The working group aimed to clarify the nature of partnerships for health, proposed six categories of partnerships and outlined principles and criteria for partnerships. It concluded that partnership building was a key strategic component of health development and underlined that WHO must increasingly see its role as one of mustering support for health from many players. {"title":"Reflections on health in development and human rights.","authors":"I C Herrell, C A Mulholland","doi":"","DOIUrl":"","url":null,"abstract":"<p><p>As the end of the 20th century draws near, the goal of health for all by the year 2000 will not have been achieved. Social and economic development, sporadic and biased in terms of regions, countries and social groups, has been inhibiting the achievement of health for all, just as gender, age and ethnic discrimination has been preventing access to health care and other essential goods and services. On the other hand, the intrinsic value of health and its contribution to the realization of human rights have been increasingly recognized. The need to promote the full enjoyment of all human rights as being essential to the achievement of health for all has also been increasingly acknowledged. WHO's renewed health-for-all policy seeks to realize the right to health as the most basic tenet of the WHO Constitution by creating the conditions whereby people everywhere, throughout their lives, have the opportunity to reach and maintain their own health potential. This article traces the evolution of the concept of health in development in WHO and highlights the importance of putting health at the centre of development efforts if we are to achieve health for all in the next century. It also calls attention to the need for using a health-in-development approach to work towards the progressive realization of the right to health as enshrined in the WHO Constitution and in numerous international and regional instruments. {"title":"Develop and strengthen public health law.","authors":"A L'hirondel, D Yach","doi":"","DOIUrl":"","url":null,"abstract":"<p><p>The rule of law consists of one of the key requirements to implement policy reforms. The new global health policy, \"Health for All in the 21st Century\", indicates the role of public health law to attain its values and objectives. This article studies the status retained to secure both international and national law in the new policy, and identifies two initiatives to be undertaken by WHO to develop and strengthen public health law. The usefulness and efficiency of international law depend on national capacities to implement law. Thus, this article concludes that the Organization should adopt international legal instruments and that it should, simultaneously, assist Member States to build institutional and human capacity in public health law. This paper intends to strike a balance between the exciting potential of technologies and the conditions that need to be fulfilled to ensure that technologies are utilized appropriately and effectively. Equity and gender, at the core of health for all, directly concern health status and the distribution of health determinants. Although significant resources have been devoted to this area, imbalances persist in most countries. There is a growing recognition that to address current demographic, epidemiological, technological and socioeconomic changes, approaches to human resources for health development must be more comprehensive. While education and training of health personnel is a crucial element, the areas of policy development, planning and management of human resources must receive appropriate attention. Health sector reform initiatives have not included human resources development as an integral part in their processes, which has led to failures of reforms in some cases. Human resources for health must have a more prominent place on the political agenda of countries. {"title":"Intersectoral action for health: a cornerstone for health for all in the 21st century.","authors":"W Kreisel, Y von Schirnding","doi":"","DOIUrl":"","url":null,"abstract":"<p><p>For many decades, intersectoral action has been recognized as being of critical importance for the promotion and the protection of human health. In 1977, the World Health Assembly identified intersectoral action as an important component in achieving the goal of Health for All by the Year 2000; this has since been reemphasized by a number of international conferences. A major conference entitled \"Intersectoral action for health: a cornerstone for health for all in the 21st century\" was held in Canada in 1997. Described as \"intersectoral action in motion\", the conference assessed problems and progress, identifying future policy and strategies appropriate for the 21st century. The main conclusion of the meeting was that while intersectoral action is working, the successes and failures need to be further analysed, assessed and the lessons learned widely disseminated. Strategies need to be modified, adapted and implemented at global, national and subnational levels, in ways that are appropriate to different country situations and contexts.
