However, the right to education continues to be a concept that is currently being discussed in the context of fundamental rights and freedoms and human rights, due to the fact that its use cannot be realized only through acceptance by states in laws. It is necessary to determine the concepts of rights and freedoms before examining the place of the concept of the right to education among fundamental rights and freedoms. The element of authority is at the core of the concept of right. This is the authority to do something, to behave in a certain way from others, or to ask for something to be done. The concept of right is defined as the interests of a person recognized and guaranteed by the legal system in accordance with the theory of interest. According to this definition, in order for interests to be considered rights, they must belong to a person and be protected by the legal order. There are also approaches that suggest that rights are different from interests and needs. According to these approaches, interests and interests may be arbitrary, but rights are principled and officially accepted powers and standards. From the point of view of the theory of will, right is an authority and voluntary superiority recognized by the legal system and guaranteed at the same time. The position of the voluntary superiority is provided by the rules of law. Therefore, the right is the sovereignty of the will, which is protected by the legal order. According to the mixed theory, which combines the theory of will and interest, the concept of right has been put forward as a protected interest by recognizing the willpower of a person. In this context, the right to education as a concept is much newer than the concept of educational assignment. Because in the beginning in modern societies, people could not use education as a right, they took it on as an obligation. It has been possible for education to be a human right only with the developments in the field of human rights. The classical bourgeois revolutions brought a certain degree of freedom of self-development to a person, but not all social segments were able to achieve this through their own means. 19. economic and social rights, which have gained importance with the understanding of the social state that has developed since the second half of the century, have also included the right to education. Individuals who have to leave the house less often may also be in a psychologically bad situation in parallel with this restriction. In this sense, the need for areas where especially older individuals can spend more quality time is quite high. In this context, the research aimed to evaluate recreation areas for older individuals, especially in a region such as Erzurum, where winter conditions are quite harsh. In the research conducted using the interview technique, one of the qualitative research methods, the data were collected with the general information form and interview form prepared by the researchers. The research was conducted between January 2023, and May 2023. As a result of the research, findings were found that older individuals generally go out for health reasons, they find the streets unsafe, and recreation areas are not suitable and need to be improved. According to the results obtained in the research, it can be recommended that recreation areas be developed for both summer and winter conditions and that necessary arrangements be made to enable older individuals to spend quality time in these areas. The research was prepared according to the qualitative research method. Content analysis method was used to analyze the obtained data. In accordance with the purpose of the research, primary school 1st, 2nd and 3rd Grade Life Sciences textbooks prepared for the 2022-2023 academic year were examined. The findings obtained from the research were divided into themes and tables were created in line with the themes obtained for each grade level. The findings obtained were supported by relevant visuals. As a result of the research, the most findings about environmental awareness were found in 3rd grade Life Science books, that is, the issue of environmental awareness was mentioned mostly in 3rd grade books. The most findings from the 3rd grade book belong to the visual field theme. The class with the least findings regarding environmental awareness is the 1st grade Life Sciences books. In the 1st grade Life Sciences books, where there were the least findings, the area where the most findings were obtained was again the visual area. In the light of the findings obtained in the research, it can be said that the Life Sciences books taught in the 1st, 2nd and 3rd grades of primary school are not sufficient to provide students with environmental awareness. When all the books at these three levels are examined, all themes other than the visual field have not been sufficiently processed and emphasized. At the same time, no activity was found in the books examined that would raise students to the practical level of environmental awareness. Depending on the findings obtained from the research, our suggestions include that the prepared life sciences textbooks should be rearranged on the subject of \"environmental awareness and sensitivity\" and include activities that will raise the students to the application level, and that these activities should be treated as a common theme not only in the life sciences book but in all courses. İnsan Hakları Evrensel Bildirgesinde hiçbir ayrım gözetmeksizin tüm bireylere tanınmış bir hak olarak yer almıştır. Bundan sonra yayınlanan çok sayıda uluslararası bildiri ve sözleşmede ise diğer insan haklarına ulaşabilmenin önkoşulu olarak belirlenmiştir. Eğitim hakkıyla ilgili uluslararası sözleşmeler, devletlere hiçbir ayrım yapılmaksızın bireylere eğitim hizmetinin sunulması sorumluluğunu yüklemektedir. Ayrımcılık yasağı ilke olarak negatif bir yükümlülüktür, ancak devletlerin her tür ayrımcılığın önlenmesi hususunda pozitif yükümlülükleri söz konusudur. Evrensel nitelikli belgelerde bireylere hayat boyu tanınmış bir hak olan eğitim, kesintisiz ve sürekli bir süreç olarak ele alınır. Dolayısıyla bilgi çağında olmamıza karşın bilgi eşitsizliklerinin derinleştiği bir dünyada insan yaşamının belirli bir evresinde yararlanılması gereken bir hak değildir. Bilimsel ve teknolojik gelişmeler bireylerin sahip oldukları bilgi, beceri ve yeterliklerin sürekli güncellenmesi gereksinimini ortaya çıkarmaktadır. Bu nedenle tüm bireylerin eğitim hakkından hayat boyu yararlanmalarını sağlayacak olanaklar arttırılmalıdır. Eğitim yöneticileri, kaynakları etkin şekilde kullanarak eğitim hakkından hiçbir ayrım gözetmeksizin tüm yetişkinlerin yararlanmasını sağlamak, katılım oranlarını artırmak, toplumun gereksinimlerine uygun eğitim etkinlikleri düzenlemek ve uygulamak göreviyle yükümlüdürler. Bu açıdan bakıldığında yetişkin eğitimi kurumunda görevli eğitim yöneticilerinin yetişkinlerin eğitim hakkının sağlanmasına ilişkin rollerini yeterince yerine getirememelerinin yetişkin eğitimine katılımın düşük olması, yetişkinlerin eğitim gereksinimlerinin karşılanamaması, nitelikli bir yetişkin eğitimi sunulamaması sonuçlarını doğuran nedenler arasında yer aldığı ileri sürülebilir. Eğitim yöneticilerinin yetişkinlerin eğitim hakkına ilişkin rollerinin yerine getirilmesi aşamasında yaşanan sorunların saptanması ve eğitim yöneticilerinin gerçekleştirmesi gereken rollerin ortaya konulabilmesi için eğitim yöneticilerinin görüşlerinin belirlenmesi gereklidir. The results of the double linear regression analysis show that work discipline and work culture have a positive and significant influence on employee performance. Working discipline, expected to provide training appropriate to the field of work that is required if it is done rotation on the work unit. In addition, training and development of skills and knowledge for new employees. This will provide supplies to employees in the face and conduct of the new job given. This type of information also forms the basis for achieving consensus. Understanding the problems in the education system, developing the sharing and finding a strategy for it is a critical process in reaching the foundation. Because such consensus is a key to encouraging synergetic action and cooperation by many segments that typically play a role in parts of implementation policies in the education system. To illustrate the difficulty of achieving consensus in the absence of good analytical work, we have to say that it is the best in policy discussions with priority views on the weaknesses and strengths of the education system, and how its performance should best be improved. As a result, it is not a surprise to see the political discussions at an impasse. Because it is difficult to assess the pros and cons of options only on the basis of theoretical arguments. For example, someone might argue that multilevel learning is pedagogically weak. But someone else also claims that equal-level learning can be quite effective. Because in this, each student devotes more time independently and makes the demands on teachers to teach the diversity of students' learning styles more obvious. It is not possible to emphasize the validity of any assessment of the effectiveness of multiple learning without empirical evidence to compare learning outcomes under the alternative learning arrangement. Of course, analytical work does not consist of discussion alone. But it helps those who shed light on the thoughts in reaching that conclusion.
