Broadly speaking, PPP is a long-term engagement between the Government and/or public bodies and business entities, while privatization means the transfer of something under the control of the public sector to the private sector followed by commercialization. These things are in line with the concept of Concession, which is basically the transfer of management of a service/product which is basically the responsibility of the government to the private sector with a return from the government budget or revenue obtained directly from the end user (consumer) of the project and/or service. Based on Article 235 of Law Number 1 of 2009 concerning Aviation, airport services carried out by airport business entities are carried out based on concessions and / or other forms in accordance with the provisions of laws and regulations provided by the Minister and stated in the agreement. Currently in Indonesia one of the largest airport management business entities in Indonesia is PT Angkasa Pura I which was previously entirely owned by the Ministry of State-Owned Enterprises of the Republic of Indonesia, but is now controlled by PT Aviasi Pariwisata Indonesia (Persero) which is a State-Owned Enterprise. This creates a complexity in connection with the imposition of concessions, considering that based on its capital structure, PT Angkasa Pura I contains separated state wealth.","PeriodicalId":477827,"journal":{"name":"Journal Research of Social Science, Economics, and Management","volume":"112 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-08-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"136239825","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The construction of fhigh-speed railway in Indonesia in the Jakarta-Bandung area uses the Chinese Train Control System (CTCS) Level 3 signaling system, which makes the Global System for Mobile Communication-Railway (GSM-R) a wireless signaling network system. Because there are already existing GSM-based public telecommunications services, known as public GSM, on the same frequency used by a number of cellular operators in Indonesia, the use of GSM-R poses implementation challenges. This will result in reduced service quality and revenue for protected cellular network operators due to the use of these frequency bands to support the operation of high-speed railway services in Indonesia. In this study, an evaluation was carried out to look for other potentials from using the GSM 900 MHz frequency band, which can be used as an option to be implemented on high-speed trains in Indonesia. The research begins with calculating the estimated potential loss of revenue from using telecommunications network operators. This data will be analyzed in terms of the economic feasibility of several other frequency band choices for implementing the GSM 900 MHz frequency band on high-speed trains in Indonesia, so that it is hoped that this will become a new consideration that can become a solution and recommendation in the application and use of GSM-R technology in Indonesia.","PeriodicalId":477827,"journal":{"name":"Journal Research of Social Science, Economics, and Management","volume":"4 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-08-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"134932212","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
