Vásquez","doi":"10.32992/erlacs.10590","DOIUrl":"https://doi.org/10.32992/erlacs.10590","url":null,"abstract":"Abstract: The extractivism of brown algae in northern Chile The extraction and collection of brown algae (huiros) showed an exponential increase in the early 2000s. This fishery is transformed into extractive due to the international demand for raw material for the production of alginate (a product widely used in the textile and food industries). Its analysis in terms of global value chain and extractivist logic highlights recurring aspects of these forms of appropriation of capitalist value: exploitation in cycles of abrupt rise and fall, environmental and socio-labour degradation, hierarchies and inequalities. It also shows other apparently more heterodox aspects such as the management of a natural resource participated by the collectors and the role of the state, or the relative isolation and the reduced size of the places where it is collected. Thus, this industry is a relevant case to delve into the complex dynamics of extractivism, especially in aspects of governance as a policy of co-management of artisanal resources on the coast of Chile. Resumen La extraccion y recoleccion de algas pardas (huiros) muestran un incremento exponencial a principios de los anos 2000. Esta pesqueria de recoleccion se transforma en una pesqueria extractiva debido a la demanda internacional de materia prima para la produccion de alginato (producto de amplio uso en las industrias textil y alimentaria). Su analisis en terminos de cadena global de valor y logica extractivista ilumina aspectos recurrentes de estas formas de apropiacion del valor capitalista: la explotacion en ciclos de alza abrupta y caida, la degradacion ambiental y socio-laboral, las jerarquias y las desigualdades. Ademas muestra otros aspectos en apariencia mas heterodoxos como la gestion de un recurso natural participado por los recolectores y el rol del Estado, o el aislamiento relativo y el tamano reducido de los lugares donde se recolecta. Despite poverty, inequality, and a historical legacy of political violence and repression, Nicaragua has defied regional trends. It has registered low rates of violent crime while deploying policing practices that emphasized prevention over repression. April 2018 marked an end to this exceptionalism. Police attacked anti-government protestors, and launched a sustained campaign against dissidents that continues to the present day. While the Nicaraguan police had long cultivated a reputation as community-oriented and non-repressive, they appeared to quickly change into a repressive, political force. In this paper, we trace how the Nicaraguan police have evolved over time. Relying upon longitudinal data from 1996-2019 from the Latin American Public Opinion Project, we trace the process of police reform in Nicaragua, and analyse public attitudes towards the police as these reforms unfolded. Resumen: De policia comunitaria a policia politica en Nicaragua En una region plagada de altos indices de delitos violentos y practicas policiales represivas, Nicaragua se ha ganado una reputacion como excepcional. A pesar de la pobreza, la desigualdad y un legado historico de violencia politica y represion, Nicaragua ha desafiado las tendencias regionales. Ha registrado bajas tasas de delitos violentos al tiempo que ha desplegado practicas policiales que enfatizan la prevencion sobre la represion. Abril de 2018 marco el fin de este excepcionalismo. La policia ataco a manifestantes antigubernamentales y lanzo una campana sostenida contra los disidentes que continua hasta el dia de hoy. Si bien la policia nicaraguense habia cultivado durante mucho tiempo una reputacion de estar orientada hacia la comunidad y no represiva, parecio transformarse rapidamente en una fuerza politica represiva. En este articulo, rastreamos como la policia nicaraguense ha evolucionado a lo largo del tiempo. They also spur micropolitical processes of territorial and productive re-ordering within and between communities. This article analyses the response mechanisms of the inhabitants of a community located in the reservoir of a hydroelectric project in Mexico, facing the construction of a hydroelectric dam and the related arrival of new actors involved in illicit activities. In doing so, it examines the strategies for protecting their territory and livelihoods, and minimising risks at the same time at three levels: intensification, intentional transgression of rules and regulations, and the objection of the imposed system. The article concludes that the response mechanisms are informed by, and produce micropolitics of illegality and violence as well as new codes of governance. Resumen: Resistencia a desarrollos hidroelectricos en contextos de violencia y crimen organizado en Mexico Los desarrollos hidroelectricos no solo tienen consecuencias de largo alcance como la degradacion ecologica y la desaparicion de medios de vida, tambien implican procesos micropoliticos de reordenamiento territorial y productivo dentro y entre comunidades. Este articulo analiza los mecanismos de respuesta de los habitantes de una comunidad ubicada en el embalse de un proyecto hidroelectrico en Mexico, frente a la construccion de una presa hidroelectrica y la llegada de nuevos actores involucrados en actividades ilicitas. Se examinan las estrategias para proteger su territorio y su medio de vida, y minimizar los riesgos a partir de tres niveles: intensificacion, transgresion intencionada de reglas y regulaciones y estrategias de impugnacion.
