Based on the analysis, the main problems of legislative regulation of information security are identified, which are common for many countries around the world. These problems include discrepancies in international rules of behavior in cyberspace, which do not allow to apply legal mechanisms for joint action effectively, as well as inconsistency of responsibilities for violations of information security in conditions of hybrid warfare. The authors also identify the peculiarities of legal regulation of information security and ways to solve these problems, which include the development and implementation of legislative provisions regulating activities on the Internet, including the national segment, and special requirements for network providers and other subjects that ensure the functioning of the network in conditions of war. The results of research on normative and legal support for information security in the conditions of hybrid warfare indicate the need to apply a systematic approach to the improvement of legislation in this direction. There is a need for legislative consolidation of special information security mechanisms to implement complex measures aimed at preventing cyberattacks and negative information influences on society; strengthening responsibility for cybercrime, abuse and neglect of information security measures; legislative consolidation of mechanisms for legal regulation of information relations in cyberspace; reinforcing cooperation with the international community to counteract information threats. It is proposed to take into account factors to ensure effective regulatory support in the context of a hybrid war. {"title":"EVALUATION OF HUMAN PSYCHOLOGICAL STATE USING MLP NEURAL NETWORKS","authors":"Ye. V. The problem of critical sessment and direct psychological help is quite important nowadays, as most people are faced with problems, both personal and national or global, such as political instability or a pandemic. Most of the existing systems for assessing the human condition are aimed at helping solve problems related to physical health. A smaller part of similar systems is intended to work with a mental state, however, they are more highly specialized and directed to work with an already known problem. A dataset was formed based on people's responses regarding their well-being. The MLP type of network was chosen, since this type is quite suitable for the given classification task. Three types of models are considered: basic MLP, MLP with ReLU activation and Unet-like model. The process of selecting the optimization algorithm and loss function is described. The article shows an overview and assessment of training effectiveness for each of the chosen models. Accuracy on a test set is shown. In addition, a description of actions related to attempts to improve the accuracy of the network (changing the number of questions, normalizing the initial data) is provided. A description of possible algorithms for data normalization is provided. It is justified that the most relevant in this direction is the use of models and methods of artificial intelligence, namely, fuzzy logic and hybrid networks. Research materials are presented on the development of a methodology for improving the security of personal data of users of the distance learning system of the Armed Forces of Ukraine, which provides an effective response to the flow of threats and is based on the implementation of models and methods of fuzzy logic and hybrid networks; the model for determining the state of the personal data protection system and the method of forecasting the state of the personal data protection system are described. The study of causality combined with modern advances in machine learning can greatly accelerate scientific progress. Modern scientific advancements emphasize the importance of not only establishing causality, but also assessing the degree of influence between cause-and-effect relationships. The work poses an interventionist and counterfactual question: «How will the values of the model parameters change due to the influence of the studied factor?» and «Which factor needs to be influenced for the fastest change in the value of the studied model parameter?». Formulating more precise hypotheses and accelerating their testing can be achieved by answering these questions. This article proposes a method for estimating the degree of influence between the parameters of the structural-causal model, which solves the problem of identifying the most influential factors, and also improves the study of causal relationships between parameters, which will allow improving the prediction and management of the model under study. The proposed approach of presenting data in a structural-causal model allows you to draw conclusions about what is the cause and what is the effect and take into account the influence of both direct and indirect cause-and-effect relationships. The assessment of the degree of influence determines the most significant parameters and the least influential factors. Consequently, predicting changes in model parameter values becomes more predictable and controllable. Однією з центральних проблем, виявлених у дослідженні, була змінена структура даних, яка використовується для представлення тріангуляції.Основна мотивація для цього вивчення полягає в тому, що різні методи тріангуляції можуть вимагати різні структури даних. Наприклад, для оптимальної тріангуляції алгоритми побудови потрібні лише ребра та вузли, які повинні мати структуру даних, де вузли мають сусідів або зв’язок з ребрами. Розглянуто питання завдання зміни структури, в якій представлена тріангуляція, може виникнути, наприклад, при побудові оптимальної тріангуляції. Алгоритми їх побудови оперують тільки з ребрами та вузлами, а тому вони змушені використовувати структури даних типу «Вузли з сусідами» або «Вузли та ребра». З іншого боку, метою побудови тріангуляції може бути моделювання поверхні, для чого необхідна структура даних, наприклад, «Вузли та трикутники». Саме тому і постає завдання переходу від однієї структури даних до іншої. З іншого боку, якщо призначено моделювання поверхонь для додатків, де потрібно знати трикутники та їх параметри, необхідно використовувати структуру даних, де вузли мають взаємозв'язки з трикутниками. Завданням стало перетворення одного виду структури даних на інший у зв’язку з конкретними вимогами алгоритму та його застосування. Це завдання вимагає глибокого розуміння як алгоритмів побудови тріангуляції, так і особливостей структури даних.У результатах порівняння були переваги та обмеження різних підходів до структури даних, а також показано, що перехід між ними може вплинути на продуктивність та точність алгоритмів роботи. Деякі структури можуть бути більш ефективними для одних видів завдань, а інші – для інших. Крім того, дослідження визначило перспективи подальшого розвитку цієї області. One of the directions for improving the efficiency of satellite telecommunications can be the development and improvement of phase synchronization systems in the direction of minimizing the phase error while maintaining high dynamics in stable and transient modes of operation. Mathematical dependencies are developed and presented in the work, which allow for the synthesis of open communication in the combined synchronization system of satellite telecommunications, which ensure the minimization of the root mean square error of the synchronization system under the condition of limiting the transient component of the phase error. The open communication scheme proposed in the work includes a link with a transfer function, the parameters of which make it possible to minimize the rms phase error under the condition of increasing the dynamics of the system in transient modes. The results of evaluating the effectiveness of the proposed method of minimizing the rms error of the combined synchronization system under the condition of limiting the transient component of the phase error showed that the value of the rms error for the combined synchronization system depends on the gain parameter of the open link link. The gain parameter can be effective in minimizing the phase error in the case of its positive values. Thanks to the wide range of capabilities of mobile robots, their use has been implemented in many areas: space exploration, construction, transportation, patrolling, emergency rescue operations, industrial automation, medicine, services, etc. The study of mobile robot navigation has rapidly progressed from robot movement along a fixed line to movement with environmental recognition and adaptation to dynamic objects, such as people surrounding the robots. The article deals with the problem of navigation of mobile robots in closed spaces. The interaction of such mobile robot systems as movement, perception, cognition, and navigation is described. The problems of movement are solved by understanding the mechanism and kinematics, dynamics, and control theory. Perception covers the area of sensor signal analysis. Cognitive functions are responsible for analyzing input data and performing appropriate actions by a mobile robot to achieve goals. Navigation requires knowledge of planning algorithms, information theory, and artificial intelligence to create real-time trajectories and avoid collisions with obstacles. To ensure coordinated operation, these systems must be united by a control unit. The paper analyzes the types of mobile robots and their architectural features. The main tasks of mobile robot navigation are considered: environment modeling, localization, path planning and obstacle avoidance. The article investigates algorithms and methods of localization of mobile robots, provides a classification of methods of path planning, and conducts a comparative analysis of them. In the initial research phase, a deep analysis of existing decision-making methodologies in banks was conducted, focusing on their role in current conditions and the potential to replace human involvement with algorithms. The evaluation and calculation of ML model efficiency revealed certain challenges, such as overfitting and a lack of transparency, but also highlighted significant advantages over traditional systems. When selecting tools for the implementation and deployment of ML, a need for specialized tools tailored for the banking sector was identified, considering the specific nuances of this market. Defined efficiency-enhancing directions include developing new regularization methods, improving cross-validation techniques, and advancing explainable AI. The study also emphasized the ethical concerns arising from ML implementation. Notably, primary attention was given to ensuring user data confidentiality and reducing algorithmic bias. Based on the research results, a conclusion about the immense potential of machine learning in the banking sector was drawn. It was established that the flexibility of the ranking procedure makes it possible to solve various problems of signal detection in conditions of a priori uncertainty. The properties of ranking algorithms of multi-position OFDM signals are studied. The unique characteristics of rank compared to other types of nonparametric transformations are analyzed. The selection criterion is not only the study of the given invariant properties of the level of implausible notifications about the type of propagation, but also, which is very important, the maximum possible preservation of information about the signal, which allows for almost complete recovery of the original information, that is, high efficiency of signal detection. Currently, there are no sufficiently effective and acceptable methods of direct estimation of multivariate distribution. In this regard, it is advisable to organize the input sample in such a way that its elements are statistically independent. Ranking procedures make it possible to solve a wide range of signal detection problems under prior uncertainty conditions. A unique feature of the rank in comparison with other types of non-parametric transformations is the ability to almost completely recover the original information. The formation of selective data arrays and their ranking algorithms for multi-position signals with phase-difference modulation of high multiplicity are studied. One of the important problems related to rank processing of information is the question of the place of transition from input data to ranks. Therefore, the development, support and optimization of intelligent information systems is an urgent issue of ensuring optimal decision-making based on the analysis of current situations to achieve a certain goal. For this purpose, the optimization of clustering algorithms of intelligent data analysis based on cloud technologies and machine learning to increase the efficiency of the intelligent information system of a higher education institution is considered. The choice of the best algorithm under the conditions of a specific task should be reasonably carried out by the person who makes the decision, since the processes of interpretation and evaluation of the obtained results after their analysis are extremely important. At this stage, the main role is played by an expert in the subject field under investigation, who, in addition to using the criteria, can, based on a priori ideas and knowledge of key target indicators, perform additional verification of the results for further decision-making. To achieve the maximum result, a complex approach to data analysis is required, which includes both the use of a priori knowledge of specialists for pre-processing of data and interpretation of results, and the use of specialized algorithms.
