The purpose of the study is to determine strategies of sustainable coastal fisheries management in Kubu Raya Regency. It is conducted through survey and in-depth interviews with knowledgeable respondents to collect information related to SWOT variable and alternative strategies. Data consist of primary and secondary data. Primary data include strengths, weaknesses, opportunities and threats in the management of coastal fisheries in Kubu Raya Regency, whilst the later incorporates the utilization of fishing facilities and infrastructure in addition to fisheries production data. The study was conducted from April to August 2017. A combination of SWOT and AHP analysis was applied to select important strategies in sustainable fisheries management in Kubu Raya Regency. The result shows that priorities should be given to the improvement of infrastructure (0,404), the increasing of technology adoption (0,367) and the development of human and institutional resources (0,228). Keywords: Management strategies, fisheries, coastal areasABSTRAKKabupaten Kubu Raya berpotensi dalam pengembangan sektor perikanan, namun terkendala dengan karakteristik nelayan yang bersifat subsisten dan tradisional, minimnya sarana dan prasarana perikanan, serta kurangnya informasi bidang perikanan. Tujuan penelitian ini adalah untuk menyusun strategi pengelolaan perikanan tangkap berkelanjutan di wilayah pesisir Kabupaten Kubu Raya. Metode penelitian yang digunakan adalah metode survei dan wawancara mendalam dengan menggunakan key informan untuk mendapatkan variabel SWOT dan alternatif strategi. Data penelitian yang dikumpulkan yaitu data primer dan data sekunder. Data primer meliputi variabel kekuatan, kelemahan, peluang dan ancaman dalam pengelolaan perikanan tangkap di Kabupaten Kubu Raya. Data sekunder meliputi data penggunaan sarana dan prasarana penangkapan ikan dan data produksi perikanan di Kabupaten Kubu Raya. Penelitian dilakukan bulan April hingga Agustus 2017. Analisis data menggunakan kombinasi analisis SWOT (Strengths, Weaknesses, Opportuinities, Threats) dan AHP (Analytical Hierarchy Process) untuk menentukan prioritas strategi pengelolaan perikanan tangkap berkelanjutan di Kabupaten Kubu Raya. Therefore before it reaches the consumers a well-designed and well-prepared supply management system is required The objectives of the research are to analyze the product, financial and information flows of tuna fish chain of supply in Banda Aceh through analyzing the performance efficiency of tuna fish supply chain performance at CV Tuah Bahari and PT Nagata Prima Tuna in Banda Aceh. Descriptive analysis is the method used to analyze the product, financial and information flows. Supply Chain Operation Reference (SCOR). Is the method used to measure the supply chain performance efficiency. SCOR preceded with hierarchy preparation based on the SCOR process, i.e. plan, source, make, delivery and return with common dimensions i.e. reliability, responsiveness, flexibility, cost and asset. The supply chain performance efficiency measurement in this research is also supported by the Analytical Hierarchy Process (AHP) and Objective Matrix (OMAX) methods The result of the research pointed out that the tuna fish product and information flow at CV Tuah Bahari and PT Nagata Prima Tuna is not optimal yet, while the financial flow is optimal. In the outcome of CV Tuah Bahari performance efficiency, 4 KPI (Key Performance Indicator) is at Poor category, while at PT Nagata Prima 9 KPI are categorized as Poor. This study uses a descriptive method based on tuna longline enumeration data landed at Benoa port from 2012 to 2015. Benoa is one of the three main fishing ports in Indonesia, besides Nizam Zachman (Jakarta) and Cilacap (Central Java). It contributes the largest number of tuna catches to 60% of the total long-scale tuna catch industry in the Indian Ocean. This makes Benoa as the main barometer of industrial tuna fisheries in Indonesia. Industrial scale of tuna longline fisheries activities have dropped significantly to 76% from 2004 to 2015. Highest decline occurred in 2004 to 2006 by 43% followed by 2009 to 2010 at 41% and 2014 to 2015 at 19%. Enumeration data coverage in Benoa port is about 57% to 64% of total ship landing. Catch dominated by export products followed by local quality and bycatch products. The catch composition is dominated by four tuna species (BET, YFT, SBT and ALB) which reach 88% of the total catch followed by bycatch of 6.23% and fish with beaks of 5.46%. In period 2012 to 2014, fishing efforts are directly proportional to the number of ships and tuna production, but in 2015, capture efforts, CPUE and catch production increased along with the decline in the number of ships operating.Keyword: Benoa Port, enumeration program, tuna longlineABSTRAKStudi ini menyajikan informasi tentang dinamika perkembangan rawai tuna skala industri di Indonesia khususnya perikanan rawai tuna di Samudera Hindia Bagian Timur. Studi ini menggunakan metode deskriptif yang berbasis data enumerasi perikanan rawai tuna yang didaratkan di Pelabuhan Benoa tahun 2012 sampai dengan 2015. Pelabuhan Benoa merupakan satu dari tiga pelabuhan perikanan utama di Indonesia disamping Nizam Zachman (Jakarta) dan Cilacap (Jawa Tengah). Pelabuhan Benoa menyumbangkan jumlah tangkapan ikan tuna terbesar mencapai 60% dari total tangkapan rawai tuna skalaindustri di Samudera Hindia. Hal ini menjadikan Pelabuhan Benoa sebagai barometer utama perikanan tuna skala industri di Indonesia. Kegiatan perikanan rawai tuna skala industri telah menurun secara signifikan hingga 76% dari 2004 sampai 2015. Penurunan tertinggi terjadi pada 2004 sampai 2006 sebesar 43% diikuti 2009 hingga 2010 sebesar 41% dan 2014 sampai 2015 sebesar 19%. Cakupan data enumerasi di Pelabuhan Benoa adalah 57% sampai 64% dari total pendaratan kapal. Sampling method using fish landing observation method for fish catches in 14 days every month since 2010-2015 caught in Karimunjawa waters. Growth parameters, mortality, length at first capture, and recruitment pattern analysis using the Rstudio, FiSAT II and spawning potential ratio with LB-SPR analysis. The growth rate is relatively slow with k values ranging from 0.10 to 0.13 and lifespan of 21.93-27.73 years. The stock condition of the coral grouper species of P. leopardus, P. maculatus, and P. Oligacanthus was indicated overfished with E> 0.5 and SPR of 0.14, 0.22, and 0.25. These indicate that the 3 species of Plectropomus sp. in Karimunjawa is at unsustainable levels. Coral grouper type P. areolatus has E=0.45 and SPR=0.52, meaning that this type of grouper has a low exploitation rate and high spawning potential compared to other species coral grouper in Karimunjawa waters.</p><p class=\"TubuhTulisanAll\"><strong><em>Keywords:</em></strong><strong><em> </em></strong><em>coral grouper, fisheries, Karimunjawa waters, stock status</em><strong></strong></p><p class=\"TubuhTulisanAll\" align=\"center\"><strong>ABSTRAK</strong></p><p class=\"Abstrakisi\">Ikan kerapu adalah sumber perikanan penting di daerah tropis dan sub-tropis karena bernilai ekonomis tinggi, sehingga terus dilakukan eksploitasi bahkan beberapa perairan telah mengalami collapse dan tekanan penangkapan yang tinggi. Penelitian ini bertujuan mengidentifikasi parameter-parameter populasi ikan kerapu sunu (Plectropomus sp.) di perairan Karimunjawa sebagai informasi dasar dalam pengelolaan perikanan. Metode pengambilan data menggunakan metode observasi (pengamatan) terhadap hasil tangkapan ikan selama 14 hari dalam satu bulan dari tahun 2010-2015 yang ditangkap di Perairan Karimunjawa. Analisis parameter pertumbuhan, mortalitas, length first capture, dan recruitment pattern menggunakan program Rstudio, FiSAT II dan rasio potensi pemijahan dengan analisis LB-SPR. Laju pertumbuhan tergolong lambat dengan nilai k berkisar 0,10-0,13 dan lifespan 21,93-27,73 tahun. Kondisi stok ikan kerapu sunu jenis <em>P. leopardus</em>, <em>P. maculatus</em>, dan <em>P. oligacanthus</em> diindikasikan mengalami kondisi tangkap lebih dengan E > 0,5 dan SPR sebesar 0,14, 0,22, dan 0,25. This allows filter net has the potential to be non-selective fishing gear about the fish size and the target species catch. If the fishing gear allowed, hence its existence will ultimately have a negative impact on the sustainability of fisheries resources, especially in coastal waters. The objective of this research is to calculate compositions and proportions of the main catch, bycatch and discard of the filter net. It is expected by knowing the composition and proportion of the main catch, bycatch and discard can provide an overview of the pressure on the stock and sustainability of fisheries resources in waters where it is operated. This research was used survey method. A series of survey activities was conducted directly in the field to identify and count species of filter net‘s fishing catches. Based on the main catch, bycatch and discard of the filter net, it shows that Sergetes similis is the dominant species caught bythe filter net(98.455%). The main catch for Escualosa thoracata reaches 1.354%. Besides, the main catches that were caught were Metapenaus monocerus, Parapenaeopsis sp, Panulirus sp and Paneeus monodon with the catch percentage ranging from 0.011 to 0.024%. Baskoro, Sugeng Hari Wisudo, Mochammad Riyanto, Fis Purwangka","doi":"10.29244/JMF.9.2.145-155","DOIUrl":"https://doi.org/10.29244/JMF.9.2.145-155","url":null,"abstract":"<p align=\"center\"><strong><em>ABSTRACT</em></strong></p><p><em>Fishing activity using light emitting diode (LED) on </em><em>a </em><em>fixed lift net in Banten Bay is </em><em>equipped </em><em>using blue and white LED as its attractor.</em><em> </em><em>The colour and intensity of the lighting affects the successful capture of the lift nets.</em><em> </em><em>The colour selection is influenced by the interaction of the fish as the target.</em><em> </em><em>The objective of this study is to determine the optimum colo</em><em>u</em><em>r and intensity for Yellowstripe Scad (Selaroides leptolepis) based on their behavioural response and light adaptation to different colours of green and white at three different intensities which are low (1.53 x 10<sup>-5</sup> – 2.42 x 10<sup>-5</sup> W/cm²), medium (5.39 x 10<sup>-5</sup> – 7.60 x 10<sup>-5</sup> W/cm²), and high (9.03 x 10<sup>-5</sup> – 9.42 x 10<sup>-5</sup> W/cm²)</em><em>. </em><em>The behavioural response of </em><em>the </em><em>fish was conducted using a tank experiment to measure the preferences zone, </em><em>the </em><em>nearest neighbour distance (NND), and behavioural response pattern </em><em>for</em><em> different colours and light intensity. Histological approach for each experimental light colour and intensity was used to investigate the retinal adaptations. The results showed</em><em> that</em><em> the schooling position of fish was dominant found in the bright zone (67%) for all colours and intensities.</em><em> </em><em>The average NND showed the tendency to gradually decrease </em><em>with the </em><em>increased light intensity. While, the cell cone index and swimming speed of fish were slightly increased with increasing intensity.</em><em> </em><em>The highest light adaptation was found in white LED at high intensity about 97.52%.</em><em> </em><em>The schooling pattern in the green LED indicated that the fish gradually swam closely and stable regularly to the neighbour with increasing light intensity. However, the fish swam widely and randomly in accordance </em><em>to the</em><em> increased white LED intensity. Sea cucumber has been considered as one of the fishery export commodities with high selling prices. In the last two decades, the catch has been indicating a serious declining. The high intensity of catching and habitat degradation are two main factors that threaten the sustainability of sea cucumber fisheries. In order to recovery the stock, a restocking program in frame of ecosystem approach to fishery has been piloted in Thousand Islands, Jakarta. This research covers the bio-technical aspects of sea cucumber fisheries in an integrated manner with the ecosystem approach. </em><em>There were </em><em>several </em><em>steps in conducting the restocking study, namely</em><em> the</em><em> </em><em>study </em><em>of habitat status and feasibility, prepar</em><em>ation of maintenance sites for biota</em><em>, seed </em><em>spreading</em><em>, monitoring and evaluation. A well coordination and collaboration with local institution</em><em>s</em><em> (Kepulauan Seribu National Park) was needed to build previously. </em><em>The results of the study indicated that efforts to restore sea cucumber fisheries should be integrated with conservation of seagrass ecosystems which as sea cucumbers habitat and a proper maintenance system. In obtaining the data, the research is using survei method carried out for four months, starting April to July 2016 at Makassar strait. The data obtained was descriptively analyzed. The research result presented that the number of fish caught at shallow FAD 568 fish (45.92%), consisted of skipjack tuna Katsuwonus pelamis (9.86%), Bullet tuna Auxis rochei (8.65%), Yellowfin Tuna Thunnus albacares (11.16%) and Indian Mackerel Rastrelliger kanagurta (16.25%). While 669 fish (54.08%) caught at deep FAD consisted of Katsuwonus pelamis (11.80%), and Rastrelliger kanagurta (18.35%). The size spread of skipjack tuna (23-42 cm and 29-53 cm), Bullet Tuna (16.5-25.0 cm and 18.5-28.5 cm), Yellowfin Tuna (25-120 cm and 80-160 cm) and Indian mackerel (16-25 cm and 16-25 cm) for shallow and deep FAD respectively. The fish size distribution caught at shallow and deep FAD was skipjack tuna, whereas the Auxis rochei rochei and Thunnus albacares had bigger size distribution in deep sea FAD, while the Rastrelliger kanagurta had relatively similar size distribution in shallow or deep sea FAD. Penelitian ini menggunakan metode survei dalam pengambilan data dan dilakukan selama 4 bulan mulai April-Juli 2016 di Selat Makassar. Data yang diperoleh dianalisis secara deskriptif. Hasil penelitian menunjukkan bahwa ikan yang ditangkap pada rumpon laut dangkal berjumlah 568 ekor (45,92%), terdiri dari ikan cakalang 9,86%, tongkol lisong 8,65%, tuna madidihang 11,16% dan kembung lelaki 16,25%. Ikan yang ditangkap pada rumpon laut dalam berjumlah 669 ekor (54,08%), terdiri dari ikan cakalang 11,80%, tongkol lisong 12,21%, tuna madidihang 11,72% dan kembung lelaki 18,35%. Sebaran ukuran ikan cakalang berkisar 23-42 cm dan 29-53 cm, tongkol lisong 16,5-25,0 cm dan 18,5-28,5 cm, tuna madidihang berkisar 25-120 cm dan 80-160 cm serta ikan kembung lelaki berkisar 16-25 cm dan 16-25 cm masing-masing untuk rumpon laut dangkal dan rumpon laut dalam. Growing membership from coastal states in the Indian Ocean Tuna Commission (IOTC), raise issue about the importance of geographical position in determining a catch allocation criteria. In 2009, Scientific Committee of IOTC estimated that landings of yellowfin tuna and bigeye tuna had nearly or even exceeded its maximum sustainable yield (MSY). Therefore, in 2010, IOTC adopted resolution to establish a system and criteria on allocation of catch for yellow fin and bigeye tuna and invited member countries to submit proposal. Indonesia proposes criteria on historic catch, economic dependency toward tuna, coastal state status, bio-ecological significance of the fishing ground, IOTC membership and level of compliance. Japan, which represents the state long-distance fishing, proposes historic catch, sustainable management plan, IOTC membership, level of compliance, financial contribution, contribution to research and data collection, and utilization of allocated quota.Objective of the research is to analyse comparation of both proposals with regards to coastal states’ rights and jurisdiction in accord with UNCLOS 1982 and resource management rights concept in Schlager and Ostrom (1992). The research used a qualitative approach in which literature and report reviews had been conducted as data collection method, strengthened with depth interviews of resource persons, particularly Indonesia’s delegates and other relevant parties. Data obtained were analyzed descriptively using simulation calculations according to the proposed criteria. Results show that Indonesian proposed criteriaprovide advantages for coastal states, but will be disadvantaged for Japan and other distant fishing countries. It needs an approach and further deliberation to reach agreement on tuna catch allocation criteria in the IOTC.Keywords: catch allocation criteria, coastal states, management rights ABSTRAKSkema alokasi kuota tangkapan seringkali ditentukan berdasarkan catatan sejarah hasil tangkapan armada tiap negara.
