Accordingly, digital culture not only ensures efficiency and flexibility in an organization’s operations, but also plays an important role in creating value for customers and helping the organization enhance its reputation. Using the method of overviewing previous studies, this paper reviews the theoretical framework of digital culture including the concept, characteristics and role of digital culture for organizations. Besides, this paper also points out the challenges that organizations encounter in the process of building digital culture. The research model indicates that logistics performance, economic freedom index, as well as the six components that make up the Logistics Performance Index (LPI), all have a positive influence on e-commerce. One of the important meanings of the Index is to help each media agency determine which stage they are in the digital transformation process, and therefore have an appropriate roadmap, plan, and digital transformation solutions. Based on a comprehensive document review and analysis, the article evaluates the digital transformation maturity of the Banking Science and Trainning Review according to the 5 pillars set by the criteria of the Ministry. The initial results indicate that the Journal has performed well in pillars (1) Strategy, (2) Digital Infrastructure, Platform, and Information Security, and (3) Organizational and Professional Consistency. However, the Journal should continue to work on enhancing in pillars (4) Readership, Audience, and Listenership, and (5) Level of Digital Technology Application. During the period of quarantine due to the epidemic, educational institutions have actively applied information technology in teaching, learning and evaluation to complete the school year plan. Reality has proven that one of the most important foundations of digital transformation in education is ensuring the conditions for digital infrastructure to apply information technology. By summarizing data and observing trends, the article evaluates the current situations of digital infrastructure, information system security and software systems serving digital transformation at the Banking Academy of Vietnam (BAV).
