Given the fact that the largest number of employees is engaged in the service industry, especially in the retail sector where 10% of all working population is employed, it is necessary to define the indicators which impede employee welfare and to recommend a set of measures for their minimization. In this regard, this paper aims to identify variables which impact employee welfare in the retail sector of the Western Balkans with a particular retrospect to the differences between SMEs and retail chains. Empirical research has been conducted on a sample of 325 employees of retail companies. Correlation between employee welfare and socio-organizational variables, such as job contentment, social support, monthly salary, work environment, promotion opportunity, the use of modern technology, business culture, job rotation and job security have been tested. The results of the research have shown a significant correlation between socio-organizational variables and employee welfare. Differences are especially prominent between SMEs and retail chains. Based on the obtained results, a set of measures and procedures which competent institutions and employment policymakers should undertake to neutralize those differences has been proposed. Specificno su postavljena tri problema istraživanja: 1) utvrditi dostupnost određenih socijalna prava i usluga za obitelji, 2) utvrditi postoje li razlike u dostupnosti s obzirom na regionalnu pripadnost i razvojna obilježja opcine te 3) utvrditi postoje li razlike u standardima kvalitete socijalnih prava i usluga s obzirom na regionalnu pripadnost opcine i razvojna obilježja opcine. Podaci su prikupljeni web anketom s predstavnicima 215 opcina. Obiteljima su u vecoj mjeri dostupna socijalna prava u odnosu na socijalne usluge. U najvecoj mjeri razvijena su prava i usluge koje promovira sredisnja državna vlast. Opcine u panonskoj regiji kao najslabije razvijenoj imaju najvise dostupna socijalna prava, a najmanje dostupne socijalne usluge. Prava i usluge su dostupnije u opcinama koje su bliže sredistima županija. {"title":"How to Achieve Efficiency and Equity in the Tax System","authors":"P. While efficiency usually recounts to how well an economy assigns limited resources to meet the needs of consumers, the goal of equity is to analyse the distribution of resources. Thus, it is related to the concepts of fairness and social justice. Efficiency deals with the optimal production and allocation of resources within the available production factors. In the tax system, efficiency means the ability to collect sufficient public revenues by making a tax system as simple as possible. Equity examines how available resources are distributed in the society. Vertical equity deals with the relative income and welfare of the population or with how equitably available resources are distributed. It may imply higher tax rates for citizens with higher incomes. Horizontal equity is based on the belief that earners with the same income should pay taxes at the same tax rate. The aim of the article is to identify those conditions under which there is no conflict between equity and efficiency in the tax system. The tax system is the government’s main lever to redistribute income, but there is a potential balance between equity and efficiency. The idea is to determine policy measures which stimulate greater equity, but have no or little effect on efficiency. On the one hand, to identify what are the determinants in the inequality in health. On the other hand, to estimate to what extent the inequality indicator used is important. To do this, we use a cross-sectional model for 176 countries. The achieved results allow concluding that the choice of the inequality measurement is a key element in this type of studies. {"title":"Which Groups Have a Greater Risk of Poverty in Spain?","authors":"M. The objective of this paper is to determine the most vulnerable social groups in terms of poverty in Spain. The empirical analysis uses the information of the Survey of Living Conditions from 2015, in order to explain poverty catalogued as severe poverty, moderate poverty and without risk of poverty for persons older than 16 years; the explanatory variables are of socio-demographic and labour types, and they represent different groups of the Spanish population. The study applies an ordinal logistic regression model to the data of the Survey of Living Conditions, which will allow us to estimate the probabilities that an over-16 individual is in a situation of moderate poverty, severe poverty, or with no risk of poverty for the different categories analysed. There are a few differences in poverty depending on gender; the categories most affected by the moderate and/or severe poverty are separated and divorced persons, foreigners not from the European Union, persons with low training levels, and those with a temporary contract. Analiza javnih politika cjeloživotnog ucenja se temelji na tri teorijska koncepta – kulturna politicka ekonomija, teorija životnog puta i upravljanje. Ciljevi analize se odnose na utvrđivanje procedura formuliranja i implementacije politika CU u pojedinim državama, analizu njihovih specificnih ciljeva i stupanj koordinacije obrazovnih politika, politika socijalne zastite i tržista rada. Analiza pokazuje razlike među zemljama s obzirom na navedene ciljeve koje su posljedica razlicitih drustvenih i ekonomskih okolnosti. Procedure formuliranja politika krecu se od centraliziranih do decentraliziranih. Ciljevi javnih politika cjeloživotnog ucenja su trostruki – obrazovni, ekonomski i socijalni, pri cemu njihova zastupljenost varira od zemlje do zemlje. Montenegro is a candidate country for the European Union membership and there is a need of harmonisation of normative framework. Social investment is gaining considerable attention of EU policy makers and is positioned highly on the social policy agenda. Consequently, the paper examines whether Montenegrin labour market performs in the similar fashion as in the EU. The aim of the research is to show whether Montenegrin labour market will be ready for the accession, both normatively and in practice. Active labour market policies are in the focus of the paper, as they are one of the most representative social investment measures in this policy area. There is also an analysis of two specific policies: so called “mothers’ allowances” and the “apprentice programme”.
