To prevent these unintended consequences, payment-by-result approaches have been progressively strengthened.\u0000 The aim of the research reported in this article was to investigate the extent to which such approaches are able to make service providers accountable for client outcomes. The study used two Italian regional cases in order to compare different and alternative contracting arrangements: Lombardy (outcome-based payments), and Emilia-Romagna (fixed payments). Drawing on rich administrative databases, the analysis relied on a quantitative methodology based on propensity score matching and logistic regressions. Although public support for progressive taxation in general is strong, no tax on personal net wealth is currently levied. Against this backdrop, we ask how objective and subjective self-interest, information about wealth inequality and deservingness valuations regarding the wealthy affect popular support for a personal wealth tax. Particular attention is paid to the interaction between self-interest and deservingness. Using original survey data and a vignette design, we find that subjective self-interest is more important than objective self-interest, and that providing information on aggregate wealth inequality can shift the attitudes of those who are otherwise indifferent in favour of wealth taxation. Furthermore, deservingness valuations impact support for taxation in important ways. Factors indicating meritocratic wealth accumulation reduce support, and this is especially pronounced among low-status respondents. By contrast, while non-meritocratic factors increase support for taxation, these effects are largely off-set in privileged groups. Mohan","doi":"10.1017/s0047279422001015","DOIUrl":"https://doi.org/10.1017/s0047279422001015","url":null,"abstract":"\u0000 This paper provides a detailed overview of how the COVID-19 pandemic has affected the income of charitable organisations – an under-researched theme within social policy, which thus far has largely focused on the impact of the pandemic on individuals’ and households’ wellbeing. It analyses a unique longitudinal dataset that follows through time c.90,000 charities in England and Wales. The results, for the first time, illustrate the scale of the pandemic’s financial impact on the charitable sector: the median charity experienced a 13% real decline in annual income, while a charity at the 25th percentile of the annual relative growth distribution experienced an income decline of 43%. Importantly these annual declines are much more sizeable than those associated with the Great Recession and subsequent period of public spending austerity. Smaller charities, particularly those with an income under £100k, have been most significantly affected. The declines have been pervasive, extending across most fields of charitable activity, though certain charitable fields have seen particularly acute declines. While the policy design of means-tested benefits relies on the distributive justice principle of need, demanding activation policies are intrinsically related to the principle of equity and basic income schemes depend on equality. Based on the moral economy and policy feedback literatures, which assume that public opinion adapts to the normative conceptions of justice encapsulated by institutions, attitudes towards these welfare reforms are expected to be grounded on these distributive logics. However, as these reforms are weakly institutionalized and their underlying principles are politically contested, the normative foundation of their public support remains unclear. This study investigates how distributive justice preferences shape support for these proposals by applying structural equation modelling on data from the CRONOS panel linked to the European Social Survey round 8 (2016/2017). Results indicate that only basic income schemes and demanding activation policies are to some extent connected to each of the justice principles. This paper presents a framework for assessing disability-related decommodification and then applies that framework to an analysis of the Social Security Disability (SSD) programs in the United States. The paper draws on survey data from the Health and Retirement Study linked to administrative records from the Social Security Administration, and further compares the U.S. estimates to those from 27 other countries. The results indicate that more than 50 percent of older adults of working-age with work-disabilities in the U.S. do not receive SSD benefits, though rates of benefit receipt are higher than the average across other high-income countries. Those that receive SSD benefits, moreover, experience greater difficulty achieving an adequate standard of living, as measured by an index of financial security, than those with similar characteristics in the U.S. who do not receive disability benefits. The fact that the individual contributions, despite their common objective, are not subordinate to a uniform and integrated theoretical approach makes it possible to capture a broad range of changes in different domains of Germany’s political economy (from skill formation systems to corporate governance and industrial relations) and on the most diverse levels (institutions, power relations, and ideas). However, the central finding of a generally growing imbalance remains somewhat vague against this background, since it is difficult to theoretically link the consequences of the various developments back to the architecture of the German economy as a whole. This would require a more dedicated theoretical examination of an ideal-typical concept of balance, against the background of which the individual shifts and changes could have been systematically classified and evaluated. A starting point for further development could be a critical examination of the manifold meanings of the concept of complementarity (see Crouch ; Deeg ; Höpner ), which implicitly and at least partially represents the antagonist to the concept of imbalance. This could provide a more nuanced diagnosis of changes, their mutual interrelation and implications in order to evaluate in how far transformations have resulted in social, political or economic disadvantage.
