We conceptualise international recognition-through-interaction in social-relational, process-oriented, non-dualistic and performative (practice) terms. We theorise plural effects beyond the government vs. rebels and conflict causation vs. transformation binaries. Based on two case studies on post-2011 Libya’s security/armed and migration governance actors, including original interviews, we show that the most distinctive power of international recognition-through-interaction lies in drawing (sovereignty) lines. Material empowerment effects are prominent, though only contextually subject to formal international recognition. We argue that understanding the intricate, fluid, and effective interventions in global politics would benefit from exploring the discourse and practice of normalization. We identify three different types of normalization practices, those that aim: to impose a new normalcy on fragile states; to either restore or build a more resilient normalcy in disaster-affected states; and those that are prepared to accept an endogenous normalcy in suppressive states. While research shows an association between human rights and foreign intervention by democracies, democratic responsiveness to children's human rights violations remains understudied. This study argues that democracies are concerned about the well-being of vulnerable populations, including children. We argue that democracies recognize the violations of children's rights in conflicts where rebels recruit child soldiers and are likely to respond by serving as mediators. Our study examines civil conflicts from 1989-2007.
