We find that counties whose municipal bonds are purchased by politicians subsequently receive higher federal funding, consistent with politicians investing in jurisdictions that later benefit from intergovernmental transfers. Secondary-market yields on these bonds decline roughly 4 months after purchase, suggesting that elected officials tend to buy when yields are elevated and benefit from subsequent price adjustments. However, we do not observe corresponding improvements in local real activity: new residential construction and housing prices remain flat, while 90-day mortgage delinquencies and unemployment rise in the post-purchase period. Using an Average Treatment Effect on the Treated/Rubin causal framework, event-time analyses, and placebo and robustness checks, we show that these patterns are not driven by differential pre-trends. Yet in recent years, they have increasingly attracted tourists in both the Global South and the Global North. However, few studies have explicitly theorised the relationship between territorial stigma and tourism. This paper addresses this gap through the case study of Scampia, one of the most stigmatised neighbourhoods of Naples – and arguably of Italy – which has recently become the focus of growing tourist interest. Drawing on participant observation, interviews, and interpretative analysis of media and cultural representations, the findings suggest that territorial stigma itself may become a significant driving force of tourism. Moreover, situating the discussion within the debate on coping strategies, the article develops the concept of tourism-led commodification of territorial stigma , showing how local actors may temporarily accept stigma and strategically leverage it as a resource within the tourism industry. With COVID-19, the resilience of affected communities awakened interest in unpacking how residents respond to disasters such as disease outbreaks and how they anticipate future occurrences. This article urges a novel alternative thinking about how community resilience capacities can be deployed to bring about long-term changes to tackle historic disadvantages. Based on qualitative data collected during the 2020 Lagos COVID-19 lockdown, it evidences the necessity of adaptive and absorptive resilience capacities during times of crisis, but argues that these reactions do not inherently correct long-standing disadvantages. Rather, they could inadvertently lead to communities bearing the cost of resilience actions. Drawing from spatial justice principles, resilience theory and community actions, a novel conceptual framework for reordering resilience capacities is produced, which proposes that transformative resilience capacities deployed before crisis, and framed within a spatial justice lens can lead to fundamental changes in disadvantaged communities. This study adopts a citizen-centered perspective to examine how citizens perceive and prioritize stakeholders that shape urban livability. Focusing on Vienna, one of the world’s most livable cities, we employ a sequential mixed-method design combining survey data ( n = 1787 respondents), media analysis ( n = 39 conflict cases), and five conjoint experiments ( n = 1354 respondents). Drawing on stakeholder salience theory, we operationalize four attributes, that is, power, legitimacy, urgency, and proximity through contextual indicators such as voting rights, language proficiency, geographic proximity, and economic contribution. The findings show that stakeholder salience is perceived along a continuum rather than through fixed categories. Citizens’ evaluations are shaped by these contextual attributes, which cut across multiple salience dimensions and determine whose claims are recognized in urban governance. The results demonstrate that stakeholder recognition is discursively constructed rather than predetermined, calling for a refinement of stakeholder salience theory toward a more citizen-centered model. Existing research often focuses on successful case studies and best redevelopment practices, providing a biased view of the actual development trajectories of brownfields over time. In response, this article proposes a longitudinal study of 41 toxic waste disposal sites identified in 1985 by Québec’s Ministry of Environment in the metropolitan region of Montréal, historically marked by intense industrial activity followed by deindustrialization. It documents their development pathways four decades later with regards to dominant use and ownership evolution. Complicating the narrative of remediation success towards high-value activities like housing and commerce, it finds that more than half of these sites are abandoned or used for logistics and parking in two main spatial clusters, while over a quarter are parks. In terms of ownership evolution, most sites have stayed in either private or public hands over four decades. The article also finds evidence of ownership transfer from polluting private firms to the State, financially responsible for remediation, leading to the socialization of cleanup costs and to environmental injustice. Potential reasons explaining the obduracy of toxic waste sites and their limited transformation include their peripheral location, a North American tendency towards sprawl, the toxic legacies of oil refining in the Montréal region, and soft regulation. This theoretical conceptualization article explores urban transport through a social-constructivist lens. I pair inductive and grounded-theory approaches to engage primary-source, qualitative perspectives from a multi-agency Bus Rapid Transit (BRT) planning process in Denver, Colorado. The research setting is Denver’s concomitant East Area Plan, a corridor set to receive a BRT line, and a recent rezoning. Methods include participant observation at community meetings and civic events; conversations with planners, politicians, and civil servants; and close readings of neighborhood plans and statutory and transportation-planning materials. I code material deductively and inductively to identify thematic findings grounded in scholarly literature and disparate empirical materials. I find that economic-development goals drive project motivations and circumscribe formal participation opportunities. Residents and civic groups have contested those motives through sustained, coordinated alternative visions. A social-constructivist lens on urban-transport projects such as Denver’s East Colfax BRT enables a view of these projects as relational and co-constitutive between transportation planners and members of affected communities. Recent scholarship has begun to recognise the decentralised and spatiotemporally fragmented nature of work organisation on digital labour platforms. However, the relationship between gig workers and their workplace, that is, the road itself, remains relatively underexplored. This article examines the dual role of roads within the labour process of food delivery platforms. First, it demonstrates how roads, in tandem with the information and communication technology infrastructure of gig platforms, function as a means of production through which workers deploy their labour to produce delivery service commodities. Second, it argues that roads also constitute a social space shaped by the caste and class hierarchies embedded in local political and social relations. These dual dimensions were uncovered through the author’s participation as a food delivery worker in New Delhi, India, which enabled access to otherwise opaque aspects of the labour process. Based on eight days of focused fieldwork in the 7th arrondissement, combining participant and non-participant observation with brief on-site conversations, and using official documents to establish planned perimeters and operating rules, we trace how public space was reorganized through layered controls. Although venues were urbanized into iconic sites, nearby streets were defined by fences, staffed checkpoints, and time-gated crossings that produced conditional publicness and muted ordinary presence. We show how commercial and legal constraints tied to venue governance, together with risk-led security, enabled the urbanization of the event without yielding the eventalization of the urban. More specifically, the Paris case suggests that carceral Olympism operates through calibrated permeability and graduated thresholds of access, movement, and visibility rather than through closure alone. The result was an archipelago of managed sites rather than a citywide celebration. This article introduces ‘Radical Play’ as a conceptual and methodological framework for prefiguring a city of care – one in which everyday practices of interdependence and collective responsibility are actively rehearsed as foundations for democratic urban life. Radical Play repositions play as a political and situated urban practice. Unlike instrumental uses of play in participatory planning, design or placemaking, it foregrounds play’s subversive and prefigurative capacity for reappropriating the urban as common space. Drawing on play studies, critical urban theory and political philosophy, the article argues that Radical Play mobilises the liminal ‘as if’ condition of play – through its embodied, intersubjective and affective qualities – to suspend normative behaviours and rehearse alternative modes of collective existence. In doing so, it extends prefigurative politics into the everyday, framing relationality and care as practices of collective world making. These ideas are examined through two student-led, community-based interventions in Pamplona, Spain, which reappropriated balconies as relational spaces for cooperation and urban solidarity. Together, these projects trace a shift from play as event to play as infrastructure, revealing both the potential and fragility of Radical Play.
