In the 2021 BPS, the number of youths in South Sumatra reached 359,151. Youth development is carried out in order to improve the spirit of leadership, entrepreneurship, and youth pioneering so that, in the end, it can produce advanced youth, namely youth with character, capacity, and competitiveness (Heri, 2015). The purpose of this research is to explain the Implementation of the Inter-Country Youth Exchange Program at the South Sumatra Dispora related to HR Development as an effort to Build Youth Character in South Sumatra. The results showed that participants who received program benefits admitted that they did not receive optimal benefits. In addition, some parts of the activity did not run optimally because they were only virtual. The beneficiaries also stated that they could not accept the opportunity for internships. This is different from the beneficiaries of the program in the normal era. Another finding is that the PPAN program has not been optimally socialized in all districts and cities. A letter of notification regarding the PPAN program from the Ministry of Youth and Sports addressed to the Provincial Dispora, which was then forwarded to the district or city Dispora regarding the selection of the PPAN program, did not reach the sub district, village, or kelurahan. By conducting a study on the implementation of the complaint system and whistleblowing system at the Anti-Corruption & Civil Rights Commission of Korea (ACRC), this research aims to determine and analyze the implementation of the whistleblowing system and the factors that influence the effectiveness of complaint management. Through a systematic literature review using PRISMA 2020 and organizational capacity analysis by using Douglas Horton’s theory, it is concluded that a complaints system must be supported by policies and strategies from top management, human resources, technological infrastructure support, monitoring and evaluation processes, and networks as an effort to increase capacity in order to create a complaint handling system and effective policy. The problem is focused on the Village Consultative Body, which is one of the most important institutions in village administration, especially in making village regulations. In order to approach this problem, theoretical references are used from seeing and directly assessing conditions and situations in the field naturally and in accordance with what is happening in the food. The data wer e collected through village consultative bodies, village heads, village secretaries and other village officials, deputy chairmen of LKMD, youth organizations and the local community and were analyzed qualitatively. The problems found are the level of public awareness is still low, the lack of socialization provided by the Office to the community, the distance from the sub-district location, and the network system is not good. The research method that the researcher uses is descriptive qualitative research method. Data were collected based on data collection techniques by conduting interviews, observations, documentation, and literature studies. The data analysis technique that the researcher uses is data collection, data reduction, data presentation, and drawing conclusions. The theory that researchers use is the theory of service quality according to Zeithaml, namely tangibles, reliability, responsiveness, assurance, empathy. The result showed that the quality of service at the Department of Population and Civil Registry of Simalungun Regency was quite good even if is notoptimal. This can be seen from the Tangible indicators that have been sufficiently proven with the availability of facilities such as computers and laptops. Responsiveness the given by employees to the community who do not understand the birth certificate requirements. The phenomenon is that the people's mindset is not in line with the disaster mitigation system, the increased risk of flood disasters due to the growth and expansion of settlements and industry, and the lack of optimal coordination in flood handling and rehabilitation. The research objective is to analyze the collaboration process that occurs in handling floods in the city of Semarang and the supporting and inhibiting factors. The research method used is a qualitative method. The results of research show that the collaboration process has been going well, which consists of face-to-face dialogue, trust building, commitment to process, shared understanding, and intermediate outcomes. However, the share understanding indicator is not optimal due to differences in understanding of the problems faced by the private sector and the community with BPBD Semarang City. Supporting factors are network structures that are well built with each other and there is no hierarchy in this network; commitment through the efforts each goes through; trust in one another; information that is easily accessed; and human resources involved. The inhibiting factors are governance, distributive accountability and responsibility, and access to resources. Penelitian ini memakai metode penelitian kualitatif dengan cara mengumpulkan data melalui wawancara, observasi partisipatif, studi kasus, catatan lapangan, atau analisis dokumen. Wawancara yang dilakukan peneliti untuk mendukung argumentasi ialah dengan staf administrasi puskesmas terkait serta dengan warga sekitar yang menjadi acuan penelitian yang dilakukan. Puskesmas menyelenggarakan program vaksinasi, mengatur jadwal dan tempat vaksinasi, serta memberikan suntikan vaksin kepada masyarakat. Puskesmas Pademangan memainkan peran penting dalam penanganan pandemi COVID-19 melalui upaya edukasi, tes swab, dan vaksinasi. Meskipun ada beberapa pendorong yang mendukung upaya tersebut, masih ada beberapa penghambat yang mempengaruhi penanganan pandemi di tingkat Puskesmas. The research will be carried out using a qualitative approach, namely a more in-depth approach that will result in a more comprehensive study of existing phenomena, in addition to the method of collecting data by conducting interviews with informants and sources who are in direct contact with the object of research, there are 8 informants who consisting of election supervisors (Bawaslu), technical implementers (KPU) and people who have been registered as voters. Therefore, the implementation of the Parliamentary Threshold regulation actually brought controversy and criticism from various parties up to judicial review. One of the aspects that is considered controversial about the parliamentary threshold is that there are indications that it makes it difficult for political parties to contest in general elections, so that political parties are starting to recruit as many celebrities as possible, especially those placed in legislative elections. This research uses a qualitative-descriptive research approach with the library research method. Researchers collected research from 2011-2023 via Google Scholars related to celebrities or artists who participated in political contestations, especially in legislative general election contestations. From the data collection process, this research found two urgencies that had not been examined by previous research, (1) there was a change in the Parliamentary Threshold rules, resulting in political parties becoming more aggressive in involving celebrities in the Legislative Election contestation who were used as vote-getters to help vote. other political candidates. The development of UMKM actors in Magelang City from 2020 to 2022 experienced fluctuations. UMKM players are encouraged to expand their marketing through market places. The emergence of various digital platforms indicates that UMKM players are in the era of globalization. The development of UMKM which is accompanied by environmental changes must be adjusted to approproate strateges such as SWOT analysis approach. The aim of this research is create a model or framework for implementing UMKM development strategies in Magelang City. The research method is qualitative with a SWOT analysis approach (identification of strengths, weaknesses, opportunities and threats). The location of the research was in Magelang City. Informants were selected using a purposive sampling technique, including heads of UMKM associations, trader coordinators and regional apparatus organizations related to UMKM empowerment. Data collection was carried out by interviews, observation and documentation. This research identified 6 strengths, 7 weaknesses, 7 opportunities and 4 threats. From this identification, 16 strategies were produced in the form of 7 SO strategies, 3 WO strategies, 3 ST strategies, and 3 WT strategies. After that, a strategy implementation framework was formulated which focused on the classification of action planning for UMKM actors by paying attention to SO, WO, ST and WT strategies.
