He suspected that, although the evidence was so contradictory, there may have been some truth in what both sides said. Until mining began, the wastes were used only for low-value activities such as cutting peat and heather, grazing cattle and sheep, and (in Swaledale) fishing. It is likely that at that time landowners did not enforce their rights consistently, nor see that boundaries were well defined. When the lead mines began to make substantial profits, boundaries became really important. The editor states in his preface that his interest in the dispute dates from 2007, when he bought an undated map of the manor of Grinton, which is now in the North Yorkshire County Record Office. Enquiries soon showed that it was made by order of the court of Exchequer, and related to this case. The Manorial Documents Register on the National Archives website revealed that there was another map with the same title, dated 1708, in the archives at Alnwick Castle. When compared side by side, both maps proved to be identical in scale and content, but dissimilar in appearance, as they used different colour schemes and means of portraying relief. They are believed to be the earliest maps of upper Swaledale in existence. Both are reproduced in the volume, but unfortunately at too small a scale to be read easily. Only on the front cover is a detail from the Alnwick map shown at a reasonable scale. The editor has provided a simple location map as a fold-out, but this could have been reproduced on a single page, leaving the fold-out for a better reproduction of the 1708 map. The records transcribed are from the class of Exchequer: King’s Remembrancer Bills and Answers (E 112). Although almost 100,000 equity suits were litigated in the Exchequer between the mid-sixteenth century and 1841, the records have been little used by historians. Their contents are not included in the National Archives online Catalogue, but only in contemporary calendars. It is believed that this is the first time that all the records of a single case have been published in their entirety. Thus, for example, in terms of arrangement, Millar offers a definition of series which might elsewhere be defined as a functional sub-fonds: compare for example Millar’s identification of the ‘Marketing’ and ‘Advertising’ records of a company as two series (p. 147), with Williams’s identification of ‘Sales and Marketing’ as a sub-fonds (Williams, p. 83). Millar’s system has a rationale in associating fonds level with creating agency, series level with functions, file level with original record-keeping structures and item level with documentary content: however, others might cavil that this system combines and thus potentially confuses different types of information. For example, in practice, series are normally identified through their structural properties (such as similarly titled files or similarly structured content in volumes) because their function is rarely recorded. Indeed, as proponents of the series system and the creators of the standard for describing functions are aware, single series may perform several functions either simultaneously or across the course of their use. Nevertheless, for institutions adhering to ISAD(G), Millar’s logical guidance should be welcomed. In summary therefore, Millar’s book provides a straightforward, deliberately noncontroversial guide to the principles on which the archival functions of most archival institutions are based. The importance of wider or non-archival factors such as legislation, economics, staffing and stakeholders are recognized, as is the importance of activities for which no common principles have (yet) been articulated by the archival community, but these are treated in less detail, being subservient to factors too varied for codification. It is neither a call to arms, nor a strategic campaign document, but this is not its aim. Following her own guidance, Millar’s text achieves its defined objectives elegantly and lucidly, taking appropriate account of its likely audience and context.","PeriodicalId":81733,"journal":{"name":"Journal of the Society of Archivists. The descendents of the victims of Francoism have organized in associations and are seeking to break the silence surrounding the repression wrought during the Spanish Civil War (1936–1939) and the ensuing dictatorship (1939–1975). Studies of the repression have been written and mass graves exhumed in efforts to uncover the scale of the repression and to commemorate its victims. Archives have facilitated this process, enabling the listing, location and exhumation of victims and assisting the relatives of those killed in claiming compensation. The part that archives have played has been shaped by the nature of the repression which often left no documentary trace, the legacy of the dictatorship on the archives and the slow pace of legal and political reform since the transition to democracy both in support of the recovery movement and in facilitating access to archives. The Spanish experience, exemplified here through an examination of La Rioja as a regional case study, sheds light on the ways in which archives can contribute to national reconciliation, the re-shaping of collective memory and in helping to secure human rights in post-dictatorial societies.","PeriodicalId":81733,"journal":{"name":"Journal of the Society of Archivists. It is suggested that there is an inherent tension between thematic collecting policies and traditional archival theories concerning the preservation of provenance. This conflict has sometimes been more broadly characterized in archival thought as the choice between serving the needs of users and that of fulfilling archival requirements. Family papers can serve to highlight these difficulties, due to their often complex provenance and wide-ranging content. It is argued that, through arrangement and description, archivists have sometimes simplified and, in some cases, distorted information about records in their care in order to meet the perceived interests of their users. The recent appearance of Laura Millar’s book offers an alternative and although this review should not be read as an assessment of the relative merits of each, it is likely that many purchasers will be making this choice (and thus for budget reasons alone may well pick the earlier and cheaper publication). What would be gained from acquiring both? Millar’s book, one of the useful series of CILIP publications under the series editorship of Geoffrey Yeo, covers the ‘theoretical, philosophical, strategic, operational, political and logistical issues associated with archival management’— like the UK education programmes and Williams’s book, it is a ‘why-to’, not a ‘howto’. As a textbook it is engaging and thoughtfully written, with useful examples and insights born from wide experience. It will rightfully find a place on core reading lists and forms a useful starting point for anyone wanting to know more about archival practice as conventionally defined in the Anglophone West. Millar is perhaps best known to the UK audience for her Archivaria articles on memory and provenance which are theoretical in emphasis; here she aims at practical guidance, based on an assertion of archival ‘core principles’, basically those of the western Anglophone tradition. She is sympathetic to the notion that most of our practices are culturally constructed, emphasizing the importance of context to the understanding of archives, archival theory and archival practice. One of the book’s many strengths is that key concepts are historically and geographically located, associated with both background circumstances and the individual agency of the author by whom ideas have been articulated. Nevertheless, she suggests that professional ethics offer an identification of the core (i.e. permanent) principles of archival practice in any context and that following international standards is the means by which these principles may best be carried out. Her discussion of the principles may be nuanced, but it is never critical of the associated standards. In areas for which standards do not exist, all depends on circumstances, which the archivist is encouraged to identify and use to frame a mission for the individual repository, from which policies and strategies will follow.
