Public employers are thus in great need of attracting the young talented people from the Z and Alpha Generations to join the Public Service. Alas, the public sector’s attractiveness in the eyes of youngsters has dropped in almost all European countries, for many reasons that are diagnosed in the article’s first section. This tricky situation calls for the setting up of a new, proactive public policy of attractiveness, whose target group, the undecided young people whose education does not predestine them to the public or the private sector, is identified in the next section. Then, a plea in favor of activating four pertinent levers of intrinsic motivation amongst these youngsters is presented in detail. {"title":"Challenges, the Strategic State, and Agility in European Public Governance","authors":"P. It uses empirical analysis to explain how, in a European context, this capacity covaries with the development of strategic state capabilities. The evidence is used to explore the conditions in which strategic state capabilities have a positive effect on the capacity of leadership to mobilise society. These conditions include factors related to the public: social capital, average subjective wellbeing (happiness), and political attitudes relating to government and democracy (having a voice that was listened to, public trust in the government, and the public’s satisfaction with the working of democracy). It is suggested that strategically led governments with high levels of coordination in the civil service, with practices and abilities consistent with learning and agility, and with good engagement with, and good support from, the public and the organisations of civil society, tend to have national leadership elites that have a strong capacity for mobilization of society to take up challenges. Mapping the spatial patterns of tourism supply and demand at finely-grained data over the last two decades, the analysis employs spatiotemporal and scaling methods to capture the interactions and de pendencies among tourism concentrations. The findings point to space-tourism realignments based on heterogeneous concentration patterns and trajectories of change, supply growth and ex pansion at the first level of contiguity, and diffused domestic vs. polarized international arrivals. The bi nary approach of tourism concentrations of supply and demand with varying location quotients enables the identification of both differences and similarities in terms of contextual and tourism development in dicators. In support of context-sensitive policy inter ventions, we argue that space should be regarded as a central dimension of the tourism development pol icy. {"title":"Streamlining Informal Institutions for Local Strategic Planning and Development in a Post-Socialist Central-European Setting","authors":"T. Sykora, P. Raška, J. In post-so cialist European countries (PSECs), the need to strengthen informal institutions has been postulat ed as imperative by some researchers, critically ad dressing previous decades of rather infrastructural development. In this paper, we argue that, in con trast to this discourse, the operationalization of in formal institutions for their use in strategic planning and local development remains unclear. This results in inconsistencies and conflicting natures between the planning process itself and its goals. Based on a review of the literature on the role of informal insti tutions in local strategic planning and development, we identify the two main shortcomings in the use of the concept. First, we point out the lack of their oper ationalization, which is underpinned by a poor under standing of the different levels of abstraction inher ent to informal institutions. Second, we assert that neglecting such different levels of abstraction often leads to a lack of consensus on appropriate ex-ante and ex-post evaluations of strategic planning out comes. To reduce the formalism while referring to informal institutions in existing local strategies, we propose a new conceptual approach that allows for their operationalization. The purpose of our article is to de termine whether there is a correlation between work during non-work time and extended availability for work among public servants in the Slovenian public administration who worked from home during the COVID-19 pandemic. The research was conducted in February 2021 in the Slovenian public administra tion and involved 1,676 public servants. Based on the data of our study, which we analyzed using var ious statistical methods (Chi-square, Kruskal-Wallis test, Dunn-Bonferroni post hoc test, Spearman’s rho), we assert that during the COVID-19 pandemic, public servants in the Slovenian public administra tion who worked from home performed their work during non-work time and were excessively available for work. Nastaca","doi":"10.24193/tras.67e.4","DOIUrl":"https://doi.org/10.24193/tras.67e.4","url":null,"abstract":"\"The research analyses the leadership styles prac ticed in the Romanian public administration, the gender differences regarding the practiced leader ship and in terms of exhibiting behaviors that could lead to the development of civil servants’ resilience, trying to investigate the relation between leadership, gender, and resilience. The paper contributes to the scientific literature in the field by analyzing three concepts that are not usually explored together and especially in the public administration. The research methodology consists of a sociological survey con ducted in the Romanian public administration where 766 civil servants agreed to participate. The research revealed that the studied leaders present a mix of characteristics where transforma tional and transactional behaviors are predominant. Regarding gender differences, both men and wom en are considered to lead in a similar manner, but a higher preference for male leaders was observed. Men’s leadership behaviors are better appreciated, indicating the presence of gender stereotypes and a certain level of prejudice against women. The studied leaders possess the necessary character istics for developing civil servants’ resilience, being perceived as exhibiting supportive, encouraging, and motivating attitudes when their subordinates faced difficult moments in their careers. {"title":"The Transformation of Romanian Internal Public Audit between 2006 and 2020","authors":"O. Moldovan, F. Macarie","doi":"10.24193/tras.67e.2","DOIUrl":"https://doi.org/10.24193/tras.67e.2","url":null,"abstract":"\"The article analyzes how internal public audit (IPA) transformed in Romania between 2006 and 2020, in order to explore: (a) the degree in which cen tral and local public institutions organized their IPA activities as a specialized department or in an asso ciative structure; (b) how did the human resources allocated to IPA activities transformed in this period (focusing on employment, the ability to cover the needs of public organizations and the educational/ professional specialization of internal auditors), and (c) how IPA missions changed over time. The empiri cal research consists of a detailed analysis of official annual reports published by the Central Harmoniza tion Unit for Internal Public Audit, thus ensuring the reliability of the analysis. Our main results indicate the existence of multiple differences between central and local public organi zations, regarding their degree/level of IPA activities organization (especially before 2013) and the num ber of organizations each internal public auditor was tasked to audit (ranging from 1 at the central level to almost 8 at the local level).
