The relevance of the research is due to the modern transformation of the institute of state youth policy, the change in its functions, and the need to reflect on the results of outgoing forms of administration and work with youth. Based on the conducted research, the article assesses the satisfaction of young people with the organization of the main measures to support all of their life strategies implemented by the governing bodies in the field of state youth policy.\u0000\u0000Materials and Methods. The results of a survey of young people aged 16 to 30, conducted in the Belgorod Region in 2020-2021, were used as the research materials. Based on the developed tools, including using online forms, 866 respondents were interviewed; students and working youth were interviewed through a street survey. The uniformity of diagnostics for each life strategy made it possible to obtain a comparative evaluation matrix in all areas of the state youth policy.\u0000\u0000Results. Regional Russian youth have given a reflexive assessment of the key problematic points in the implementation of the state youth policy and youth support; their interest in and the potential of involvement in activities and projects related to youth issues have been revealed. A map of youth satisfaction with the activities proposed by the governing bodies in the field of the state youth policy has been drawn.\u0000\u0000Discussion and Conclusion. The youth satisfaction with the situation that exists today in the field of state youth policy management is assessed as quite low, which makes it possible to conclude that the proposed measures are insufficiently effective and to raise the question of proposing new formats and strategies for developing work with youth. The research materials may be in demand by state youth policy administration bodies, state and municipal government bodies, youth organizations, and educational institutions. The data obtained can be a scientific increment for sectoral sociology (sociology of youth) in the methodological and demonstrative terms.

The topic is of relevance due to the need to study tourist flows in terms of the geography of tourist trips in order to analyze and compare the directions of the flows. The problem is that the authorities responsible for tourism management in the region and tourism organizations do not always pay due attention to the geography of the tourist flow and to its optimization in terms of the interests of the region itself. At the same time, the identified trends can be taken into consideration in order to improve and increase the efficiency of the tourism industry in the region and when making managerial decisions in the tourism sector. Based on the results of the study conducted, the article characterizes the travel destinations of Mordovian tourists, reveals trends, and proposes measures to solve the identified problems.\u0000\u0000Materials and Methods. The materials on the development of tourism in the Republic of Mordovia published by the Territorial Body of the State Statistics Service in the Republic of Mordovia for the period from 2010 to 2019 were analyzed; data from the Digital Tourism service run by MegaFon mobile phone operator were also examined. The methods of mathematical statistics employed made it possible to calculate the changes in the relative and absolute indicators of the geography of the tourist flow in the republic over a ten-year period. To identify the geography of the regional tourist flow, the methods of analysis and generalization were used, which made it possible to identify the features of the internal and external tourist flows of people living in Mordovia.\u0000\u0000Results. An analysis of the dynamics and placement of inbound and outbound tourism has been carried out; the volume of the tourist flow has been considered; the features of the geography of the tourist flows have been considered; the problems that hinder the more effective development of tourism in the republic have been revealed. The measures aimed at improving the efficiency of tourism activities in the region have been proposed.\u0000\u0000Discussion and Conclusion. The study made it possible to identify the main trends in the geography of the tourist flows of residents of Mordovia, as well as the causes and features of the ongoing transformations. The results of the study can contribute to the elaboration of an effective program for the development of tourism in the republic, to the adoption of productive managerial decisions in the field of tourism in the region, and to optimization of the geography of the tourist flows.

In modern Economics, one of the most common and simplest methods of analyzing the balance of urban settlement systems is to assess their compliance with Zipf's law or the rank–size rule. The basis of this pattern is the relationship between urban population and its place in the hierarchy of towns ranked in descending order of size. Based on the results of the study conducted, the article assesses the balance of the urban settlement system of the European North Russia, as one of its regions, by analyzing its compliance with Zipf’s law.\u0000\u0000Materials and Methods. The official data from the Federal State Statistics Service on the population of towns in the European North of Russia for 1959, 1989 and 2019 were used as materials of the study. The method of constructing a linear regression between the logarithm of the actual population and the logarithm of the rank of the town was used to verify Zipf's law for the urban network of the region in a certain period. In order to substantiate the conclusions drawn, an analysis of the dynamics of the number of towns and the share of the population living in them was carried out. The monographic method, as well as the methods of tabular and graphical data visualization, was used to interpret the results of the calculations.\u0000\u0000Results. Based on the analysis of data on the application of the rank–size rule for the towns in the European North of Russia, it has been found that Zipf’s law was not fully observed in any time period, which indicates the imbalance of the existing urban settlement system. In the period from 1959 to 2019, there was an increase in the concentration of the population in the major cities of the region. The imbalance is also caused by the growing number of small towns with a population that does not correspond to the optimal value according to Zipf's law.\u0000\u0000Discussion and Conclusion. Based on the calculations, the author has come to the conclusion that the cities of Arkhangelsk and Cherepovets have the potential for growth, as well as some others with a population of up to 100 thousand people. The practical significance of the study lies in the possibility of using the results obtained to prognosticate the population of towns in the European North of Russia when planning the location of production facilities, as well as transport and social infrastructure in the region.

Geographical location of natural resources is a determinant of localization of tourism. Based on the results of the research conducted, the article studies the theoretical and practical aspects of transformation of natural resources into a factor in production and consumption of a tourist product, as well as those of formation of directions for the flow of tourists.\u0000\u0000Materials and Methods. Materials of surveys of potential tourists conducted by independent research firms, Russian and foreign scientific publications and expert assessments, as well as the results of research carried out by the author of the article were used as the information base of the study. To assess the role and place of natural resources in the production and consumption of a tourist product, content analysis, as well as structural and functional analysis were employed. Using the methods of logical interpretation, statistical data processing, tabular and graphical methods, a scheme of transformation of natural resources into a factor in production and consumption of a tourist product has been devised and the degree of consumer preference for a tourist destination has been identified.\u0000\u0000Results. The study has identified problematic aspects of the use of natural resources in tourism, one of which is the underestimation of such resources as a basic factor in production and consumption of a tourist product, which negatively affects the level of economic feasibility of tourism development programs. The role of natural resources in formation of tourist needs and directions of the flow of tourists has been revealed. Conclusions have been drawn about the growing need for tourism with the predominance of the natural component of the tourist product and about the gradual formation of preconditions for local manifestations of overtourism and tourism phobia, in particular in the resorts in the South of Russia. The author has formulated proposals aimed at improving the economic feasibility of domestic tourism development programs.\u0000\u0000Discussion and Conclusion. Availability of natural resources is the primary basic condition for production and consumption of a tourist product. Significant costs for their transformation into tourist goods increase the requirements for the level of reasonableness of managerial decisions. The research results can be applied in strategic and medium-term planning of the development of domestic tourism in Russian regions on the basis of their natural potential.

New places for leisure time activities in the format of anti-café, created by initiative townsmen, have been gaining popularity in the urban space over the past ten years, which has made the study of this topic relevant. The article studies the leisure time activities of young people, identifies the features of the structure, content, and functions in the conditions of an anti-café, and conceptualizes the causes and potential of the phenomenon of anti-café in the urban space.\u0000\u0000Materials and Methods. Data from unstructured interviews with visitors and the management, as well as participant observation of Rubikov’s Cube Smart Place in the city of Saransk were used as the empirical basis for this study. Using analytical methods and research techniques (analysis, generalization, induction, deduction, as well as the systemic approach) made it possible to substantiate the authors’ point of view on the causes, functions and potential of new places for leisure time activities of young people in the urban space.\u0000\u0000Results. The authors have raised the theoretical problem of the emergence of new places for leisure time activities of young people in the context of hypermodernity and the development of media technologies in urban spaces. Based on the data from a case-study of the anti-café, popular leisure time activities have been identified, as well as structure, content, and functions of the anti-café, and motivations for visiting such places and socio-demographic characteristics of the main anti-café customers. The authors have also identified the contradictions in the reasons for the popularity of anti-cafés in the context of hypermodernity, emphasizing that anti-cafés create new forms of loneliness and the need for the “third place”, multi-layered, hybrid spaces (where public turns into private, private into public, and online and offline communications intersect) in collective practices, which the city satisfies.\u0000\u0000Discussion and Conclusion. Based on the conducted research, the authors have drawn a conclusion about the role of anti-cafés (time clubs, coworking spaces) in the formation of the future creative class, without which an effective economy is impossible. The difficulties in studying this topic were due to the lack of statistical data on the problem. The materials of this article will be useful for public authorities, entrepreneurs, specialists engaged in creating places for leisure time activities in the urban space, as well as when elaborating such training courses as “Sociology of the City” and “Sociology of Culture”.

The COVID-19 (coronavirus) pandemic has had a strong impact on the socio-economic situation in the country, especially on demographic processes. The article analyzes the change in the mortality rates in Russian regions and assesses the influence of various factors on them during the pandemic.\u0000\u0000Materials and Methods. The paper examined data from the Federal State Statistics Service on mortality rates in Russian regions. Based on the graphs analyzed and regression equations built, the factors that determined the increase in mortality rates during the pandemic and the degree of their influence were identified.\u0000\u0000Results. Changes in the rates of morbidity and mortality in Russian regions depended on the development of the healthcare system, demographic, socio-economic, and geographical factors, as well as on the actions of regional and federal authorities. The geographical location of the regions turned out to be the determining factor. The highest mortality rates were found in the regions located in the center of the European part of Russia at the intersection of transport routes. In some months, high mortality rates were observed in the regions bordering China, Kazakhstan, and Finland. The proportion of pensioners and the degree of decline in personal income were also significant.\u0000\u0000Discussion and Conclusion. Calculations have shown that at the beginning of both waves of the pandemic, the increase in mortality rates depended on the provision of the population of the regions with doctors and hospital beds. In the spring, the restrictions imposed restrained the spread of the disease, but led to an economic recession and an increase in unemployment. In the autumn, less severe restrictions were introduced, which led to a significant increase in mortality rates and a slight decline in the economy. The scientific problem under consideration is of particular relevance due to the need to assess the impact of the factors in the digital transformation of the regional economy and in the economic growth on the economic development of the regions of the Russian Federation. Based on the research conducted, the article presents an econometric assessment of the dependence of the level of the gross regional product per capita in the regions of Russia on such factors as digital labor and digital capital.\u0000\u0000Materials and Methods. The authors analyzed panel data from the Federal State Statistics Service covering 87 regions of Russia for the period from 2010 to 2018. The research methodology is based on the use of the Cobb–Douglas production function, statistical and correlation data analysis, as well as on econometric methods for studying panel data.\u0000\u0000Results. To analyze the impact of the digital transformation of the economy on the regional economic growth of the regions of Russia, various models based on panel data have been considered, such as the pooled model, fixed effects models, random effects models, as well as time-varying effects models using dummy variables. Based on statistical criteria, the best model has been chosen and conclusions have been drawn about the nature of the impact of the digital transformation indicators on the gross regional product per capita in the regions of Russia.\u0000\u0000Discussion and Conclusion. The results of econometric modeling have demonstrated that digital factors in economic growth (digital labor, digital capital), along with common factors in economic growth (labor and capital), affect the regional economic growth. According to the regional data for the period from 2010 to 2018, the time fixed effects model has proved to be the best model of the impact of the factors in economic growth and digital transformation on the economic development of the regions of the Russian Federation. The research results can be used when developing a public policy aimed at stimulating the digital transformation of the regional economy.

The study is of relevance due to the decline in the population of the Russian Federation since 2018 and the aggravation of the demographic situation since 2020, during the COVID-19 pandemic. Based on the results of analyses of demographic indicators of natural population growth in the Russian Federation, in the Volga Federal District, and in the Republic of Tatarstan, the article identifies the factors affecting such indicators during the spread of coronavirus infection.\u0000\u0000Materials and Methods. The study analyzed operational data from the Federal State Statistics Service and the Unified Interdepartmental Information and Statistical System on the demographic indicators (birth rate, mortality, marriage rate, and divorce rate). The comparative, cross-sectional, correlation, and regression methods of analysis were employed, which made it possible to reveal significant factors affecting the demographic situation and identify the general trend of demographic processes during the COVID-19 pandemic.\u0000\u0000Results. On the basis of the official statistics, an analysis of the demographic situation in terms of natural reproduction of the population of Russia, exemplified by the case of the Republic of Tatarstan has been carried out; the main factors in natural population decline during the COVID-19 pandemic have been identified; the need for the introduction of new measures aimed at improving health and reducing the mortality rate and overcoming the demographic crisis in marriage and family relations has been substantiated.\u0000\u0000Discussion and Conclusion. Conclusions have been drawn about the possibility of increasing the negative impact of the coronavirus pandemic on the future demographic situation, which is a threat to the national security of Russia. The significance of the research materials consists in a comprehensive analysis of the demographic situation caused by the natural population change. The results of the study can be used by the authorities in the development and adjustment of regional and federal demographic and social policies.
