The theoretical basis for the \"de-administration\" of community neighbourhood committees comes from the relevant provisions of the Constitution and the law, while the theoretical basis for \"administrativeisation\" comes from the real problems that exist in practice, which is the gap between what should be the case and what is the case for community neighbourhood committees.
