A well-defined and consistent rurality index will be useful in putting forward the current rurality level of regions and in implementing appropriate rural development policies. In this study, a rurality index was developed, and the rurality level was calculated at provincial level in Turkey. As Multi-Criteria Decision-Making techniques, Entropy and TOPSIS methods were used in the study. Eighteen variables were used under four sections, which are: (1) demographic, (2) economic, (3) agriculture and livestock activities, and (4) urbanization and infrastructure. Provinces were ranked and divided into five categories according to their rurality level and a rurality map was created for Turkey. This made it possible to identify 8 types of small towns, differing in their pattern of relationships between the natural increase and the net migration rate. The study was carried out in two periods: 2003-2005 and 2016-2018. Salimi","doi":"10.37043/jura.2022.14.1.6","DOIUrl":"https://doi.org/10.37043/jura.2022.14.1.6","url":null,"abstract":"In the history of contemporary urbanization, the use of the per capita concept is one of Reinhard Laumeister’s innovations, a founder of modern urban engineering in Germany, and it was triggered in 1876. Since then, the concept of per capita in its various dimensions has been the basis of many sciences in urban planning. Per capita, as the standard and privileging share of citizens, encompasses urban utilities, and the per capita determination is, in fact, the first step in normative planning. In terms of the use of sports places and spaces, per capita is as a determining parameter for the status and perspective of the future, which is always considered by planners and managers, especially at macro and national levels. Although there are many uses for the per capita indicator in sports places and spaces, there are no consistent scientific and methodological methods for calculating it. Therefore, the present study aims to provide an analytical model in order to determine the per capita index of sports places and spaces. The underlying information of the research in two spatial and descriptive sections was analyzed in the GIS software. After the division and network distribution of the boundary by the Thiessen Networks analytic function in the Arc GIS, the per capita of each polygon was separately calculated using the presented formula and the population of related blocks. Not only these changes affect the people's well-being, but also how they perceive the new landscape. This paper aims to analyze the effects of newly built grade separations on the public perception of the urban landscape. In keeping with this aim, the survey was a suitable method to collect the people's opinions on the quality of the urban landscape. Unity, complexity, order, and aesthetics are the main factors that affect the quality of the urban landscape and its perception. The structural equation model of the research showed that unity through aesthetics is the critical path that affects the people's image of the city and their landscape preference. The results confirm that the public perception of the landscape quality, which is essential to planners, is affected by different kinds of intersection. {"title":"RELIABILITY OF SPATIALLY-REFERENCED SECONDARY ECONOMIC DATA: VALIDATION, ISSUES, AND SOLUTIONS","authors":"Igor Sîrodoev","doi":"10.37043/jura.2022.14.1.3","DOIUrl":"https://doi.org/10.37043/jura.2022.14.1.3","url":null,"abstract":"In the era of ever-increasing data supply, range and diversity, there is a strong need to compare and assess the reliability of the data coming from various sources. For secondary economic data, such sources are usually grouped into two big categories: surveys carried on and statistical records kept by governmental bodies (statistical agencies); and commercial data, collected by private companies from various public (or confidential) sources. The article discusses the benefits and pitfalls of these data categories on the example of the two data providers in Romania, whose data are widely used in economic research and for the development of public policies: National Institute of Statistics (NIS) and Borg Design S.R.L. (BD). The quality control of the data provided by NIS is more transparent and it is rigorously based on the international standards applied in the field of official statistical surveys; however, the spatial resolution of these data is quite coarse, while being usually available at the level of counties. In turn, the data provided by BD have a much finer spatial resolution (down to the level of villages) but their quality control is less transparent. The aim of this study is to propose the Tourism Impact Model (TIM) as a tool that could be used by local and regional authorities in managing tourism in such fragile ecosystems so that to maximise its positive effects while the honeypot sites of the delta to attract tourists without provoking irreparable damage to the environment. The results of the TIM analysis applied for Sfântu Gheorghe commune evidence that the Danube Delta is under tourism pressure and at high risk of surpassing its human carrying capacity. {"title":"“OUTDATED HOUSING STOCK” AS AN OBJECT OF COMPLEX RECONSTRUCTION PROGRAMS AND PROJECTS: CHALLENGES FOR UKRAINE","authors":"Alla Pleshkanovska, Svitlana Biriuk","doi":"10.37043/JURA.2021.13.2.4","DOIUrl":"https://doi.org/10.37043/JURA.2021.13.2.4","url":null,"abstract":": European countries have accumulated quite a wide experience in the reconstruction of the multiapartment housing stock of the first period of mass industrial construction. But, in Ukraine, where such a stock is about 18%, the solution to this problem has not been properly implemented. The reasons for the lag of Ukraine compared to other European countries in the reconstruction of outdated buildings are analysed. The paper describes the features of identified outdated residential buildings by typological groups, which are typical for Ukrainian cities – historical type buildings, barrack type buildings, “stalinka” type buildings, buildings of the first period of industrial housing construction (“khrushchevka” type panel and brick buildings). The features of their cluster spatial localization on a large city plan are also considered. Based on the European countries’ wide experience, the authors analysed the features of solving such a problem for Ukrainian cities. In particular, the indicators of physical deterioration are too high (from 50% up to 70%), and there are a high privatized housing percentage (up to 92%) and a low population income, which does not allow to attract the residents’ own funds for the complex preconstruction programs and projects realization. The study was carried out on the example of the city of Kyiv statistical data. These spaces are important due to the potential roles they can have in the individual and social life of the citizens, and as a result, by redefining them, we can take a big step toward more just cities. In this study, by an extensive literature review on the right to the city discourse, we designed a conceptual model that includes components and variables that affect the construction of a just city. In order to refine this model, according to 15 experts with research experience on the right to the city and public spaces, we used the Fuzzy-Delphi technique. The DEMATEL method has also been used to understand how the main components of the conceptual model interact with each other.
