{"title":"Creative research with indigenous women: challenging marginalisation through collective spaces and livelihoods practices","authors":"M. Teresa Armijos, Viviana Ramirez Loaiza","doi":"10.1108/dpm-01-2024-0037","DOIUrl":"https://doi.org/10.1108/dpm-01-2024-0037","url":null,"abstract":"<h3>Purpose</h3>\u0000<p>In this paper we ask: “What are the opportunities and challenges that creative methods pose in terms of conducting research processes with indigenous peoples impacted by emergencies and disasters?” To do that, we critically examine the creative and collaborative methodological approaches applied in the research project, Moving with Risk: Forced Displacement and Vulnerability in Colombia. This project sought to understand the trajectories of risk of families who were forcibly displaced as a result of the armed conflict in Colombia and resettled in areas at risk of disaster.</p><!--/ Abstract__block -->\u0000<h3>Design/methodology/approach</h3>\u0000<p>This article is intentionally written from the perspective of the researchers’ positionality. In doing so, we embrace writing that is situated and embodied in the researcher’s experiences and positionalities. This reflexive writing allows us to question the methodological experience of the research project we are analysing and, at the same time, ourselves, “the researchers” be questioned by it.</p><!--/ Abstract__block -->\u0000<h3>Findings</h3>\u0000<p>In this paper, we show how creative methods and participatory research can foster awareness and become the basis for inclusive and reciprocal research processes with indigenous communities in disaster studies. Specifically, we show that the use of creative methods helped us recognise that agency needs to be framed in collective spaces with the indigenous women we were working with and in relation to their livelihoods needs. We argue that finding spaces to conduct collaborative research and recognize agency is inextricably related to how the researchers reflect on their positionality.</p><!--/ Abstract__block -->\u0000<h3>Originality/value</h3>\u0000<p>This article contributes to critical perspectives in Disaster Studies and to an overall understanding of the role that creative methodologies play in research processes with people affected by disasters. Prisons are a unique type of infrastructure designed to severely limit and control the movement of hundreds and even thousands of individuals as a form of punishment. This leads to many significant challenges to mitigating the risk of heat-related illness in prisons and other carceral spaces that have remained overlooked across many disciplines including emergency management, disasters, corrections and public health.</p><!--/ Abstract__block -->\u0000<h3>Design/methodology/approach</h3>\u0000<p>For this study, we analyzed 192 surveys from incarcerated persons in state prisons throughout Texas to understand how incarceration and the punitive prison environment create challenges to managing extreme heat in prisons.</p><!--/ Abstract__block -->\u0000<h3>Findings</h3>\u0000<p>We found that characteristics of modern incarceration, including communal distribution of resources, crowded conditions and a lack of agency for incarcerated people, create barriers to accessing resources during periods of extreme heat. Conceptulising new methods that frame the role of people with disabilties as co-producers are essential for improving the representation of people with disabilties in the context of disaster research and beyond. The paper discusses how to facilitate disability inclusive research and introduces a participatory timeline tool that was co-produced by people with physical disabilities in Sindhupalchok, Nepal.</p><!--/ Abstract__block -->\u0000<h3>Design/methodology/approach</h3>\u0000<p>The participatory timeline activity utilised 3D printed counters to explore the experiences of people with disabilities during disaster events and their recovery processes, in this case, the 2015 Ghorka earthquake and the 2021 Melamchi Flood. The paper reflects on how to foster disability-inclusive environments by placing agency and ownership by people with disabilities at the centre of research practice.</p><!--/ Abstract__block -->\u0000<h3>Findings</h3>\u0000<p>This approach created an atmosphere of collaboration and supported co-researchers to reveal their experiences and knowledge on their own terms. By triangulating data obtained from different material collected during the reflexive journey, we discuss examples of how our team employed reflexivity towards interdisciplinarity.</p><!--/ Abstract__block -->\u0000<h3>Findings</h3>\u0000<p>The reflexive journey allowed our interdisciplinary team to acknowledge and give value to its diversity; to discuss disciplinary language differences, and to gradually develop interdisciplinary working practices and conversations. Previous literature has reported that LA and relocation contribute to reducing repetitive disaster losses or downzoning (limiting development). However, studies on decision-making about resettlement or relocation for landowners or decision-makers for disaster-impacted lands are limited. This study aims to qualitatively illustrate LA program schemes for recovery, and identify the underlying concepts of LA in Italy, the United States and Japan. By doing so, this study contributes to construction of future agent-based recovery simulations.</p><!--/ Abstract__block -->\u0000<h3>Design/methodology/approach</h3>\u0000<p>This study seeks to identify a variety of LA models in different contexts to provide input for future works. This study employed multiple case studies to explore common and contrasting results, and identify varied LA concepts. The methodology involved a literature review, including official reports, to examine the timeframes of LA projects qualitatively, complemented using aerial photos to confirm related land use changes pre- and post-LA.</p><!--/ Abstract__block -->\u0000<h3>Findings</h3>\u0000<p>The results indicate that buyout programs in the United States enhance renaturalization in flood-prone areas as a downzoning approach. In contrast, LA in Japan focuses on the continuation of communities or neighborhoods through the recovery and relocation process. In Italy, LA is used to contribute to supporting the tradition/legacy of historic housing and facilities for post-disaster temporary dwellings, reflecting an underlying concept of “tradition and legacy.”</p><!--/ Abstract__block -->\u0000<h3>Originality/value</h3>\u0000<p>This comparative study fills a research gap by focusing on LA concepts, and its novelty lies in finding the underlying concepts of LA in three countries. This has appeared to be a controversial topic in Japan and amongst its neighbors in the regions. This paper focuses on the attitudes of Japanese people towards the government policy, placing it within the context of wider issues.</p><!--/ Abstract__block -->\u0000<h3>Design/methodology/approach</h3>\u0000<p>An online survey of 2,000 participants completed an online survey comprising of Likert type and multi-choice type questions. The results were analyzed using logit regression analysis.</p><!--/ Abstract__block -->\u0000<h3>Findings</h3>\u0000<p>We found that issues other than the ALPS discharge were seen as equally important, but that there was concern about the policy, the impact the discharge would have, and about produce from the area. We also found that the farther away the participants lived, the less concern they showed. Consultations with both local communities and neighboring countries were seen as important by many participants.</p><!--/ Abstract__block -->\u0000<h3>Originality/value</h3>\u0000<p>This research places the issue of ALPS treated water into a wider context of other global issues and examines the role distance from Fukushima plays in the public’s engagement with the issue. Using PAR principles, we sought to disrupt traditional dynamics in research, co-generating knowledge with the community. We aimed to elevate disenfranchised voices and foster effective solutions for neighborhood revitalization and resilience, which are designed and led by the community. In this paper we explore researcher positionality, examining how engagement with the community context profoundly influences researchers' perspectives and roles, thereby shaping the study trajectory.</p><!--/ Abstract__block -->\u0000<h3>Design/methodology/approach</h3>\u0000<p>We use reflexive and thematic approaches to analyze researcher positionalities and dynamics with the community. Researchers' reflections were scrutinized with a focus on their backgrounds, adaptability to community pace of work, lessons learned and evolving perspectives on community-centered research. We present a comprehensive discussion of emerging themes and emphasize the transformative nature of PAR and the significance of the researcher pursuing a relationship of belonging within the community.</p><!--/ Abstract__block -->\u0000<h3>Findings</h3>\u0000<p>The study uncovered key themes clarifying the transformations experienced by researchers engaged in PAR. We underwent a significant shift from a predetermined, structured PAR model to a more organic, community-driven model. This shift is illustrated under key themes in the paper: being vulnerable, valuing relationships, transforming the sense of self and solidarity, focusing on the process and recognizing and valuing community-derived knowledge. We write about the metamorphosis of researchers' roles from passive observers to active and empathic participants and about the implications for our methodological approach. As a result of this adaptation, the research process was enhanced and a symbiotic learning environment was created between the researchers and the community.</p><!--/ Abstract__block -->\u0000<h3>Originality/value</h3>\u0000<p>This paper distinguishes itself through its community-centric approach, diverging from traditional research paradigms. It explores how PAR-based community engagement can have a positive impact on those who are involved in PAR themselves, contributing to a better understanding of reciprocal dynamics in community-based research. However, there is limited knowledge about how small and remote communities are affected by and perceive the effects of a changing climate with hazards that increase in intensity and/or frequency. Consequently, there is a call for more actionable and interdisciplinary climate adaptation research, which takes its starting point in understanding the local concerns of people living in small remote communities.</p><!--/ Abstract__block -->\u0000<h3>Design/methodology/approach</h3>\u0000<p>This paper test the photovoice method to gather respondents’ perceptions of the place in which they live and the hazards they face through personal narratives of photographs.</p><!--/ Abstract__block -->\u0000<h3>Findings</h3>\u0000<p>Despite its limitations, the photovoice method was found to be a suitable tool for gaining valuable insights into the communities while ensuring comfort and enjoyment for both participants and the researcher.</p><!--/ Abstract__block -->\u0000<h3>Research limitations/implications</h3>\u0000<p>The findings also show that despite its limitations photovoice is a useful method for shedding light on risk perception, place attachment and resiliency in communities facing the risk of natural hazards. The study found that place attachment is an important factor to consider in disaster risk management, policy and decision making.</p><!--/ Abstract__block -->\u0000<h3>Originality/value</h3>\u0000<p>The paper adds to a growing body of literature surrounding the relationship between place attachment and community resilience to climate-related natural hazards. The authors examined the impact of place attachment on community resilience, focusing on two rural and remote villages located in the Westfjords in Iceland – Patreksfjörður and Flateyri. Societal aspects of natural hazards have hitherto been hardly addressed in Iceland and to our knowledge the applied method has not been tested before in such a setting. This study explores flood adaptation in North Jakarta's kampungs (urban informal settlements), aiming to enhance the efficacy of current flood disaster management. The outcomes of the participatory planning mechanism simulation that we propose are expected to provide valuable insights for the urban planning approach in that city.</p><!--/ Abstract__block -->\u0000<h3>Design/methodology/approach</h3>\u0000<p>We employed focus groups and design charrettes with a bottom-up approach to explore how local knowledge can enhance spatial flood management and urban planning policies. In total, 17 diverse participants, covering various ages and professions, engaged in these activities. Our methods aimed to be culturally sensitive and inclusive, embracing indigenous values like musyawarah and gotong royong. The research methodically examined flood implications and adaptations in informal settlements, progressing through preliminary understanding, data triangulation, and a reflective synthesis of the findings.</p><!--/ Abstract__block -->\u0000<h3>Findings</h3>\u0000<p>Amid worsening global changes like sea level rise, community-focussed, collaborative planning can help create tailored flood-resilience solutions. The research reveals that partnerships between communities and organisations promote city-wide, flood-adapted environments, aligning policy with the needs and goals of those most affected by flooding. We analyzed 70 articles, technical reports and press releases and then used a set of policy analysis tools to examine five policy documents in depth. Finally, we wanted to understand how key officers interpreted these policy documents, so we closely analyzed the transcripts of eight semi-structured interviews.</p><!--/ Abstract__block -->\u0000<h3>Findings</h3>\u0000<p>Türkiye’s legal framework comprises five main policies that concentrate power in the central government and are not tailored to post-disaster reconstruction. This framework facilitates the construction of rubber-stamped apartment buildings, which disregard cultural and social contexts and practices. The current reconstruction policy neglects alternative options like cooperative housing, which could better respond to communal needs and expectations. It also often leads to the loss of land rights among affected residents.</p><!--/ Abstract__block -->\u0000<h3>Research limitations/implications</h3>\u0000<p>We only analyzed decision-making processes in two case studies and based our study on a limited number of interviews. Therefore, it is difficult to generalize our results and apply them to other contexts. Further quantitative and qualitative work is necessary to conceptualize the links between land management and post-disaster housing reconstruction.</p><!--/ Abstract__block -->\u0000<h3>Practical implications</h3>\u0000<p>Our findings suggest a need for legislative frameworks specifically designed to address land management during post-disaster reconstruction. The concentration of power in central governments is problematic, thus it remains crucial to empower local authorities by reinforcing technical expertise and facilitating administrative autonomy.</p><!--/ Abstract__block -->\u0000<h3>Originality/value</h3>\u0000<p>This study offers unique insights into how power relations influence land management practices in post-disaster housing reconstruction.
