Public health employees are more compelled to view organizational goals as their own and are more loyal and committed to the organization in cognizance of their perceived organizational support. Thus, perceived organizational support (POS) could act as a positive resource for catalyzing employee engagement and positive organizational behavior amongst health care personnel. Despite limited studies on the moderating role of psychological empowerment on the relationship between POS and employee engagement in the health sector it is justified to infer that based on social exchange theory and organizational support theory, the value attached to POS by employees based on their ability to meet their needs and mitigate their stress empowers them psychologically to stoke their engagement levels. Therefore, psychological empowerment is as significant as a moderator . In this regard the health sector should promote the adoption of human resource practice with an inclination of POS and stoking psychological empowerment for employee engagement. The review has provided insights that should encourage conversations and future research in the domain of POS, psychological empowerment and employee engagement that is critical for survival and success of public health sector. This was cross sectional survey study where data was collected in private health institutions in Kisumu County at a single point in time. Population of the study was 75 procurement staff of the 25 private health institutions in Kisumu County while the sample size was all the 75 staff working in the procurement departments. Data was collected through structured questionnaires that was administered through drop and pick technique. The collected data was analyzed and mean and standard deviations used to describe the variables in the study while regression analysis was computed to determine the effect of supplier evaluation on performance of procurement function of the private health institutions in Kisumu County. Both descriptive and inferential statistics indicated that all the study’s conceptualized variables (supplier quality commitment, supplier financial stability and supplier competence) significantly influenced performance of procurement function of private health institutions in Kisumu County (dependent variable). The study concluded that one; supplier quality commitment is a mandatory requirement for boosting the procurement function; two, supplier financial stability boost procurement performance function by minimizing costs associated with re-advertisements of tenders due to prequalified supplier’s financial inability; and three, supplier competence is a significant determinant of procurement performance, since overall supplier capability in terms of product/service quality responsiveness guarantees customer satisfaction. The study recommended that one, the procurement office should consider supplier’s quality commitment to ensure that procured goods/services meet customer needs and standards, two, the procurement office should evaluate suppliers’ financial stability in determining suppliers’ financial capability of supplying procured goods/services; and three, to boost the procurement performance function, procurement officers should carefully assess supplier’s competence in supplying quality goods/services before being awarded bids. The continuing role of universities in the provision of transformational experience for individuals and the global community cannot be under estimated. However, in the current climate and with substantial increase in technological advancement, higher education has witnessed increased cases of lack of honest appraisal of the problems facing universities. This study sought to assess the effect of human resource planning on the performance of public universities in western Kenya region . The specific objectives of the study were to; examine the effect of recruitment and selection on the performance of public universities and to determine the effect of outsourcing on the performance of public universities in western Kenya region. The study adopted analytical cross-sectional and survey research design. The target population was 2,822 employees and a sample size of 341 was drawn from a total population of 2,822 employees to represent the whole population using Krejcie and Morgan Table 1970. The researcher selected the six public universities in western region purposively.  The public universities represented clusters from which simple random sampling was used to sample non-academic staff. Simple random sample was taken from the clusters in proportion to the cluster size in comparison to the population by use of proportional allocation. Data was collected by use of questionnaires. Data was analyzed using descriptive statistics of frequencies, percentages, mean, standard deviation and inferential statistics of correlation and multiple regression analysis using SPSS version 25.0. The null hypothesis was tested at 5% significance level. Result of multiple regressions revealed that human resource planning practices jointly and independently influenced organizational performance in public Universities in Western region. Jointly the two constructs namely outsourcing and recruitment and selection contributed 53.5% variation in performance of public universities (Adjusted R Square = 0.535). The β value for Outsourcing (.284) and recruitment and selection (.623) were all positive. All these together led to the rejection of the null hypothesis. The synergistic effect of the human resource planning practices under study cannot be gain said in achieving high performance of public universities. This implied that the management of public universities should pay high premiums in formulating and implementing human resource planning practices to galvanize performance of the public universities.
