This study aims to examine the human resource needs in the library based on the workload of library services. Workload analysis and the service quality are used as the research methods. The Workload Analysis is measured using performance indicators in five areas/coordinators in the organizational structure of the library and the service quality use five indicators/dimensions of sevice quality that have been developed from SERVQUAL. The finding suggests that there is a gap between the human resource needs with the workload and the service quality. This advancement is apart from coaching and escort activities continuously held by Director General of Islamic Education, Indonesian Ministry of Religious Affairs in improving the quality of librarians and libraries, such as by conducting a benchmarking program in the form of study visits, internships and further study for educators and education staff in PTKI in the field of library and information science, for instance, by holding upcoming Delsma 2015 and 2016.DELSMA is a quality improvement programof PTKI’s library and librarian organized by Diktis MORA RI by sending the selected librarians to various countries where their universities have world-class reputation of libraries. In 2015,some countries or universities were visited, such as Queensland, Brisbane, Australia.Delsma is a very beneficial activity that inspires and motivates librarians to constantly increase knowledge and expertise in a variety of ways, ranging from information technology, system service, work culture, crossculture understanding, and other related benefits of library services. Perkembangan perpustakaan Perguruan Tinggi Keagamaan Islam (PTKI) semakin menggeliat tidak mau ketinggalan dengan Perguruan Tinggi Umum, terbukti dengan banyaknya layanan-layanan perpustakaan PTKI yang ikut memberikan warna tersendiri dalam kancah pengembangan layanan perpustakaan yang semakin menunjukkan distingsi masing-masing dengan segala upayanya. Hal ini tidak terlepas dari pembinaan dan pengawalan kegiatan-kegiatan terus menerus diselenggarakan Dirjen Pendis Kemenag RI dalam meningkatkan mutu pustakawan dan perpustakaan PTKI, yang diantaranya dengan cara melakukan program benchmarking berupa studi visit, internship dan studi lanjut bagi Tenaga Pendidikan dan Kependidikan di lingkungan PTKI dalam bidang ilmu perpustakaan dan informasi diantaranya dengan diadakannya Delsma 2015 dan 2016 yang akan datang ini.DELSMA adalah program peningkatan mutu perpustakaan dam pustakawan PTKI yang diselenggarakan oleh Diktis Kemenag RI dengan mengirimkan pustakawan terpilih ke negara-negara yang memiliki Perguruan Tinggi yang memiliki reputasi perpustakaan Perguruan Tinggi yang maju. One of the indicators of success in the strategy of developing institutional repository in university libraries can be seen from its webometricsrank. Assessment in determining the rank of webometrics repository is based on some criteria, such as the level of visibility which is influenced by the software used. Based on this research, more than 50% of institutional repository in Indonesia use E-prints application, whileDspace is the second most used application in Indonesia. Even though Ganesha Digital Library (GDL) is created as national product, the users no longer use or even leave it for not being refined simultaneously by its developer. Some universities which used to apply GDL have immigrated to Eprints application, such as UIN SunanAmpel Surabaya and UIN SunanKalijaga Yogyakarta. Perpustakaan perguruan tinggi di Indonesia dapat dilihat dari posisi dan peringkatnya dalam webometric. Penilaian dalam menentukan peringkat repository webometrics ini didasarkan pada beberapa kriteria, di anataranya adalah tingkat visibility yang dipengaruhi oleh software yang digunakan. Berdasarkan penelitian ini, lebihdari 50% institutional repository di Indonesia menggunakan aplikasi Eprints. Sementara Dspace merupakan aplikasi terbanyak kedua yang digunakan di Indonesia. GDL (Ganesha Digital Library) meskipun sebuah aplikasi karya anak bangsa, namun telah banyak ditinggalkan oleh penggunanya karena tidak dikembangkan secara berkesinambungan oleh developpernya. This article will further describe the implementation of web 3.0 at library of State Institute For Islamic Studies (IAIN) Salatiga. The author remains that the use of web 3.0 does not necessarily mean replacing the use of theancestors, but it just a combination instead. Perkembangan teknologi informasi mempengaruhi perpustakaan dalam layanan pengguna. Penggunaan website semakin canggih dari sebelumnya. Dari web 1.0 dengan tampilan informasi yang monoton, menjadi web 2.0 di mana pengguna dapat membuat akun sendiri dan menikmanti informasi. Sekarang, dengan perkembangan web 3.0, fitur layanan web telah ditambahkan dengan lebih menarik lagi bagi pengguna. Human Resources Development is in the form of curiousity, intuition, humor and services, need to be there and be maximized so that librarians were able to escort the library to refer to the activities of the world class university, such as: Research and development college, Publications, Citation / webometrics, Networks, Quality of the information and knowledge resource. Therefore the role of the library not only provides a collection of digital and non-digital, but also must provide an online library, electronic library so that there is a shift of functions from processing library collection into a data processing, further processing of information and ultimately knowledge processing.Use of the library in a good college, can increase student motivation to read. Hope for the future, the library is getting better service to visitors and provides a comfortable place, and is able to provide fast, to support the needs of visitors. Kata perpustakaan atau dalam bahasa Inggris library berasal dari bahasa Latin librarium yang berarti kumpulan buku-buku saja. Tetapi seiring perkembangan zaman maka di perpustakaan sudah tersedia kaset, CD, slide, film, microfilm, dan sebagainya. Perpustakaan sangat memerlukan teknologi dalam pengelolaannya, sehingga dapat melayani pengunjung dengan cepat dan menyenangkan. Di era modernisasi dan teknologi serba canggih, yaitu berkembangnya internet, penggunaan handphone smart, program komputer maka perkembangan informasi begitu cepat didapat. Oleh karena itu, peran perpustakaan tidak hanya menyediakan koleksi digital dan non digital, tetapi juga harus menyediakan perpustakaan online, perpustakaan elektronik sehingga terjadi pergeseran dari fungsi dari perpustakaan pengolah koleksi menjadi pengolah data, selanjutnya pengolah informasi dan pada akhirnya pengolah pengetahuan. Pemanfaatan perpustakaan di perguruan tinggi yang baik, dapat meningkatkan motivasi membaca mahasiswa. Availability of a wide range of services and knowledge in the college library, will give the user a chance to utilize and develop knowledge independently. Dalam upaya mendukung terlaksananya perguruan tinggi, lembaga perguruan tinggi perlu ditunjang oleh seperangkat fasilitas serta prasarana. Salah satu fasilitas pokok dan esensial adalah tersedianya perpustakaan dengan koleksi dan layanan yang memadai. Perpustakaan yang merupakan pendukung dari perguruan tinggi harus dapat berperan aktif menunjang tugas perguruan tinggi. Perpustakaan adalah fasilitas atau tempat menyediakan sarana bahan bacaan. Tujuan dari perpustakaan sendiri, khususnya perpustakaan perguruan tinggi adalah memberikan layanan informasi untuk kegiatan belajar, penelitian, dan pengabdian masyarakat dalam rangka melaksanakan Tri Dharma Perguruan Tingg. Perpustakaan mempunyai peran yang sangat berarti dalam institusi lembaga yang menaunginya khususnya perpustakaan perguruan tinggi. Together with other sub-systems, colleges are required to seek the realization of the vision and mission of the National Education System as well as to optimize the implementation of the national strategy of national education development. One mission that must be realized is to seek expansion and equal access to quality education for all Indonesian people. Thus the realization of high-quality education is obligatory. College as an entity consisting of various sub-systems, among which is the library. That’s why the success of universities to improve and maintain its quality, among others, are also determined by how much the contributions made by the sub-system, including libraries.The amount of contributions to improve the quality of colleges is directly proportional to the quality of the library. The realization of library management quality is affected by the condition of the elements of the existing library, such as infrastructure, funding, library collections, quality of service and human resources. Perguruan Tinggi merupakan satuan pendidikan yang berkewajiban untuk menyelenggarakan Pendidikan Tinggi, dan pendidikan tinggi adalah merupakan sub sistem dari Sistem Pendidikan Nasional. Bersama dengan sub-sub sistem lainnya, Perguruan Tinggi wajib untuk mengupayakan terwujudnya visi dan misi Sistem Pendidikan Nasional serta mengoptimalkan implementasi strategi pembangunan pendidikan nasional. Salah satu misi yang harus diwujudkan adalah mengupayakan perluasan dan pemerataan kesempatan memperoleh pendidikan yang berkualitas bagi seluruh rakyat Indonesia. Dengan demikian, terwujudnya Perguruan Tinggi yang berkualitas adalah wajib hukumnya. Perguruan Tinggi merupakan suatu entitas yang terdiri dari berbagai sub sistem, di antaranya adalah perpustakaan. Karena itulah keberhasilan Perguruan Tinggi untuk meningkatkan dan mempertahankan kualitasnya, antara lain juga ditentukan oleh seberapa besar kontribusi yang diberikan oleh sub-sub sistemnya, termasuk perpustakaan. Besaran kontribusi terhadap upaya peningkatan kualitas Perguruan Tinggi berbanding lurus dengan kualitas penyelenggaraan perpustakaan.
