The response to the White House's readiness for diplomatic negotiations with the Iranian side without putting forward preliminary conditions was the unwillingness of the Iranian leaders to participate in the negotiation process on curtailing the development of the national nuclear program. Later, power in the city was transferred to the Committee of Members of the All-Russian Constituent Assembly (Komuch), which began to restore pre-revolutionary governing bodies in it. One of the politicalforces that appeared in the summer of 1918 in Simbirsk was the Union of the Revival of Russia.
