Notwithstanding, youths remain marginalized and excluded from participation in mine water sustainability decisions. The findings of this study indicated that youth participation and inclusivity in mine water sustainability was wanting in the county. The guiding specific objectives were strategic sourcing strategy, risk management strategy, negotiation strategy and e-procurement strategy. The theories related to the study were strategic choice theory, principal-agency theory and institutional theory. Further, the study adopted a conceptual framework to show causal relationship between independent and dependent variable. Independent variables are strategic sourcing, procurement planning, contract management and e-procurement which were shown have a causal relationship with the performance of County Governments as the dependent variable. The study adopted descriptive research design. Simple random sampling was adopted to select research participants. A sample size of 85 staff from the county government was sampled randomly using the simple random sampling technique from the total population of staff. The study used both primary and secondary data. The main instrument for data collection was structured questionnaire administered by the researcher. Quantitative data collected was checked for completeness, analysed through statistical analysis for social sciences version 23. Findings of descriptive statistics was presented in form of frequency tables and percentages. A pilot test was conducted before the main study to determine potential weaknesses in the data collection tool through validity and reliability test. The inferential statistics include Pearson’s correlation and regression analysis. The study findings indicated that strategic sourcing strategy, risk management strategy, negotiation strategy and e-procurement strategy have a positive and significant association with the performance of County Governments in Kenya. This implies that public procurement strategy and performance change in the same direction. The study found out that the county government in Kenya have not embraced public procurement strategy for effective performance. Further, the recommendations for improving public procurement strategy include reviewing contracts, enhancing supplier relationship management, conducting pre-screening of suppliers, maintaining compliance with regulations, updating risk management strategies, emphasizing negotiation for fair prices, improving post-negotiation follow-up, and strengthening the integration and security of e-procurement systems. The community has formed many cultural imaginations about water ensuing from scarcity and insufficiency of the commodity in the area. This study sought to establish how community livelihood, beliefs, norms and customs, poverty, rituals and gender involvement constrained mine water supply chain management. The findings showed that there is difficulty in accessing water and the quantity and quality available do not match community domestic needs. The study specifically sought to establish the influence of stakeholder involvement, project team training, monitoring and evaluation and risk management on implementation of donor funded water and sanitation projects in the Central Rift region, Kenya. The study was anchored on four theories, namely; stakeholder theory, team theory, dynamic capabilities theory and the theory of resilience. For purposes of this study, a descriptive survey design was employed. The target population were all 160 project members comprising project managers, consultants, project implementation teams and task managers from donor agencies in 16 donor funded water and sanitation projects in the central rift region. Using statistical formulae, a sample of 62 elements was obtained. Purposive sampling was then used in targeting the said staff in each of the donor funded water and sanitation projects. This study used questionnaires in collecting data from the target group. Pilot-test was conducted to check the reliability of the instruments used for data collection. Data was analyzed using both descriptive and inferential statistics with the aid of the Statistical Package for Social Sciences (SPSS) version 25.0. The study revealed that when all the variables for project management practices, stakeholder involvement, project team training, project evaluation and risk management, were multi regressed against the dependent variable, project implementation, there was an observable model of good fit at 99.6% hence, a good predicator of project implementation if cumulatively practiced. The study further found that stakeholder involvement is a significant predicator (p=0.046<.05) of project implementation in donor funded water and sanitation projects in the Central Rift region, Kenya. Further, the study established that project team training is an insignificant positive predicator (p=0.800 >.05) of project implementation. Project evaluation is a significant predictor (p=0.024<.05) of project implementation and role risk management was found to be a significant predictor (p= 0.21 <05) project implementation. Regression analysis revealed that risk management variable (β = 7.633) has the greatest influence, followed by stakeholder engagement variable (β = 1.192) then followed by evaluation variable (β = 0.116) and lastly project team training variable (β = -0.672).Therefore, the study recommended that, project implementation teams for donor funded water and sanitation projects in Kenya should emphasize more on project risk management as it has the most significant influence on project implementation. Human resource training process was defined as an activity or activities that include undertaking one or a series of courses to boost performance, productivity, skills, and knowledge. From this perspective, the study strove to examine the effect of human resource training process on employee performance in Trans Nzoia County government, Kenya The specific objectives of the study were; to determine the effect of training needs assessment on employee performance in Trans Nzoia County government, Kenya; to establish the effect of training programs design on employee performance in Trans Nzoia County government, Kenya; to assess the effect of training delivery approaches on employee performance in Trans Nzoia County government, Kenya; and to examine the effect of training evaluation on employee performance in Trans Nzoia County government, Kenya. The study was anchored on human capital theory, Institutional theory, the motivational theory and action theory. The study adopted a descriptive research design while adopting a census approach since the target population was considered manageable. The target population in this study was 145 respondents who were the senior and middle level staff of Trans Nzoia County government, Kenya. The research instrument for data collection was a structured questionnaire on a likert-scale. Data was analyzed with the help of statistical package for social sciences version 26, Analysis of Variances, Correlation and regression analysis tools were used to establish the relationship between the variables. The study established that training needs assessment (r = .850, β=.875, p<.001) had the largest significant effect on employee performance, followed by training evaluation (r = 817, β=.707, p<.001), training delivery approaches (r = .783, β=.673, p<.001) and lastly training program design (r = .589, β=.589, p<.001). The study concluded that contract management is a significant predictor of performance. The study's conclusions will be important to Trans Nzoia County government leaders, other Kenyan counties, corporate and public sector managers, and academics. According to the report, training needs assessment should compare expected and actual employee performance and follow county government requirements. It also proposed connecting training needs with job requirements and assessing Trans Nzoia County government employees' present competencies vs new work requirements. The report suggested integrating human resource training programs with county government needs assessment to enhance relevance and fill knowledge gaps. Before attending sessions, trainees should be informed of training objectives and the method should be tailored to meet them.
