Complete text:) This year got off to a bad start.\u0000 Oil prices fell to below $30 per barrel, and a budget deficit of at\u0000 least 5% seemed inevitable. But now Russia’s political elite are\u0000 breathing a sigh of relief. Oil is up to more than $40 per barrel,\u0000 and experts are predicting that prices are more likely to continue\u0000 climbing than to collapse, as they did in winter. ... Of course, oil price trends cannot be forecast with any\u0000 certainty. But financial officials recently stated that if oil\u0000 remains between $40 and $50 per barrel, the economy will enter a\u0000 \"new reality.\" What does that mean? ... It refers to a course toward moderate belt-tightening - higher\u0000 taxes and stricter collection of them - as well as limiting imports\u0000 through protectionist measures. Government propaganda must be\u0000 stepped up to convince the Russian people that scheming foreigners\u0000 are the cause of their problems, not their leaders’ failed economic\u0000 policy. ... This is simply \"milking the economy.\" Oil and gas revenues will\u0000 fall. They totaled 7.43 trillion rubles in 2014, dropped to 5.86\u0000 trillion rubles in 2015 and could fall to 4.5 trillion rubles in\u0000 2016. Therefore, the authorities will have to cut project\u0000 investment, reduce funding to the regions and scale back financial\u0000 incentives for state employees. ... That will lead to further decline in an economy kept afloat by\u0000 government investment and purchases. Import volumes have dropped to\u0000 half of their 2014 level, which means a decline in value-added tax\u0000 revenues from the sale of those goods. ... The additional pressure that places on business, coupled with\u0000 the reduction in state orders and the shrinking incomes of\u0000 government employees, will lead to production declines. The\u0000 authorities will use Central Bank emissions and quasi-emissions to\u0000 limit spending from the government’s reserve fund, but that will\u0000 not halt the recession. The 1.4% drop in gross domestic product\u0000 during the first quarter of 2016 will only fuel further\u0000 declines. ... Economic recovery is unlikely in 2017; in fact, I expect Russia\u0000 will see no economic growth even if oil prices rise to as much as\u0000 $65 to $70 per barrel. ... Even if leaders manage to avoid cutting salaries for state\u0000 employees and save money by eliminating the most useless\u0000 expenditures, a general population frightened by the crisis and\u0000 burdened by high interest rates is unlikely to increase personal\u0000 spending.
