the 2019 elections in Bantul Regency only amounting to 4 people or 8.9%. Therefore, the government can involve the private sector in playing a role in the successful implementation of infrastructure. This article aims to identify the factors affecting readiness using a public-private partnership (PPP) in the development of Jogja Agro Techno Park (JATP) as a priority development acceleration program in Special Region of Yogyakarta Province. Furthermore, this research uses a descriptive method with qualitative approach. Therefore, the data findings thought in-depth interviews and several kinds of literature. The data findings analysis in this research using NVivo 12 plus software, this qualitative tool is able to provide capture coding rates from interview results that display the intensity level. The result of this research indicated that the dominant variable comes the Local Government Commitment aspects and Institutional Coordination, in which the resulted coding intensity value of Crosstab Query is 28.57%. It is related to the DIY government that has strong institutional level support and its commitment to sustainability in the development of the JATP priority program. Moreover, the high percentage indicators come from the Coordination with Private Sector and Availability of Special Institution. Besides it, other factors found in several aspects of HR Competence and Financial Capacity are did not become play an important role from DIY’s Government in readiness for a PPP scheme in JATP development. This is because financial human resource competencies and also financial capability have been managed by TPSD as an ad-Hock agency devoted to handling PPP schemes. The dam construction sites are the location where they live before receiving relocation or compensation in the form of money. In addition, the researchers also looked for differences or similarities related to the socio-economic impacts for community in two different locations. This study used quantitative research methods. The total sample population taken in this study was 29 respondents from each place with a total sample of 58 respondents. Based on research conducted by researchers, it can be concluded that there are differences in perceptions between the people of Ngindeng Village and Karanggede Village, where in the instrument, Ho's perception was accepted and Ha was rejected.
