It is proved that during the period of democratic transit the volunteer movement became a factor of civic activism. It is emphasized that volunteering has become a political institution of Ukrainian society, an element of the political system. Volunteering contributes to the transformation of civil society. Volunteering acquired the status of a political institution, due to its great importance in political life and significant activity in the political sphere; at present it belongs to social and political movements, which in a certain sense can be considered as groups of political pressure; partnership with the state in solving important matters. A weighty function of volunteering was the compensatory replacement of the state in the logistic support of the front line during the Russian aggression against Ukraine. In volunteer activities, significant financial and material resources were involved, it acquired a mobilization character. The number of volunteers and volunteer organizations has increased many times. Volunteering has become a nationwide cause. Experts in information technology, mechanics, weapons and military equipment specialists are involved in it. Svyrydenko, Wiktor Mozgin","doi":"10.29202/UP/4/7","DOIUrl":"https://doi.org/10.29202/UP/4/7","url":null,"abstract":"Contemporary Ukrainian culture is in a state of redefinition of the basic values and principles on which its functioning is based. The challenge faced by the political and intellectual elites of Ukraine is to create a common language code that will be accepted and understood by members of the whole society. The postcolonial character of culture in this context is the platform on which the contemporary image of the Ukrainian state is created. Therefore, the idea of contemporary Ukraine should be based on the process of getting rid of the “postcolonial syndrome” and shaping the Ukrainian culture based on the traditions and attitudes of national culture. The state’s position in this regard should be compatible and follow the common goal of real independence from the then colonizer. The Russian Federation, implementing its imperial policy towards Ukraine, effectively hinders the development of the Ukrainian cultural sphere, which is one of the priority state-building spaces. Therefore, Ukrainian society faces a very difficult task, because it should create an effective institutional and systemic base that will allow for nationwide development. The process of uniting the Ukrainian nation around the basic state-building idea should be based on a common language space, because language is the element that shapes the area of mutual social interactions. Ukraine in the conditions of competition, not only in the military context, but above all in the cultural context, should go in the direction of promoting its own position in every sphere of functioning, and especially in the cultural sphere.","PeriodicalId":52964,"journal":{"name":"Ukrainian Policymaker","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-05-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"47226513","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The authors use a philosophical approach in understanding the value of knowledge as a powerful tool for social and economic development. It has been proved that politicians and teachers play almost the same role in overcoming the global poverty and violence. Instead of theorizing about humanistic ideals, they should direct the ideas of humanism in a practical way through the training of students and the creation of a favorable climate for the life of citizens. The ideas of democracy and human respect must also go beyond the audience and be implemented in the practical dimensions of society. Science in universities must be subordinated to humanistic values, just as philosophy was subordinated to Theology in the Middle ages. While most universities are trying to mobilize efforts to increase economic performance, it is necessary to work on the development of intellectual capital in society. In addition, it is important for policy makers to understand the difference between the training of a competitive specialist and the education of a harmonious personality in the context of the formation of a higher education strategy. These processes must occur synchronously and not contradict each other. That is why the study of philosophy or cultural studies is no less important than the study of mathematics and physics.
