Constant monitoring of the level of investment attractiveness of enterprises contributes, firstly, to identifying the most vulnerable aspects of the development of the enterprise and making management decisions to eliminate them; secondly, to attracting external investment for the further development of the enterprise. The purpose of this study is to develop a methodology for assessing the level of investment attractiveness of the electrical industry enterprises in the region and its application to the economic entities of the region. A comparative analysis of existing methods for assessing the investment attractiveness of enterprises is used to determine the initial indicators, considering the specifics of the activities of the enterprises under study. With the help of a component analysis of the selected 14 initial indicators, such as the coefficient of financial independence, the coefficient of financial stability, the coefficient of provision with own working capital, the solvency of the enterprise, the coefficient of current liquidity, economic profitability, net profitability, profitability of inventories, profitability of non-current assets, profitability of current assets, turnover of equity, turnover of inventories, turnover of accounts receivable, etc. turnover of accounts payable, a group of three enlarged and independent factors is identified. According to the method of potential functions, functional dependencies are determined both within the factors and the factors themselves, according to which the level of investment attractiveness of the leading enterprises of the electrical industry in the region is estimated. An analysis of the problems of introducing artificial intelligence technologies makes it possible to substantiate the main levers of state policy aimed at the development and integrated use of digital intelligent systems. The success of the introduction and dissemination of artificial intelligence technologies largely depends on the effectiveness of state regulation of this sphere, both at the state and supranational levels. The development of machine learning systems must necessarily include an ethical aspect and some restrictions, otherwise the rapid development of intelligent machines can lead to the collapse of human civilization. To avoid such a development of events, it is necessary to create a supranational system for regulating artificial intelligence. Thus, the object of study of this article is the use of artificial intelligence systems in various fields of human activity. The authors use content analysis, systemic, adaptive and synergistic methods. Volgina and Liu Pengfei “China in Global Value Chains”. Based on the input-output methodological approach and the principle of decomposition of gross exports, the authors come to a number of relevant conclusions that depict the dynamics of China’s participation in global value chains. Thus, the last decades have been characterized by uneven growth of Chinese domestic and foreign value added: domestic value added has grown at a faster rate than foreign value added, and its share in gross exports has gradually increased. At the same time, there has been a drop in China’s “participation index” in global value chains, and this decrease was developing at the expense of a decrease in upward participation. The “position Index” was characterized by a different trend: its slow growth from negative to positive values was observed, which reflected the fact that China’s income from value-added trade was increasing. The authors’ calculations show that there are differences in the dynamics of “indices of participation” of individual industries in value chains: the share of labourintensive industries is decreasing and the share of capital-intensive industries, primarily engineering, is increasing. For the first time in Russian economic literature, this monograph critically assesses the contribution of Chinese economists to the study of the formation of global and regional value chains in China. The aim of the research is to analyze China’s successes in the development of the defense sector; it is highlighted that the Chinese military-industrial complex has reached the point of technological self-sufficiency at this time. The essential features of the public-private partnership model (“the triple helix”) are considered. The authors tracked the evolution of China’s export regulations as they related to the selling of goods from the militaryindustrial complex. The share of Chinese military-industrial complex exports in the global arms market is revealed. The study shows the escalation of US-Chinese rivalry in the field of building up military capacities and establishing export ties. Trade in military-industrial complex products is a means for China to achieve its foreign policy goals. In recent years, many countries witnessed rapid change in financial products delivery methods, however, the experience was not accumulated and structured on the level of the whole banking sector, not on the individual banks’ level. The article contributes to the theoretical and methodological summarizing of the main directions of the banking sector transformation under the influence of the fintech industry. The methodological framework of the research includes the fundamental approach to the industry analysis. The review of the dynamic of the basic balance sheet and PL ratios demonstrated that the main directions of the transformation are the surging competition observed by the pricing indicators, larger digital clients share and more sustainable financial model (operational efficiency, income sustainability, retail-based funding). Based on comparative statistical and variation analysis, the rating measuring the overall level of the banking sector transformation was constructed. The rating allowed to distinguish 3 groups of countries with China and Great Britain leading the rating of the most modified banking sectors. Preparations for China’s digital RMB began as early as 2014, and in 2017 China’s central bank clearly announced that it would fully issue the digital currency. The launch of the digital RMB is a major reform and innovation in the historical development of China’s currency. China’s issuance of a central bankdigital currency will help enhance the status of the People’s Bank, strengthen the effectiveness of monetary policy, improve macro-prudential management capabilities, and promote cross-border RMB payments, etc. Up to now, China has started pilot tests in some cities, such as Shenzhen, Xian, Chengdu Suzhou. Currently, China’s digital RMB has been tested for the public, with features such as unlimited legal compensation, moderate anonymity, national statutory, dual offline payment, no cost of transaction and centralized management. With the rapid development of scientific information technology and the intensification of international competition, the digitalization of currency has become an irreversible trend. The purpose of this study is to identify the practice of digital Yuan and its role in Chinese digital economy development. The discussion tasks of this paper can be summarized as follows. Clarify the definition of digital Yuan; assess the operational model of digital Yuan; evaluate the operating framework of digital Yuan; identify the features and merits of digital Yuan application. This research adopts case study of China CBDC and literature analysis methods to analyzed the concept, characteristics and design principles of digital RMB. Then it investigates the role of digital RMB for the development of China’s digital economy, which will provide an important basis for understanding and advancing the domestic research on the central bank’s digital currency. As a hub connecting various modes of transport, such as railways, highways, aviation and pipelines, ports are an indispensable component of the state’s transport network. During the gradual improvement of the Chinese transport system. At the same time, ports are the gateway for the foreign trade of a country or region. The efficiency of ports is directly related to the effectiveness of foreign economic cooperation. In addition, the development of ports is closely linked to the economic security of the country. Ports initiate the socio-economic growth of the region, serve as a center of social activity. Ports are also a major source of employment, as ports employ a large number of workers. The emergence of China as a great maritime power is becoming a fait accompli before our eyes. In the context of profound changes in the domestic and international macro environment, the port industry of the People’s Republic of China is accelerating the pace of transformation and modernization, adhering to new development concepts and providing strong support for the economic development of the state. The study reveals China’s modern leadership in the global port industry, formed in the fierce competition of the largest ports in East Asia. The stages of development of the ports of the People’s Republic of China and the role of the planned economy in this process, the modern structure of the port economy of the People’s Republic of China and the leading ports of the country are analyzed. New trends and prospects for the development of both continental and foreign ports of the People’s Republic of China are considered. The paper analyzes the place of the People’s Republic of China in the modern world port industry, determines the stages of development of China’s ports and the role of the planned economy in this process, studies the modern structure of the port economy of the People’s Republic of China and the country’s leading ports, identifies new trends and prospects for the development of mainland and foreign ports of the People’s Republic of China, analyzes key trends and problems underlying recent changes in the the port system of China. To date, there has not been a comprehensive study in the Russian bibliography that gives a general idea of the role of the port economy in the development of the PRC economy and China’s leadership in the port and shipping industries of the world. The country has been active in introducing innovations in various fields, from road transport technologies to biotechnology. The relevant programmes and resolutions of the President of the Republic of Uzbekistan have been adopted. The Republic of Uzbekistan is becoming an increasingly attractive destination for foreign investment. The country has a strong potential and abundant resources, both natural and human. By pursuing a consistent policy, the Republic of Uzbekistan is gradually beginning to assert itself on the world stage, and is striving to become a leader in Central Asia. Thus, the consideration of new projects carried out within the framework of innovation policy is relevant. The aim of the presented paper is to identify main innovation policy development trends in the Republic of Uzbekistan. To analyze the innovation policy of the Republic of Uzbekistan, the authors considered the Decree of the President of the Republic of Uzbekistan coordinating the activities of the Ministry of Innovation Development, the New Uzbekistan Development Strategy for 2022-2026, as well as local and Russian experts’ assessments. The research literature, mass media sources, public opinion polls and statistical data, as well as the legal framework were studied. In this paper a diagnosis of the Ministry of Innovative Development of the Republic of Uzbekistan has been made, and the key tasks and directions of the country’s reforms in this area have been identified. The main projects, which attract significant investments and introduce new technologies and personnel, are described. They contribute to the formation of close economic ties and coordination of foreign trade between the participants, which in turn has a favorable effect on the development of the national economy of the country. Participation in integration associations is of great importance for the development of Belarus’ economy and increasing its role in the international arena. Membership in the SCO opens up new prospects for the country and provides an opportunity to expand cooperation with other countries of the Asian region. Once Belarus becomes a full-fledged member of the association, the country will have new ways to develop its potential in various areas, including the economy, logistics, transport, security, culture, education, healthcare, tourism, industrial and agricultural sector, science, as well as experience in international multilateral cooperation. The article is devoted to the topic of assessing the potential of joining the Shanghai Cooperation Organization integration association of the Republic of Belarus. In order to assess the prospects of economic cooperation more accurately, the authors conducted an econometric analysis using a modified version of the traditional gravity model of Belarus’ foreign trade with the member countries. As a result, the authors have identified the most significant factors influencing the volume of trade with the member countries. By analyzing the ratio of calculated indicators to the actual level of exports and imports, the authors made a conclusion about the level of realization of trade potential with the SCO countries. In the current vision, the boundaries of the stages of formation and development of a market economy in Russia are blurred, the transition to a market path of economic development has an ambiguous interpretation in the scientific literature and is mainly associated with the 1990s. The lack of a clear understanding of the essence, sequence and continuity of the stages of formation and development of a market economy in Russia causes the uncertainty of the current stage of this process. The purpose of this research is to develop a systematic scientific vision of the process of evolution of a market economy in Russia. The study provides a historical review of the formation and development of a market economy in Russia based on the works of Doctor of Economics, prof. L.S. Shakhovskaya, who stood at the origins of the formation of the scientific concept of the market economy of Russia and in her works reflected in detail the essence and features of each stage of its evolution. This article is dedicated to the 80th anniversary of Professor L.S. Shakhovskaya, was written by her students who are developing the scientific school founded by her. The proposed new scientific vision of the process of evolution of the market economy in Russia, which clearly determined the three stages of its evolution. The first stage (1991-1999) was associated with the transition from a planned to an open industrial market economy through privatization and deregulation. The second stage: (2000-2013) was the integration of Russia into the world economic system to form an open post-industrial market economy. The third (modern) stage (2014-2031) involves the strengthening of strategic academic and technological leadership for the transition to a neo-industrial market economy 4.0 through ensuring technological sovereignty. Research contributes to the development of scientific and economic thought through the formation of a systematic scientific vision of the process of evolution of the market economy in Russia, which rethought and clarified the history of the market economy in Russia, and also clarified the meaning of its current stage by reflecting its continuity and patterns of occurrence.
