This paper explores the politics of social policy expansion during the Great Depression in the United States and Canada through an analytical lens that combines the insights of historical institutionalism and the analysis of transnational processes. Thus, the paper focuses on the differences between these two cases as distinct entities as well as how they were shaped by, and influenced one another through, transnational processes. This combination of historical institutionalism and close attention to transnational processes adds insight to the existing scholarship on the politics of welfare state development that tends to prioritize one perspective over the other. Empirically, the paper compares these politics in two discrete social policy areas: old-age pensions and unemployment insurance. The puzzle tackled is the following: why did the U.S. federal government create new programs in these areas during the 1930s, while Canada did not; and, simultaneously, how did these U.S. policy developments influence Canada during and beyond that decade alongside other transnational trends and processes? As argued, the distinct timing and pace of reform and the role of courts explain why Canada did not implement major public pension and unemployment programs during the Great Depression. This contrasts with the U.S., where the advent of the New Deal led to the creation of a federal pension program and a decentralized system of unemployment insurance. Over time, these policy innovations impacted welfare state development in Canada through transnational influence.
\u0000
\u0000 \u0000
\u0000 \u0000
Related Articles
\u0000 \u0000
Béland, Daniel, Marchildon, Gregory P., Medrano, Anahely, Rocco, Philip. 2024. “Policy Feedback, Varieties of Federalism, and the Politics of Health-Care Funding in the United States, Mexico, and Canada.” Politics & Policy 52(1): 51–69. https://doi.org/10.1111/polp.12575.
\u0000 \u0000
Luypaert, Anouk, and Peter Thijssen. 2024. “The Comparative Politics of Solidarity: Political Party Discourse across Three Welfare State Regimes.” Politics & Policy 52(5): 935–962. https://doi.org/10.1111/polp.12625.
\u0000 \u0000
Luccisano, Lucy, and Amy Romagnoli. 2007. “Comparing Public Social Provision and Citizenship in the United States, Canada, and Mexico: Are There Implications for a North American Space?” Politics & Policy 35(4): 716–751. https://doi.org/10.1111/j.1747-1346.2007.00082.x.
\u0000
\u0000

The study uses panel data from 53 African economies spanning 1996 to 2020. Using an array of heterogeneous panel data estimators, including the augmented mean-group estimator that corrects for intertemporal correlations and endogeneity, our results challenge existing knowledge. First, in a situation where the institutional and security architecture is relatively weak, terrorism reduces the shadow economy. Second, the impact of terrorism on the shadow economy varies among countries, as revealed in the heterogeneous analysis. Further analysis shows that strong elected local government can serve as a veritable tool for downsizing informality. Local government autonomy reduces informality by enhancing effective public service delivery and boosting tax morale. These findings are robust to alternative estimations. While policymakers have many tools at their disposal, carbon pricing is a policy option that utilizes market theories to curtail harmful effects from emissions through pricing structures. This is important because as global warming issues become more evident, policy efforts will be needed to intervene. If we can understand what factors drive adoption and the dynamics involved, there is a potential to incentivize policy adoption. In this study, we first examine the factors that drive carbon pricing policy adoption in US states. Then, in response to the findings from the first model, we determine the factors that are driving carbon emissions to identify the overlap in variables that increase the likelihood of carbon pricing policy adoption and decrease carbon emissions. Examining state data from 2005 to 2020, we find that a multitude of factors influence interstate carbon pricing policy adoption, including the political landscape of the state, and the presence of interest groups to name a few. Some overlap is shared between increased likelihood of carbon pricing policy adoption and reduced carbon emissions, therefore it would be beneficial for policymakers and environmentalists to collaborate and potentially incentivize adoption.
\u0000
\u0000 \u0000
\u0000 \u0000
Related Articles
\u0000 \u0000
Hedegaard, T. Drawing on the Advocacy Coalition Framework (ACF), it examines how beliefs, coalitions, and institutional arrangements interact across different political arenas—European, national/regional, and local—to foster innovative social policy solutions. Empirically, the study compares two cases of policy innovation (inspired by basic income principles)—Barcelona and Utrecht. Methodologically, the analysis relies on 19 semi-structured interviews with key actors involved in the policy process, complemented by documentary analysis. Findings show that policy innovation results from the interplay between local agency and multilevel structural opportunities. The ACF proves to be a valuable theoretical lens for explaining how ideas and coalitions gain traction across governance levels. Moreover, it concludes that local innovation depends not only on the role of policy entrepreneurs but also on the enabling conditions created by multilevel governance structures.
\u0000
\u0000 \u0000
\u0000 \u0000
Related Articles
\u0000 \u0000
Burau, V., and C. Using comprehensive firm-level data spanning 2012–2022, we find that targeted subsidies significantly accelerate digital transformation initiatives by alleviating financial constraints, particularly among growth-stage, small-scale, and private enterprises. The impact exhibits notable heterogeneity across industries and regions, with labor-intensive sectors and areas with conducive business environments demonstrating more substantial positive effects. Interestingly, in regions already characterized by high digitalization, the effectiveness of subsidies diminishes, suggesting the need for more differentiated policy approaches. Beyond stimulating digital technology adoption, these subsidies serve as stabilizing mechanisms for firms navigating environmental uncertainties. Our findings provide novel microlevel evidence on the transmission mechanisms through which government financial support drives industrial digitalization, contributing to both theoretical understanding and policy design for promoting new-generation industrialization in transitional economies.
\u0000
\u0000 \u0000
\u0000 \u0000
Related Articles
\u0000 \u0000
Wang, Qingzheng. 2025. “Structural and Instrumental Power of Real Estate Companies in China and Government Regulation: The Case of Evergrande.” Politics & Policy 53, no. 3: e70031. https://doi.org/10.1111/polp.70031.
\u0000 \u0000
Shen, Y., Ieong, M. The link between decentralization and these different modes of participation has received inadequate attention in the context of Latin American countries. Therefore, a thorough examination of the effects of decentralization on varying forms of citizen participation is warranted. This article addresses two main questions: (a) Does decentralization—specifically fiscal decentralization—affect citizen participation? and (b) if so, does the impact of fiscal decentralization vary depending on the specific mode of citizen participation? To answer these questions, this study employs a multilevel analysis to estimate citizen participation as a function of both individual and regional characteristics. This article examines Scotland's National Care Service reform (2021–2025), a major recentralization that underwent significant modification following sustained engagement from local governance networks. Drawing on 21 elite interviews conducted during the early stages of the reform and documentary analysis spanning 2021–2025, the study traces how councils, Integration Joint Boards, NHS bodies, and third-sector organizations shaped the trajectory of the proposals. Network responses followed four patterns: reframing technical reforms as issues of democratic accountability; conditioning cooperation on fiscal and workforce constraints; acknowledging their own organizational limitations while emphasizing collaborative strengths; and asserting a protective role over local innovation capacity. Although multiple factors influenced the reform's trajectory, network action appears to have contributed to significant modifications, including the retention of Integration Joint Boards and the adoption of phased implementation. The analysis shows that centralization in complex service systems emerges through negotiation rather than directive authority. For policymakers, the findings highlight that durable reform requires recognizing the interdependencies and relationships on which implementation ultimately relies.
\u0000
\u0000 \u0000
\u0000 \u0000
Related Articles
\u0000 \u0000
Bandelow, N. Norman

Welcome to the Policy Studies Yearbook Annual Review 2025–26 which Politics & Policy (P&P) is proud to host as an annual virtual special issue for the third time. More than a decade ago, the Policy Studies Yearbook was pioneered by our sister journal, the Policy Studies Journal (PSJ—which, like P&P, is also published by the Policy Studies Organization [PSO] and Wiley). The unique twin project of the Yearbook: (1) connects international policy scholars and practitioners via the Yearbook directory, and (2) publishes their original research on recent policy developments and exceptional reviews of the policy literature in the Yearbook Annual Review.

The Yearbook directory (psoyearbook.org/directory) is an innovative platform designed especially for policy scholars, practitioners, and graduate students to facilitate networking and enhance visibility within the policy research community. Joining is quick, easy, free, and a great way to get connected, find coauthors, potential reviewers, or thesis supervisors, identify experts in specific policy fields, shortlist potential faculty, and convene integrated conference panels—among a host of other things.

The Yearbook Annual Review was created and edited by Prof. Hank Jenkins-Smith as a special supplementary issue in the PSJ from 2009 to 2019. I had the privilege of taking on the editorship of the Yearbook in 20211 and it moved to an annual special issue of P&P from the 2022–23 issue2 onward. A key focus of the Yearbook Annual Review has always been to introduce early-career scholars regarding the standards required to publish in prestigious peer-reviewed journals alongside co-authorship with, and academic guidance from, established faculty members. Each Yearbook therefore hosts state-of-the-literature review articles, covering recent developments in the policy literature, which is a fantastic way for doctoral candidates to maximize the publication clout of their thesis literature review work. Faculty-graduate coauthored papers remain welcome, but now the expanded Yearbook is not restricted to considering only this article type or only graduate-faculty coauthored pieces. Since 2021, the Yearbook Annual Review has also branched out to include original research articles and commentaries on contemporary policy developments and timely policy debates.

Before I introduce this year's article lineup, I am delighted to announce an important and welcome update to our publication procedures. Our longstanding publisher, Wiley, has brought in some exciting, state-of-the-art changes to P&P production over the last 18 months. These include the advent of ‘continuous publishing’ which means authors of any P&P special issue articles, including those in this Yearbook, now do not have to wait (sometimes months) for s
