Sebina","doi":"10.1080/00379810903444979","DOIUrl":"https://doi.org/10.1080/00379810903444979","url":null,"abstract":"The passing of the Promotion of Access to Information Act (PAIA) in South Africa in 2000 ushered in a new era in accessing government records. Members of the public no longer have to wait for 20 years for government records to become archives in order to gain access to them. PAIA gave the public the right of access to all records irrespective of age except for those exempted under the provisions of the Act. This chapter evaluates the impact that Freedom of Information (FOI) legislation in general and PAIA in particular have had on access policies and practices in South Africa, and examines the extent to which this legislation has been used successfully by historians, journalists and other researchers. While the focus is on South Africa, the chapter further examines the lessons that the rest of sub-Saharan Africa could draw from the implementation and use of PAIA.","PeriodicalId":81733,"journal":{"name":"Journal of the Society of Archivists. Both good governance and proper record keeping are viewed as pillars of development and as promoting democracy in Sierra Leone. The article discusses the link between good governance and proper record keeping, the state of record keeping in the country and the need for the provision of a public or national records management policy framework if records are to be used as the basis to promote good governance. With the advent of the Act, the previously applied 30-year standard closure period no longer determined access to records; instead, information is now assumed to be ‘open’ right from the start unless one of the exemptions set out in the Freedom of Information Act applies. It was the first time that an official statement of recommended good practice in records management had been issued to the public sector as a whole. In this article, the author explains the origins of the Code and how it was originally developed, and describes recent re-development of the Code, including both the process and the contents of the new Code. It examined the impact of the UK Freedom of Information Act (FOIA) 2000 on records management services in public authorities, especially in local government. The project considered the inter-relationship between records management and freedom of information, and examined the cooperation and partnerships needed in order to maximise the benefits of freedom of information. A part of the first phase of the research was an extensive literature review: this article introduces the literature on freedom of information and records management, focusing on the UK. It suggests that while there were significant preparations by some public authorities for the full implementation of the Act in 2005, perhaps the necessary culture change and strategic leadership did not follow.
