Under the background, more and more governments, semiofficial organization, industrial association, and folk organization are beginning to pay more attention to environment and resources. Based on the cycle utilization of materials, circular economy could improve the utilization efficiency of resources and energy, and farthest decrease waste emission, and protect the ecology environment. On the load current to achieve a frequency tracking, To make the power factor of the inverter close to or equal to a quasi-resonant state, the Frequency of the load current was tracked. The phase compensation and start-up of the circuit were analyzed also. The results show that Nansihu Lake has been in eutrophic state, in which Nanyanghu Lake is mesotrophic state. Action function of flexible function is called S-type function that contains monopole and bipolar. There, The bipolar flexible neural S-type function is adopted. It gives the basic principle of flexible neural network and learning algorithm. The studies include the properties of work and compressive strength. Finally, by the scanning of the electronic microscope, the features between recycled aggregate and concrete can be observed. It provides fast, deterministic scheduled data transfer for control purposes and unscheduled non–time–critical messaging for configuration and house–keeping on the same network. This is accomplished by partitioning the bandwidth into a scheduled portion that is guaranteed to be delivered within a specified Network Update Time and an unscheduled portion that is essentially the time remaining after the scheduled traffic is handled. A critical user-supplied parameter for ControlNet is the Network Update Time or NUT. In this article, we studied the critical parameter of the ControlNet network when used in a control situation. According to the internal demand of this strategy, the author put forward a new development orientation and the related main framework of new accounting mode that would be suitable for the strategy of energy saving. They include constructing new form for disclosure accounting information, introducing new method of Data Envelopment Analysis (DEA) for evaluating the economic effectiveness of energy saving based on data of accounting, and improving the cost control system for accounting.
