If we only use one of these two models, usually we can not consider exactly the value based on the cost of equity, or underestimate the potential value which the investment brings to the enterprise. This paper attempts to construct an evaluation method that unifies EVA and the fuzzy real options to the enterprise value evaluation, regarding the enterprise value as a sum of two parts: the value of profit ability based on the existing foundation and the value of potential profit opportunity. In APP, the constraints about inventory, backorder and regular time are revised according to practical situation; and in FDP, the resulted APP in the first period is decomposed into detailed lot sizing plan for each product family in each sub-period and is guaranteed for completion. Two types of feedback information are adopted to adjust the aggregate plan at different stages of a period. Technology standard setting is also important, for it has positive relationship with the technology life cycle in multi-markets. In this paper, we propose a multi-agent simulation method to evaluate policies based on complex adaptive system theory. Furthermore, we propose a semiotic EDA (Epistemic, Deontic, Axiological) agent model to simulate agent's behavior in the system by incorporating the social norms reflecting the policy. A case study is also provided to validate our approach. This model converged to a process in probability. Then the stability of the system was analyzed by the result of drift coefficient and diffusion coefficient of the process. Numerical simulation results of the stationary probability density with different conditions were shown. It can be concluded that the stability of the system varied as the parameters varied.
