This paper conducts a bibliometric analysis to explore research hotspots and future trends in the digital transformation of urban freight transportation. Using Scopus and the Web of Science (WoS) Core Collection as data sources, the analysis highlights the countries with the most published articles and identifies important knowledge bases for digital transformation, such as «digital twin», «physical Internet», «hyperconnected», «logistics», «ALICE» and «Zero Emissions Initiatives». The analysis included examining the number of published articles by year and the distribution of these articles by country. A comparative analysis of keywords used in different studies was also conducted. As a result of the keyword analysis, the main areas of research in the field of digital transformation of urban freight transportation were identified, such as digital double freight transportation, physical Internet, ALICE, Zero-emission and research on the goals of urban logistics. A comparative analysis of the links between the literature showed an increase in the ranking of studies on the impact of digital transformation on freight transport in an urban environment using a connected approach. This approach is relevant in the context of digitalization of urban freight transportation and deserves further scientific attention. In addition, they will provide directions for further research and development of digital solutions in urban logistics systems, which will contribute to increasing the efficiency and sustainability of freight transportation in urban areas. The obtained results of the study can be useful for scientists, industrial partners and government bodies, as they will contribute to the understanding of the current state of digital transformation in urban freight transport. An analysis of the modeling object was carried out and it was determined that the transport system of the Lozovsky district contains two main components - a network of railway tracks and a network of highways. There are also waterways, but they are not suitable for transportation tasks. At the same time, geoinformation technologies, by their purpose, have descriptive and analytical functions that allow modeling and analysis of any objects. The Internet resource Open Street Map was selected as a data source for spatial modeling of the transport system of the Lozovsky district. This resource contains detailed and free information, access to Open Street Map data in geoinformation format integrated with QGIS software. Therefore, this software product was used as a modeling tool. Using the modules of the software tool selected for modeling, the following layers of the model were created: \"District boundaries\", \"Roads\", \"Railway\", \"Railway stations\", \"Waterways\" and \"Populations\", each of which has attribute data that characterize the properties of the elements of the corresponding layer. As an example of the use of the built model, the main types of network analysis were performed, namely, the shortest routes between settlements located within the selected modeling area were calculated. Modeling of the shortest distances from settlements located on the selected territory to the district center of Lozovsky district of Kharkiv region was also performed. Conclusions were made about the suitability of the built model for analysis and solving issues of optimization of transport infrastructure. The resulting model can be used as a means of supporting decision-making when forming a development strategy. In addition, it has been determined that geographic information modeling is a powerful tool for analyzing and visualizing geographically distributed data and has a wide range of applications, providing great opportunities for analyzing and improving the management of geographic information, including for the study and modeling of transport networks. According to the research results, the possibilities of implementing an integral method of determining the level of ecological land use in the urban environment have been summarized. The level of ecological land use in the urban environment has been determined.. The assessment of the integral indicator of the formation and use of land in the urban environment of the regions is carried out on the basis of the appropriate integral model, the obtained values of generalizing indicators and weighting factors. The interpretation of the obtained results makes it possible to form a quantitative basis for the development of measures to improve the efficiency of the formation and use of land in the urban environment at the regional level, to form the basis for mathematical modeling and forecasting changes in the integral indicator and the generalizing factor of the development of regions (the volume of the gross regional product per person living in the respective region). As a result of the study, a method of integral assessment of the level of formation and land use of the urban environment of the regions was developed. This method is based on a set of interconnected stages, characterized by the use of quantitative and qualitative methods, the method of analyzing hierarchies, the construction of generalizing models and an integral model, which allows to build a basis for the development of scientifically based recommendations for increasing the efficiency of the formation and use of land in the urban environment at the regional level . The formation and use of land in the urban environment of the regions is characterized by a low average level. Moreover, minor regional changes are observed, which indicates insufficient attention on the part of the regional authorities regarding the formation and use of the land of the urban environment of the fund. This has a negative effect on their development, does not distinguish the relevant features, problematic issues arise regarding their evaluation for making informed management decisions, building geo-informational monitoring maps. The war lead to the destruction of critical infrastructure in many regions, material losses, millions of forced displacements, and demographic shifts. Traditional challenges of local governance and development in Ukraine have been augmented by new complications. In the course of the study, modern challenges for localities were analyzed and summarized. The concept of \"affected territories\" is proposed to be introduced into the normative regulation meaning territories or their parts that suffered from the conduct of hostilities or missile-bomb/artillery attacks. In order to make effective management decisions regarding the possibility of restoring such territories, it is necessary to develop a certain classification based on the degree of destruction and population loss (including due to evacuation/migration) and create a map of such territories. The restoration of Ukraine is the restoration of fully-fledged life in cities and villages and the formation of a new economy while taking into account new realities. The local private sector is the engine of economic activity and growth of the territory. Therefore, supporting entrepreneurship and smart investment in the development of small and medium-sized businesses must be a vital component of any recovery strategy. The article examines groups of enterprises that continued to work and develop during the war. Additional threats and risks of enterprise operation are summarized, and losses are grouped. “Losses from war” are understood as the value expression of the result of a change in the condition of objects due to a violation of their integrity or deterioration of their properties, and an increase in actual or possible socio-economic and other losses that occur during the war. It is substantiated in the research that the immediate factors in the process of restoration of territories should be working with investors, creating a favorable business environment and supporting entrepreneurial initiatives. Prospective areas of investment are summarized, taking into account modern changes in market needs. The solution of this differential equation in a dimensionless form allows to make a transition to the operative form of representation of the mathematical model of the quenching process - to the transfer function. The peculiarity of such a fire transfer function when extinguishing it with sprayed water is its irrationality, which causes difficulties in its use. One of the ways out of this situation is to switch to an equivalent representation of an irrational function of a complex variable in the form of a small-rational function of such a variable. Such a transition is carried out with the help of the minimax approximation using the Remez algorithm. Determination of the maximum order of the characteristic polynomial of the fire transfer function is carried out using the Hurwitz stability criterion. It is shown that for the transfer function of class B fire, the order of the Hurwitz polynomials does not exceed four, the approximation error does not exceed 3.6% using the method of undetermined coefficients, the transfer functions of the fire when they are extinguished with sprayed water are constructed in the form of a superposition of the transfer functions of aperiodic links. Numerical values of the parameters of such transfer functions were obtained. For the case when the intensity of the sprayed water supply is described by the Heaviside function, expressions describing the temperature of the surface of the burning liquid were constructed. It is noted that these expressions correspond to the expressions that describe the dynamic properties of class B fire in the time domain. It is shown that the maximum value of the relative error when using such transfer functions does not exceed 4.0%, if the general transfer function represents the superposition of the transfer functions of two aperiodic links. It is noted that when using the Padé approximation, the transfer function in the form of the transfer functions of eight aperiodic links corresponds to this value of the divergence error. The article examines the proposal of a draft project for the restoration of the \"Unifecht\" stadium, carried out by the project organization \"Institute \"Kharkivproekt\" on a charitable basis. \"Kharkivproekt\" Institute has experience in preparing Ukrainian stadiums for international sports competitions. During the Euro-2012 European Football Championship games in Ukraine and Poland, this organization carried out the reconstruction project of the \"Metalist\" stadium in Kharkiv. Such experience helps to introduce new functional changes and take into account modern requirements during the reconstruction of the destroyed stadium. European requirements and domestic legislation, norms of design and construction of sports facilities are taken into account, factors affecting the complex reconstruction of the stadium are considered. The article describes the work experience and proposals of Ukrainian architects regarding the restoration of a destroyed object under the conditions of martial law in Ukraine. Municipal management is an important industry that directly affects the environmental condition of cities and towns, as well as energy consumption and greenhouse gas emissions. Despite various measures and initiatives to improve the state of public utilities, there are serious problems that make it difficult to effectively transition to low-carbon development. High levels of pollution: Utilities such as thermal power plants, waste treatment plants, and water supply systems continue to use large amounts of hydrocarbon fuels and technologies that result in significant emissions of greenhouse gases and other harmful substances. Also, many cities lack the necessary infrastructure and technologies for efficient waste collection and processing, efficient energy saving, and the use of renewable energy sources. Regarding the provision of adequate financing, most municipalities face limited financial resources, which makes it difficult to implement the latest environmental technologies and programs. Lack of community awareness and involvement is also an important factor. Many residents of cities and towns do not have sufficient awareness of the importance of low-carbon development and its positive impact on the environment, which makes it difficult to make environmentally-oriented decisions and implement changes in consumer behavior. In light of these problems, there is a need to create and implement complex strategies and measures to optimize the activities of the utility industry, aimed at increasing efficiency, reducing greenhouse gas emissions, developing renewable energy, modernizing infrastructure, and involving the public in active participation in environmental programs and projects. However, it should be taken into account that each city or village has its own characteristics and requirements, therefore the optimization of communal services should be carried out individually, taking into account the specifics of the local situation. Standard approach to implementation of programs and projects is inefficient for turbulent environments and therefore the use adaptive approach is relevant. The concept of adaptive management has been analyzed. Means and instruments of adaptive management were analyzed. It was defined that different means and instruments of adaptive management are relevant for different program implementation phases. For the delivery phase these are learning and forecasting, for the closure phase – analysis of obtained experience for more efficient implementation of the next programs, for the definition phase – instruments that can ensure the further implementation of adaptivity to the management processes. An adaptive decision-making support model concept is proposed for adaptive engineering infrastructure reconstruction programs and projects management. The model is based on machine learning methods and can be used for program architecture and project work structure development and management. In this case the decision-making consists in choosing the optimal composition and configuration of the system that is the reconstruction object from among the available alternatives by predicting the values of the parameters of its elements in order to minimize the costs of implementing the program or the project. The model is created with Microsoft Azure Machine Learning Studio, the user interface is created in Microsoft Excel. The distinguishing features of the model are adaptivity due to the use of machine learning methods, possibility of scaling of the model to ensure its application to different system levels and presence of post-processing instruments for different use cases including calculation of additional parameter values, parameter values dependency graphs construction etc. The dataset for the model consists of several parameter categories that characterize the system modelled: technical and technological parameters, environmental parameters, energy efficiency parameters, energy security parameters, economic parameters, operational safety parameters. But the question arises, which method will really show the exact financial condition of the company and, moreover, give a forecast for the future? Therefore, the research topic is relevant. It was determined that the leading causes of emergency situations are accidents and disasters at industrial facilities and transport, natural disasters, diseases and injuries among people, agricultural animals and plants, armed conflicts and other social and political nature factors. The authors analyzed the civil security current state in the Ukraine territory. Statistical data on dead and injured numbers as a result of emergency situations by nature of origin (man-made, natural, social, military) and level of spread (state, regional, local, facility) are presented. It is noted that 66 emergency situations were registered during the past year, as a result of which 7 thousand 4 people died and 11 thousand 72 people were injured. Special attention is paid to emergency situations of a military nature of the state level. It was established that the primary efforts of the State Emergency Service of Ukraine units for the past year were focused on eliminating the consequences of Russia's armed aggression against Ukraine and providing assistance to the population. The need to improve measures to ensure civil safety and prompt response to emergency situations and events was emphasized. It was concluded that the effective prevention and emergency situations consequences liquidation requires the concentration of efforts of the entire state, the organization of various management bodies, forces and means interaction, and in general, the formation and implementation of state policy in this field.
