This qualitative study reveals international students’ experiences regarding academic adaptation and success in China’s two academic management environments: ‘semi-differential’ and ‘differential’. The findings reveal that students’ academic experiences and challenges differ depending on the academic management environment. International students in the ‘semi-differential’ model struggle with adapting to academic knowledge, language proficiency and poorly fitted teaching styles but generally overcome these challenges and achieve academic success owing to push motivations and a more integrated environment. In contrast, the ‘differential’ model allows easy adaptation and graduation but leads to a lack of academic confidence, low levels of responsibility towards education and questioning educational quality. To promote the sustainable development of international education and better support international students, Chinese campuses should enhance their institutional arrangements.","PeriodicalId":51489,"journal":{"name":"Journal of Higher Education Policy and Management","volume":" ","pages":""},"PeriodicalIF":2.6,"publicationDate":"2023-07-04","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"42876625","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"教育学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We analyse a sample of 320 Russian public higher education institutions using the modern nonparametric methodology of an order-m conditional efficiency estimator. Our results suggest that the distribution of universities by efficiency scores may heavily depend on the aforementioned internal characteristics. The diversity of the academic staff, the student body and income sources positively affect the efficiency level, and so different policies and managerial practices aimed at increasing this diversity can be used as instruments for improving university efficiency and performance.","PeriodicalId":51489,"journal":{"name":"Journal of Higher Education Policy and Management","volume":"45 1","pages":"545 - 565"},"PeriodicalIF":2.6,"publicationDate":"2023-05-13","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"42062984","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"教育学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

On the contrary, the literature on these processes in the context of developing countries is quite recent and scarce. We offer a descriptive, narrative review of the literature on research capacity building in universities in developing countries, both in terms of the conceptual models or theoretical frameworks used and of strategies reported. We also compare this corpus with recent literature on this set of issues coming from developed countries, covering 40 papers overall. On the theoretical side, we find substantial differences in density and content across both sets of papers. The empirical dimension suggests universities in developing countries tackle the problems of fostering research capacity piecemeal and idiosyncratically without the benefit of an overall conceptual model or blueprint to guide them.","PeriodicalId":51489,"journal":{"name":"Journal of Higher Education Policy and Management","volume":"45 1","pages":"566 - 582"},"PeriodicalIF":2.6,"publicationDate":"2023-05-13","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"41880160","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"教育学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

A big thank you to our guest editors Denise Jackson and Ian Li, and all the contributors to that special issue. Our first two articles in this issue offer new theoretical and practical perspectives on (de)colonialism in higher education. Savo Heleta and Samia Chasi reimagine the definition of internationalisation from a decolonial lens, unpacking dominant internationalisation definitions and applying them to contemporary South Africa. Jing, Ghosh and Liu examine how neocolonialism operates in international branch campuses, outlining the careful balance between mimicry of the Western education practices of the home university against local campus needs. There are many policies and interventions that seek to address the underrepresentation of women and ethnic minority groups in the academic workforce. One direct approach taken by The University of Melbourne has been affirmative action. Guillemin, Wong and Such review the implementation and effectiveness of numerical targets in recruitment to redress unequal opportunity for women in Science, Technology, Engineering and Mathematics (STEM), concluding with some important lessons. Inequality in recruitment may also be redressed through better training and awareness of implicit bias. Although these practices are common, there is a lack of evidence for their efficacy. Betsy Lehman and colleagues examine the effects of a mandatory bias literacy program for academic staff at an American public university, concluding that the recency of training and the ability to put training into practice are crucial factors. Academic work has dramatically changed over the past two decades towards more teaching-focused roles, auditing of teaching quality and research outputs, and general ‘hyper-performativity’ pressures. However, understandings of knowledge creation in teaching-focused roles remain underdeveloped. Godbold, Matthews and Gannaway apply a learning-practice conceptual framework, aiming to capture and recognise the complexity of these roles. The academic sabbatical used to be a right for almost all academics, offering a period of rest, recuperation and academic travel. Bruce Macfarlane documents how sabbaticals have undergone a transformation over time and are now a privilege for a minority, narrowly configured towards research outputs. To round out the issue we have two book reviews. We have Riana Tambunan’s review of The right to higher education: a political theory by Christopher Martin.
